From 10 to 21 June 2019, the 108th International labor conference (hereinafter-the Conference) dedicated to the 100th anniversary of the International labor organization is held in Geneva.
The discussions on the plenary meetings will focus on the report of the Global Commission on the future of the labor scope. The conference will result in the adoption of a declaration dedicated to the centenary of the ILO.
The conference is the highest decision-making body of the ILO, which is held annually, gathering tripartite delegations from 187 states-members of the organization.
Every year, a tripartite delegation from the Republic of Kazakhstan is formed to participate in the Conference, which includes representatives of the Government of RK, employers' and workers' organizations.
In the period from 17 to 20 June 2019, a tripartite Kazakh delegation chaired by the Vice Minister Sarbasov A. A. takes part in the Conference.
On June 17, 2019, the Vice Minister of labor and social protection of the population of RK Sarbasov A. A. spoke at the plenary session of the Conference.
In his report, the Vice Minister told about the Kazakh model of state regulation of labor and employment, and also noted the global challenges that can lead to changes in the labor market. "The first challenge is related to the development of digitalization and technologies such as Industry 4.0, artificial intelligence and robotics. The second one is based on demographic changes in the structure of the labor resources. The third challenge is related to the development of new forms of labor relations," the Vice Minister informed.
In this regard, the Government of RK together with local executive bodies implements the Program of development of productive employment and mass entrepreneurship "Enbek" for 2017-2021. Two specific projects on large-scale modernization of the labor market infrastructure have been implemented, as well as the main recommendations of the OECD on improving the National qualifications system, which ensures compliance of the qualifications of the labor resources to the needs of the labor market.
Also in terms of the Conference, there was a meeting between the Vice Minister Sarbasov A. A. and the Secretary General of the International Social Security Association (hereinafter-ISSA) Marcelo Abi-Ramiya Kaetano, during which the ceremony of signing the Memorandum between the Ministry of labor and social protection of population of the Republic of Kazakhstan and ISSA on mutual understanding and cooperation on promotion the Concept of "Zero injuries" took place.
In terms of the meeting, actual issues of cooperation in the protection of human rights and personnel potential, the adoption of new models of service were discussed.
The parties expressed satisfaction with the achieved level of cooperation and discussed the possibility of holding an event in terms of ISSA on improving the quality of life of the aging population, expanding access to health care and long-term care, opportunities of employment for active aging in Kazakhstan in 2021.
At the end of the meeting, the Vice Minister Sarbasov A. A. pointed out that the cooperation with ISSA has a priority importance for Kazakhstan, confirming the commitment of the Republic of Kazakhstan to international obligations.
