Name of the assignment: Alignment of regulatory framework, procedures and methodologies for the development and approval of occupational standards with international best practice.

The Republic of Kazakhstan has received financing from the World Bank toward the cost of the Skills and Jobs Project, and intends to apply part of the proceeds for the following consulting services (“the Services”):

Alignment of regulatory framework, procedures and methodologies for the development and approval of occupational standards with international best practice.

The objective is the alignment of procedures and methodologies for the development and approval of occupational standards in line with international best experience.

Expected results:

•      A report on the review of international experience of methodological principles and approaches toward the OS development in OECD and APEC countries.

•      Recommendations on improving NQF and its implementation for consultation with MHSD RK, MES RK and NCE.

•      A NQS Glossary (conceptual definitions) which is endorsed by MES RK and NCE and agreed/approved in the MHSD RK in the form of collection.

•      A report/inventory of summarizing the analysis and review of the development of occupational standards in the RK (by indicating the sources and ways of the information obtained).

•      Methodological recommendations on the mechanism and a roadmap for facilitating developing, approval of OS which are agreed at the PSC meeting and endorsed by NCE (if appropriate).

Expected duration of the Assignment is 9 months.

The Ministry of Healthcare and Social Development of the Republic of Kazakhstan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

Selection will be done based on the Consultants’ Qualifications Selection (CQS) method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 as revised in July 2014). The attention of interested Consultants is drawn to paragraph 1.9 of these Guidelines setting forth the World Bank's policy on conflict of interests.

Qualifications:

  1. A consulting firm with at least 5 years’ of advisory experience of providing: (i) consulting services in support of development of national qualification system and/or its elements (NQF, SQF and OS) and (ii) survey design and implementation.
  2. A proof of the Consultant’s participation in similar international and national projects.
