  1. General Provisions

State social and labor services were provided to the population at the central and local levels.

The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter referred to as the Ministry), the Labor, Social Protection and Migration Committee (hereinafter - the Committee) and its territorial subdivisions, as well as the local executive bodies of the regions, Astana, Almaty.

Mission of the Ministry in the field of labor and social protection: Protection of labor rights, promotion of productive employment and growth of the well-being of the population.

In accordance with the Register of State Services to individuals and legal entities in the social and labor sphere in 2017, 34 types of services were provided, including CGO-15, MIO-19.

In accordance with the Law of the Republic of Kazakhstan "On State Services" all 34 standards for the provision of public services are approved by the order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 28, 2015 No. 279.

In 2017, the Register of Public Services (Decree of the Republic of Kazakhstan Government dated October 12, 2017 No. 637 "On Amendments and Additions to the Resolution of the Government of the Republic of Kazakhstan dated September 18, 2013 No. 983" On Approval of the Register of Public Services") was supplemented with 1 new public service:

- Appointment of state benefits for mothers with many children, awarded with pendants "Altyn alka", "Kumis alka" or received the title "Mother Heroine", awarded the Orders of "Mother's Glory" I and II degrees;

Simultaneously, 1 service was optimized in the Register of Public Services:

-"Appointment of a state allowance for children up to eighteen years of age".

Standards for 3 public services "Registration of job seekers,"Registration of jobseekers as unemployed","Payment of the difference between the amount actually paid mandatory pension contributions, mandatory professional pension contributions taking into account the level of inflation and the amount of pension savings" approved by order Minister of Labor and Social Protection of Population of the Republic of Kazakhstan of July 4, 2017 No. 190.

According to the service "Appointment of state benefits to mothers with many children, awarded pendants" Altyn alka "," Kumis alka "or received the title "Mother Heroine", awarded the orders "Mother's glory" of I and II degrees", the corresponding standard was approved by the Ministry's decree of December 25 2017 No. 446.

Thus, as of December 30, 2017, the number of standardized services in the social and labor sphere amounted to 34 (including CGO-15, MIO-19), 33 of which were provided to the population on a free basis and one "Issuance and renewal of the authorization to engage foreign labor to employers for work in the territory of the relevant administrative-territorial unit, or within the framework of intracorporate transfer, "starting from January 1, 2017, it became available both for paid and free of charge ove.

At the same time, the tax fee is not collected from employers when issuing and prolonging the permission to employ foreign labor in the framework of intracorporate transfers.)

During the reporting year, the existing standards were improved, amendments and additions were introduced by the orders of the MLSP dated July 4, 2017 No. 190, dated October 16, 2017 No. 344, dated December 25, 2017 No. 446. The changes were made:

- clarification of the names of providers and organizations that accept documents;

- rendering 8 state services on an alternative basis through the non-profit joint stock company "State Corporation" Government for Citizens ";

- Reduction of the terms of provision of public services.

Thus, to date, 27 public services out of 34 are being provided through the State Corporation on an alternative basis.

For all 15 standards of public services at the central level, the Ministry approved 15 regulations (Order No. 407 of the Ministry of Health and Social Development of May 28, 2015, with amendments to the MLSP dated January 30, 2017 No. 2, dated October 4, 2017 No. 328, dated January 23, 2018 No. 20).

Services of the central level are provided by the Ministry. For this purpose, the Ministry has a department - the Labor, Social Protection and Migration Committee and in each region its territorial departments function. Also, state services are provided by JSC "State Social Insurance Fund" and JSC NAO GC "Government for Citizens" with branches in the regions.

As a rule, local level services are provided by district (city) employment and social programs and 3 services for issuing referrals to active forms of employment promotion, registration of job seekers as unemployed, registration of job seekers is provided directly by the employment centers of the LEB.

Services of the central level. For 15 services of the central level, the service providers are:

- for 12 types of state services - local departments of the MLSP Committee;

- 1 state service - branches of JSC "GFSS";

- 1 service - MLSPP;

- 1 service - State Corporation "Government for Citizens" (Table 1).

Recipients address documents:

1) for 14 services to the State Corporation "Government for Citizens", including on the subspecies of services:

- 2 services for obtaining a special state allowance and a state special allowance, upon the initial determination of disability, the recipient applies to the territorial department of the Committee;

- for 1 service for assigning social payments in case of disability in the case of the initial determination of disability, the recipient applies to the territorial department, and to assign a social payment in case of job loss when getting the status of the unemployed, to local executive bodies;

2) for 1 service, in view of the specificity of its provision, documents are provided directly to the territorial department of the Committee.

