Electronic labour exchange (ELE)

The electronic labor exchange is a single ecosystem for job search, which unites all private and public employment agencies and in fact covers most of the labor market of Kazakhstan.

The electronic exchange contains the widest database of resumes and vacancies in Kazakhstan, automatically selects suitable vacancies for applicants and sends them notifications.  The aim of the project is to increase the level of employment and reduce unemployment through the introduction of digital employment tools.

In 2019, 129.4 thousand employers and 685 thousand applicants used the services of ELE. Since the beginning of 2018, more than 497 thousand applicants have been employed through ELE.

7 Internet platforms, 4 mass media, Reference service 1423 are connected to the Electronic labor exchange.

Electronic employment contracts

The introduction of electronic employment contracts provides transparency of labor relations of the employee and the employer, it increases the efficiency of monitoring compliance with labor rights, eliminates the risk of falsification of documents and will speed up the employment, as well as to abandon paper work books and the provision of paper documents at the conclusion of employment contracts, which will allow to proactively assign a pension.

A pilot project has been launched since July 2018

Currently in the system total was 758 281 employment contracts and connected 17 194 employers. Effects:

1. Reduction of paper document circulation.

2. Reduction of the shadow economy.

3. Automatic formation of the database of vacancies.

Development and implementation of social and labor sphere systems

The development and implementation of social and labor systems will lead to the creation of favorable socio-economic conditions for the village to perform its production and other national functions, and the tasks of territorial development by forecasting the needs, increasing employment, the level and quality of life of the rural population, the exclusion of corruption in the provision of state services, as well as the approximation of the village to urban living standards, to expand and use the capabilities of existing components of information systems of state bodies through integration with the IS SB, including the task of providing a comfortable and effective interface to access data of state information systems. Implementation of a systematic approach to automation, the most popular reporting, statistical and analytical information for interested SB, information support for monitoring, forecasting and control of local executive bodies.  The aim of the project is to improve the efficiency and quality of social services.

2018-2021

In 2018, a proactive service related to the birth of a child was introduced, when the child birth allowance is provided without the application of the service recipient. In addition, since July, as part of the modernization of pension provision, 3 services for the purpose of pensions have been transferred to the composite format, and from October 2018, the proactive payment of state guarantees has begun. In the 3rd quarter of 2019, it is planned to transfer another 9 state services to a proactive format
