As part of the working trip to Shymkent, Minister of labor and social protection of the population of RK Berdibek Saparbayev held a workshop on targeted social assistance, creation of new jobs, employment and other issues of the social and labor sphere.
According to the head of the Ministry of labor, today in Kazakhstan 291 thousand families or 1 million 450 thousand people receive targeted social assistance, which paid 87 billion KZT. At the same time, 38% of the ASA recipients are residents of Shymkent and Turkestan region.
Berdibek Saparbayev emphasized that the main goal of the ASA is to help families in difficult life situations, including through the provision of active employment measures. In this regard, he noted the need to strengthen outreach in the field.
According to the Minister, only 32.5 thousand people or 38 percent of 85 thousand able-bodied recipients of the ASA signed social contracts in the country. In the Turkestan region, this figure is 29 percent, in the city of Shymkent – 9 percent.
"Some able-bodied citizens want to receive ASA, but refuse to work. It is mandatory to conclude social contracts with able-bodied recipients, within the framework of which they can find a job, learn new specialties, the basics of doing business, receive grants and preferential micro-loans. It is impossible to create conditions for dependency, so appropriate changes will be made to the rules," he stressed.
The Minister also demanded to prevent violations in the appointment and payment of targeted social assistance.
"Our experts went to the regions and found a number of violations, including overpayments, double payments, payments without registration of the application to IS "E-Halyk", the appointment of the ASA without examination by the precinct Commission. For example, there are cases when the ASA is paid to people who own three-storey cottages and cars. This is an illegal use of budgetary funds, for which responsibility is provided. Akimats need to strengthen control on the ground," he stressed.
In this regard, the Ministry, together with the akimats and law enforcement agencies, is working to eliminate the identified violations, return illegally paid funds to the budget, as well as to prevent such violations in the future.
In addition, the meeting discussed the creation of new jobs, payment of wage arrears, involvement of unemployed and low-income citizens in the state program "Enbek".
