1. On June 11, 2018, a meeting of the Republican Tripartite Commission on Social Partnership and Regulation of Social and Labor Relations was held under the chairmanship of the Deputy Prime Minister of the Republic of Kazakhstan.

The meeting discussed issues of ensuring working conditions, a draft Action Plan for the prevention and resolution of labor disputes for 2018-2020, the situation in the trade union environment and other issues that were given instructions to a number of government bodies.

2. Pursuant to the Roadmap for implementing the recommendations of the Committee on the Application of Standards and the Committee of Experts on the Application of Conventions and Recommendations of the International Labor Organization on the Application of Convention No. 87 on Freedom of Association and Protection of the Right to Organize, July 9, 1948, a draft Law of the Republic of Kazakhstan “On Amendments” was developed and additions to some legislative acts of the Republic of Kazakhstan on the activities of trade unions ”, which will be submitted to the Government of the Republic of Kazakhstan in November of this year.

3. The Republican Forum “Towards the Society of Universal Labor” with honoring labor veterans and awarding the laureates of the Republican contest “Enbek Zholy” will be held in October 2018.

4. The solemn ceremony of awarding the winners of the competition for the social responsibility of business "Paryz" is scheduled for December 2018.

5. During the period from January to September 2018, the Center for Education and Training of People’s Republic of Moldova organized and conducted 34 seminars, trained 539 people, of which 18 out-of-town seminars and 320 people trained.

Seminars were organized for chairmen of sectoral and territorial associations of trade unions, as well as for chairmen and activists of primary trade union organizations on the topics: “Collective agreement and norms of the Labor Code of the Republic of Kazakhstan”, “Social partnership and the key role of trade unions”, “Labor protection: modern aspects of work improvement "; “Prevention and regulation of labor conflicts”, “Regulatory framework for labor protection in enterprises, the role of trade unions in preventing injuries and occupational diseases”.

Information on the practice of applying labor legislation, methodology and wage systems in organizations is quarterly posted on the official website of the Ministry www.enbek.gov.kz under the heading “Global VEF competitiveness index”.

This outreach will continue until the end of this year.

The Ministry constantly conducts correspondence with trade unions organizations (health, education, culture, sports, mining and metallurgical industries), with employees and employers to explain the establishment of wages for employees of private ownership in the regions (pay when working in shifts, during shift work , with time-based, etc.), as well as informational and explanatory work is carried out on the methodology of remuneration, the mechanism for setting wages, including Labor and productivity through answers to questions submitted to the official website of the Ministry, the blog of the Minister, appeals of businesses and individuals.

        As of October 1, 2018, 102 appeals from legal entities, 72 appeals from individuals, 159 questions from the Minister’s blog and 284 questions from the Ministry’s website were considered on the above issues.

In accordance with the Program for the Development of Productive Employment and Mass Entrepreneurship (RGRK dated December 29, 2016 No. 919), work is underway to promote productive employment of the population and the involvement of citizens in entrepreneurship, including women. As of September 1, 2018, the number of women participating in it was 190.5 thousand women, while their share was 42%.

Measures are being taken to improve the competitiveness of women in the labor market.

This year, 20.4 thousand women were sent by employment centers to short-term courses. Out of those who completed the training, 12.1 thousand were women; 5.4 thousand were employed in permanent jobs.

Temporary jobs (SJ and YP) were provided this year more than 22.5 thousand women.

According to the Statistics Committee of the Ministry of National Economy of the Republic of Kazakhstan for the 2nd quarter of 2018, the economically active population aged 15 years and older reached 9.1 million people, including women - 4.4 million (48%). In the structure of employment, the share of women employed is growing, which at the end of last year was 3.2 million women.

The level of female unemployment in the 2nd quarter of 2018 was 5.3%.

104.4 thousand women were employed for the vacancies from the MLSPP database, 8.4 thousand were sent to social jobs, 14.1 thousand were covered by youth practice, 43.6 thousand were sent to paid public work.

As part of the increase in labor mobility, of the number of resettled able-bodied 683 women, 249 were employed.

In order to implement the Fourth Social Initiative “Microcredit Expansion”, the Ministry has made changes and additions to the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017–2021 (Resolution of the Government of the Republic of Kazakhstan dated April 24, 2018, 216) business, current entrepreneurs are excluded from the number of applicants for microcredit, with the exception of projects for the development of anchor cooperation.

The plan for issuing microcredits for 2018 is 14 thousand people, including 11 thousand in microcredit in villages, and 3 thousand in cities.

As of September 20, 2018, 7,793 microloans were issued, including 4,953 microloans to support Start-up projects (64%), 378 microloans (5%) to develop a new line of anchor cooperation).
