What work is being done to improve the efficiency of the employment centers?

On April 16 of this year, the Head of State signed the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts on the Issues of Employment and Migration” (hereinafter - the Law), which provides:

First, changes in the organizational and legal form of employment centers of the population from a state institution to a legal entity created by a local executive body (state-owned enterprise with business rights);

Second, outsourcing employment services to private employment agencies;

Third, the transformation of employment centers, the transition to a proactive work format;

Fourth, the creation of electronic labor exchange.

Work on the transformation of employment centers was carried out in three stages:

pilot project - from October 2017, employment centers for Astana, Almaty, Pavlodar, and Shymkent (from November) began work on new business processes, using the Electronic Labor Exchange and the new AIS “Labor Market”;


the first stage (before the adoption of amendments to the Law of the Republic of Kazakhstan “On Employment of the Population”) - from January 2018, 196 employment centers began working in a new format;

The second stage - from May 2018 - the full-scale introduction of new approaches in the work of employment centers with the adoption of new wording of the Law of the Republic of Kazakhstan "On Employment of the Population" and sub-legal regulatory legal acts.

As a result, employment centers have become more accessible to citizens. Job seekers and employers can interact with employment centers through a wide range of channels: by visiting an employment center; through the specialists of employment centers located in the PSC; through rural akims; by phone and email; online through the Electronic Labor Exchange on the basis of

On behalf of the Head of State, this year launched a single information base of the labor market, the Electronic Labor Exchange (hereinafter referred to as ELE), which introduces a new multi-channel procedure for the submission of vacancies for employers without their obligatory personal visits to employment centers and providing wide access to all participants in the labor market, including PEA and online sites.

The electronic labor exchange is a single digital employment platform, providing opportunities for job search and assistance in recruiting employers, job seekers, private employment agencies.

Information about job seekers and vacancies from all employment centers, private employment agencies, and Internet sites are consolidated in the Electronic Labor Exchange, based on the website. Thus, for applicants and employers formed the largest database of resumes and vacancies, which increases the chances of employment of unemployed citizens.

The measures taken will provide the population with new format services, increase the coverage of citizens with measures to promote employment.