As for services translated into electronic format, 12 services were carried out for full and partial automation, as a result, on the e-government portal and in 2017:

- 4 services are fully automated;

- 3 services are partially automated;

- for 5 services you can get information about the purpose of the allowance;

Local services. According to 19 public services provided by local executive bodies, consumers in 2017 could handle documents:

- 3 services directly to local executive bodies, a web portal for "electronic government"; (1 to akim of the village, village, rural district or to employment centers of the population);

- 9 services on an alternative basis to the State Corporation "Government for Citizens" or to local executive bodies;

- 1 service on an alternative basis to the State Corporation "Government for Citizens", to employment centers of the population or to local executive bodies, to akims of rural districts, depending on the place of residence, the "electronic government" web portal;

- 3 services directly to employment centers (including 2 through the "electronic government" web portal);

- for 3 services to the State Corporation "Government for Citizens", a web portal for "electronic government";

 (Table 2).

Fully automated 5 MIO services, information on the appointment can be obtained for 2 services.

On the demand for services of the Ministry

The annual growth in the number of recipients of services in the sphere of social protection of the population, taking into account their social orientation, confirms their demand among the population.

Among the most popular are the following services.

"Assignment of benefits for the birth of a child and child care" - the number of people applying for this service was more than four hundred thousand people. This service is included in the system of social support of motherhood and childhood, it was not by chance that it turned out to be the most popular among the population.

Since 2006, the country has implemented a comprehensive system of support for families with children. The Law of the Republic of Kazakhstan "On State Benefits for Families with Children" came into force providing for the payment of a lump sum for the birth of a child, the childcare allowance upon reaching the age of one year for all families, regardless of their income.

In the implementation of the instructions of the Head of State, the sizes of these benefits were gradually raised. So, in comparison with 2006, the allowance for the birth of a fourth or more child in 2017 increased more than 9 times and amounted to 142,947 tenge; for the birth of the first, second, third child - 5.6 times or 86,222 tenge; on average, an increase in the monthly allowance for the care of a child up to one year was 4.3 times - and in 2017 its size was equal to: for the first child - 13 070 KZT; the second child - 15 452 tenge; third child - 17 812 tenge; fourth and more - 20 195 tenge.

In addition, in order to increase the prestige of families with many children and their role in improving the demographic situation, a special state allowance is paid monthly:

- mothers with many children, awarded pendants "Altyn alka", "Kumis alka" or received the title of "Mother Heroine", awarded the Order of "Mother's Glory" I and II degrees, the size of which since the date of reference (1999) compared with 2017 increased by 10.6 times (from 1 365 tenge to 14 522 tenge). During 2017, this payment was received by more than 238.9 thousand people;

- to large families with four or more co-living minor children, since the year of administration (1999) in comparison with 2017, the average size of the benefit increased 6.9 times (from 1 365 tenge to 9 439 tenge). During 2017, this payment was received by more than 266.5 thousand people.

The monthly state service "Special State Allowance" for 2017 in the republic received together with other categories, of which more than 20, about 1.3 million people.

According to statistics in 2017, the number of people who received the allowance, as a mother with many children, increased by more than 2.2 times compared to 2009 and amounted to an average of 238.9 thousand people. Basically, these are mothers with many children, awarded in a new order.

In 2005, compulsory social insurance was introduced in Kazakhstan, which provided for three types of social risks, namely:

- in case of disability;

- Survivors' losses;

- loss of work.

Since 2008, this list has been expanded by payments in support of motherhood and childhood:

- cases of loss of income due to pregnancy and childbirth, adoption of a newborn child;

- childcare after reaching the age of one year.

For the reception of the service "Assignment of social payments from the State Fund for Compulsory Social Insurance to cases of social risks", about 562.4 thousand people applied.

Thus, the Ministry's services are most in demand in the category of "families with children".

Given the high demand for public services, the Ministry continues to work to improve the quality of their provision and ensure their accessibility to the public.

2.1. Work with the customers

The quality of social services provided to the population is inextricably linked with information support. It depends on raising public awareness, increasing accessibility and ensuring transparency in the provision of public social services, etc.

To increase the awareness of citizens about the procedure for providing public services, information technologies are widely used, through which it is possible to access information on the development of the social and labor sphere, its prospects, the procedure for providing public services, and much more.

The Internet resource (IR) is the most important means of mass communication, which allows to quickly notify the population and get feedback on the most pressing problems.

To date, IR has become an inalienable and most important component of the information and ideological work of the information space entities.

Currently, the Ministry of Internal Affairs has a convenient intuitive interface, design and structure, uninterrupted work and effective protection, information support of the regional subdivisions of the Ministry; version for the visually impaired and the mobile version are implemented.

To get an objective picture of the attendance rating on the IR, the Kazakhstan counter of zero.kz visits is posted.

