So, on July 3, a meeting with representatives of mining and metallurgical enterprises took place, on July 4 - with the association of organizations of oil and gas and energy complex "Kazenergy".
On the agenda were questions about the progress of the implementation of the Roadmaps on the controlled flow of labor, on the training of personnel, and on the protection of workers' labor rights.
In conditions of active digitalization and automation of production, many enterprises are at risk of releasing employees. A timely task in this regard is the timely work on managing the flow of labor.
"Close cooperation between the Ministry and employers will help to prevent conflict situations and curb the growth of unemployment in the country," said Nurzhan Altayev.
In this regard, the Ministry, in conjunction with central and local executive bodies, is developing Roadmaps for the managed flow of workers with large enterprises. Road maps provide for joint investment in the retraining of retired workers and assistance in their further employment in other areas.
As of June 1, 2018, 387 road maps were signed with large enterprises, employing more than 450,000 workers.
On behalf of the Head of State, the project "Free Vocational Education" began for the graduates of schools that did not pass UNT and did not enter educational institutions. Since September last year, 21,000 young people have started to study in professional colleges.
To retrain and improve the skills of the adult population, short-term vocational training courses are provided for short-term retraining courses for dismissed employees. As of June 1 of the current year, 23 thousand participants are already being trained.
During the meetings, the vice minister focused on another effective tool for facilitating the management of flows - the Resettlement Program from the labor surplus to the labor-deficit regions. Through this mechanism, the issues of economic development of the regions of arrival are solved, and the settlers are provided with work, housing and increase their incomes.
From the state side, the migrants are provided with material assistance for moving in the amount of 84 thousand tenge (35 MCI) per each member of the family, and also within a year for reimbursement of expenses for hiring of housing and payment of public utilities monthly from 35 thousand tenge (15 MCI) to 72 thousand tenge (30 MCI).
Thus, in the past year, 1,255 families (4 thousand people) migrated to the work-poor northern regions. At the same time, 758 children of resettled citizens were provided with places in schools and kindergartens.
In 2018 in the work-poor northern regions, there are planned to relocate twice as many families - 2,328 (9,1 thousand people).
To reduce the risk of workers being released by regional headquarters, the following activities are implemented:
• Determination of the number, timelines and lists of released workers in the Road maps;
• Defining the professions and the basis for their retraining in training centers with the enterprises themselves, on the basis of leading colleges or universities in the region;
• Definition of the additional need for funds for retraining personnel using the tool of the Program for the Development of Productive Employment and Mass Entrepreneurship to co-finance the costs of employers for training;
• training and retraining of the released workers with the aim of creating an opportunity for them to continue working in modernized enterprises, transferring to other enterprises or finding employment through employment centers.
Enterprises are also interested in timely measures to facilitate planned flows of labor. So, according to the director of the department of JSC NC "KazMunayGas" E.M. Rakhimbergenov today at this enterprise, many employees are not provided with sufficient volumes of work. In this regard, a program of early termination of employment contracts has been developed, which provides compensation in the amount of 50% of the salary for 5 years and secondary employment in contract organizations. The program operates on a voluntary basis, and its main purpose is to prevent the release of labor.

Manasbayeva noted that today the organization of a managed personnel flow is being implemented in pilot companies, including at the enterprises of the Eurasian Group, in the Kazakhmys Corporation LLP, in the ArcelorMittal Temirtau JSC, and also talked about the measures taken by the companies to optimize the process liberation, joint projects of enterprises of MMC and NPP RK "Atameken", availability of demand for qualified personnel, development of professional standards in the spheres of mining and metallurgy and geology.
During the meetings, Nurzhan Altayev paid special attention to the issues of protection of labor rights of employees, including a detailed study of the Roadmap for preventing industrial injuries and conflict situations in the workplace.
He drew attention to the positive experience of LLP "Tengizchevroil", regarding the implementation of cross-cutting control, which provides for the coordination of the activities of all contract organizations of the company to comply with safe working conditions, and encouraged the representatives of enterprises present to adopt this experience of control.
Following the results of both meetings, it was decided to intensify the joint work of state bodies and industry enterprises in identifying problematic personnel issues in the industries and formulating proposals by companies to improve the current legislation of the Republic of Kazakhstan.
