Situation center

The information system "Situation center of the social and labor sphere" is a software package that displays real-time information about the indicators of the social and labor sphere, including deviations from the implementation of the plan for the current year, thereby allowing you to respond quickly to emerging problems.

2019

Implemented reporting on 10 blocks:

1. Decrease in the number of employees: displays information on enterprises that have allowed a decrease in the number of employees according to mandatory pension contributions, compared to the previous month with the current one.

2. Fees and contributions: displays the table in terms of regions, specifying the number and amount of contributions and deductions from the division of CPC, SC and CSMI.

3. Labor relations: displays graphs on the number of connected employers to the unified system of accounting for electronic labor contracts and the number of registered electronic labor contracts throughout Kazakhstan.

4. number of persons with disabilities: displays the table "Persons with disabilities by category", a graph of the number of persons with disabilities divided into diagnoses.

5. state services: displays information indicating the name and number of services, as well as a graph showing the number of services performed, the number of services in operation, and overdue services.

6. Formalization: displays a table showing the number of citizens in four main groups: employees, self-employed, unemployed and the remainder of the informal population.

7. Indicators of socio-labor sphere: indicators of level of living of the population; employment; labor and labor relations; pension payments and SSA; and the recipients of social payments from state social insurance fund; social protection of the population; the number of persons with disabilities; the number of recipients of SSA disability; rehabilitation of persons with disabilities.

8. Indicators of the Electronic labor exchange (ELE): displays information on the number of users of ELE, employed, also on vacancies and resumes.

9. Unified aggregate payment (UAP): displays information on UAP payers by region, amount, number of payments, and time periods. 10. Number of unemployed

Scaling "E-halyq"

The system makes it possible to identify families in difficult life situations and to ensure an integrated approach to the provision of proactive social assistance measures.

To date, applications for address social assistance of a new format are accepted on the basis of the system.

since 1 April 2019

2 409 rural districts are connected. Social cards have been formed for 18.46 million people (100% of the total population of the country), it is more than 6.9 million families.

Monitoring of created jobs  

On the basis of the Electronic labor exchange, a tool for monitoring jobs created in the framework of the implementation of state programs has been created. Local Executive bodies will enter full information on projects implemented within the framework of state programs in their region, indicating the number of created (temporary and permanent) jobs and professions. On the basis of these data, employment centres will be able to send relevant personnel to these regions.

Currently, the system has the possibility of entering data on 13 main state programs, as well as jobs created within the framework of private initiatives and public-private partnership.

The system includes 2,150 projects and 94,806 jobs, of which 22,903 or 24.2% are permanent, and 75.8% are temporary (71,903 units).

Digital social card

Social card is a project launched jointly with JSC "Kazpost" and akimat of Aktobe aimed at increasing transparency, convenience and efficiency of social benefits.  The goal is to optimize the provision of social services to the population, improve information services to citizens and organizations through the formation of a unified information and analytical space.

since 1 July 2019

Since July 1, 2019, the first stage of payment of address social assistance to social cards has been successfully launched. These cards also allow you to pay for travel in public transport with automatic accounting of preferential categories.

Social services portal

Social services portal, as a section on “electronic government portal. The portal will enable people with special needs to order rehabilitation products and services directly from suppliers, similar to an online store. One of the goals of the portal is to exclude the process of public procurement in the provision of technical means of rehabilitation, so that the service recipient can choose the goods according to individual needs.

As part of the pilot, at the first stage, 3 medical and social institutions of Aktobe have already been registered on the portal, which can provide services through the portal. Persons with disabilities, subject to the availability of EDS, can go to the portal for special social services of MSI.

Since August, it is planned to provide technical rehabilitation AIDS under existing contracts of public procurement within the city of Aktobe.

Since 2020, according to the results of the pilot, it is planned to gradually scale the Portal throughout the country

Launch of cases within the Smart Data Ukimet

Smart Data Ukimet is a set of tools for monitoring economic growth and execution of state programs. SDU tasks: 1) monitoring the current state of the economy; 2) the creation of a unified big data space as the basis for the use of artificial intelligence; 3) identification of discrepancies, dependencies and implicit interrelated data SB; 4) forecasting and modeling the consequences of management decisions

 

Four cases (indicators) within SDU are launched:

1) Efficiency of Population employment centers

2) Assessment of the balance of economic activity of the population

(3) Categorization of workers

4) Surplus-deficit of the labour market

It is also planned to develop such cases as:

- Assessment of the difficult life situation of a citizen

- Forecast of pension payments volume etc.