In 2017, the Ministry carried out work on the standardization of state social and labor services in accordance with the Register of Public Services, to which the Ministry made a number of changes. Projects of 34 standards were available to citizens on the web portal of "e-government", Internet resources of the Ministry and local executive bodies.

Reports on the completion of public discussion of draft public service standards on an ongoing basis are posted on the Ministry's Internet resource: www.enbek.gov.kz, in the section "Public services".

2.2. Activities to improve the provision of public services

On the results of automation and optimization of the delivery of public services

The Ministry in 2017 carried out work on the automation of public services, created up-to-date information systems that are put into commercial operation.

In 2017, regulatory documents regulating new automated services came into force. So, in addition to the existing electronic services, service recipients can apply on an alternative basis via the e-government web portal www.egov.kz for assigning a social payment in case of loss of work, in case of loss of income in connection with the care of a child after reaching the age of one year, for a state special grant on age.

Also, taking into account the developed IT infrastructure in the social and labor sphere, in recent years the issue of combining a number of services for people with disabilities into one e-proactive composite service is being worked out. As a result, about 8 types of services are received, the disabled person will have to apply once to the ITU department, where when determining the disability, the degree of loss of general working capacity and the development of IPR, he will immediately be able to apply for other types of services at the local and central level.

When the disability is first established, a citizen without an application will immediately be assigned a state social disability allowance, a special state disability allowance, and a social disability allowance (if he was a participant in the social insurance system).

In order to improve the quality of public services, for individuals for the first time undergoing an examination, ITU departments out of a total of 52,300 newly recognized disabled people, rendered services to 33,700 disabled people in the composite format, which was 64%.

Given the new trends in the IT industry, in 2017, the Ministry carried out the modernization and transition of the automated information system "Centralized Data Bank of Persons with Disabilities" (hereinafter referred to as CDBPD) to a new platform (CDBPD has been functioning since 2006).

Within the framework of improving the integration of information systems of state bodies, the possibility of transmitting in electronic format directions to ITU-form 088 / from the USU "Poliklinika" MZ in the CBDI was implemented (previously this form was filled only on paper).

Optimization of the processes of rendering public services

In 2017, jointly with the Ministry of Education and Science of the Republic of Kazakhstan, a Work Plan was developed and implemented to optimize the processes of rendering state services in the social and labor sphere.

As a result of optimization and automation of processes, the terms of rendering 2 state services were reduced:

1) Issuance of a certificate confirming that the applicant (family) belongs to the beneficiaries of targeted social assistance, in terms of reducing the period of service through the State Corporation from 3 working days to 15 minutes from the date of acceptance of the document.

2) Appointment of state benefits to mothers with many children, awarded pendants "Altyn alka", "Kumis alka" or previously awarded the title "Mother Heroine", awarded the Orders of "Mother's Glory" I and II degrees from 8 to 7 working days (previously provided under the State service "Appointment of special state benefits").

Activities aimed at improving the skills of employees in the provision of public services

So, in 2017, in order to improve the quality of public services, as well as reduce the number of refunds due to poor quality documents, 209 service centers in the branch of JSC State Corporation "Government for Citizens" created 209 sectors for the provision of social services.

These measures contributed to reducing the number of refunds due to poor reception of documents by employees of the State Corporation.

Specialists of the pension and social security departments of the Departments of the Labor, Social Protection and Migration Committee monitored the work of the created sectors for the provision of social services.

It should be noted that specialists in the sector rendering social services render only social services, they meet qualification requirements in accordance with their positions, and they are trained on courses at the Interdepartmental Settlement Center for Social Payments.

The territorial departments of the Committee together with the State Corporation for the implementation of timely and high-quality work to provide public services to the population on a regular basis, seminars are held to study the legislation in the field of pension and social security. A total of 3,692 seminars were conducted within the framework of awareness-raising work, which covered 43,948 citizens.

2.3. Control over the quality of public services

In 2017, the Committee conducted methodological checks of the quality and timeliness of the provision of public services, timeliness of payments, compliance with the procedure for conducting ITU and the implementation of individual rehabilitation programs for disabled people in West Kazakhstan, South Kazakhstan, Mangystau and Karaganda regions.

The audit covered the period 2015 - 2017, more than 5 thousand cases of cases were examined for completeness and timeliness of payments of pensions and benefits.

In accordance with the order of the Minister for Civil Service Affairs of the Republic of Kazakhstan dated February 16, 2016 No. 35, quarterly monitoring of the quality of services is carried out.

In the reporting period there are no recorded complaints.

There is a positive dynamics in terms of the number of complaints about the quality and the violation of the deadlines for the provision of services, if in 2016 there were 4 fixed, then in 2017 there were no complaints, only one service was rendered, that is 0.0000% of the total number of rendered services in this field.

Based on the results of the evaluation of the quality of public services provision in 2017, conducted Agency for Civil Service and Anti-Corruption Affairs of the Republic of Kazakhstan (hereinafter referred to as the Agency), the Ministry received 72.17 points, which is 23.31 points higher compared to the results for 2016.

In general, the loss of points is based on the following criteria:

- "level of satisfaction with the quality of public services", 12.5 points out of 20 possible. Public monitoring of the quality of provision of public services was conducted in 2 types ("Assignment of pension payments by age", "Assignment of social payments to cases of social risks: disability, loss of breadwinner, loss of work, loss of income due to pregnancy and childbirth, loss of income in connection with the adoption of a newborn child (children), loss of income in connection with the care of a child after reaching the age of one year ");

- "Measures to comply with the deadline for the provision of public services", 19.24 points out of 20 possible, due to the existence of violations of the timing of the provision of public services;

- "ensuring the quality of public services", 14.68 points out of 17 possible, due to unreasonable refusals to provide public services and provision of public services with an incomplete package of documents;

- "optimization of public services", 15.77 points out of 25 possible. The calculation of the final points was made on the basis of varying degrees of optimization of public services, with regard to the timing of their provision, as well as the reclamation of documents that can be obtained from information systems of the state body (in the reporting period, the Ministry carried out optimization of 10 standards).

3. Results of public monitoring of the quality of public services

During the reporting period, the Sanj Research Center conducted a public monitoring of the quality of public services, while 2 social and labor services were included: "Assignment of pension payments by age", "Assignment of social payments to cases of social risks: disability; loss of the breadwinner; loss of work; loss of income due to pregnancy and childbirth; loss of income in connection with the adoption of a newborn child (children); loss of income in connection with the care of a child after reaching the age of one year. "

The appropriate recommendations are given. Here are some results of monitoring.

1. «Assignment of pension payments by age», the share of fully satisfied with the service was 62.8% of respondents, the average score was 4.55 points. A total of 237 respondents were interviewed.

The level of satisfaction with the accessibility and openness of the information on the service "Assignment of pension payments by age" was estimated at 4.57 (the share of those who rated this service for "5" was 64.3%, for "4" and "5" - 91.8 %).

62.7% of respondents were completely satisfied with the clarity and reliability of the information, 93.5% of the respondents gave positive responses.

In general, we can note a fairly high level of overall satisfaction with the quality of this service - the average score was 4.55 out of 5 possible.

2. «Assignment of social payments for cases of social risks: disability; loss of the breadwinner; loss of work; loss of income due to pregnancy and childbirth; loss of income in connection with the adoption of a newborn child (children); loss of income in connection with the care of the child after reaching the age of one year ", the share of the services fully satisfied with the result is 56.7%. The average satisfaction score for the service is 4.41.

One of the defining criteria for the quality of the service is the availability of information about the service. As the analysis showed, the average satisfaction score with the availability and openness of information is 4.46, the share of fully satisfied respondents with these parameters is 56.9%.

The average score of satisfaction with clarity and reliability of information is 4.47, but the share of those who evaluated the service for "five" is 59.6% higher.

The process of collecting and filing documents was estimated at an average of 4.43 points, the share of those who rated this excellent at the moment is 55.9%.

60.7% of the interviewed service beneficiaries rated "excellent" the competence of their employees, the average score was 4.50.

For efficiency, employees received an average of 4.42 points, the share of fully satisfied service recipients 59.7%.

It is better to assess the politeness and professional ethics of employees, with an average score of 4.59%, the share of "excellent" estimates is 66.9%.

On average, when documents were submitted in the queue, 18 minutes were spent. The average waiting time in the queue for the service is 16 minutes.

68.4% of the surveyed service beneficiaries fully trust the service provider. The average score is 4.63.

4. Prospects for further efficiency and improvement of the satisfaction of service recipients with the quality of provision of public services

In 2017, pursuant to paragraph 22 of the National Action Plan for the implementation of the Address of the Head of State to the people of Kazakhstan, the Ministry together with the Ministry of Informatization and Communications of the Republic of Kazakhstan worked to optimize the processes of rendering public services, including for business, reducing the time and the list of documents, excluding duplicate procedures and translating them completely into an electronic format. To achieve this goal, the Ministry, in conjunction with the authorized body in the informatization, will continue the automation of services.

On an ongoing basis, there is an analysis of initiative proposals from central and local executive bodies on updating the Public Services Registry, identifying new services, optimizing (automating) public services, transferring their provision to the State Corporation "Government for Citizens".

This year, the Ministry approved Roadmaps for the optimization of a number of public services, which will provide socially meaningful services in a pro-active manner and in a composite form to a wide range of people.

Work to improve the provision of public services continues on an ongoing basis.
