Nurymbetov Birzhan Bidaibekuly - Minister of labor and social protection of the population of the Republic of Kazakhstan

He was born in 1968, he is a Kazakh, a native of Abai village of Lugovskyi (named after T. Ryskulov) district of Zhambyl region. He has a higher education. In 1993 he graduated from Al-Farabi Kazakh state national University on speciality "mechanics and applied mathematics", in 2006 - Almaty Academy of Economics and statistics on speciality "finance". He served in the USSR armed forces (1986-1988).

After graduation, he worked as a tax inspector, head of the tax inspection department in Zhambyl (1993-1996); adviser to the first Deputy Akim of Zhambyl region (1996); head of the sector of the Akim apparatus of Zhambyl region (1997); director of the Zhambyl regional branch of RSE "State center for pensions payment" (1997-2008).

He served as Chairman of The Committee on control and social protection of the Ministry of labor and social protection of the population of the Republic of Kazakhstan (2008-2009); Vice-Minister of labor and social protection of the population of the Republic of Kazakhstan (2009-2012); Deputy Head of the Office of the Prime Minister of the Republic of Kazakhstan (2012-2015).

From June 2015 to January 2017 - he was Vice-Minister of health and social development of the Republic of Kazakhstan.

From March 2017 to December 2017 he was Vice-Minister of labor and social protection of the population of the Republic of Kazakhstan.

From December 2017 to August 2019 - he was Deputy Chairman of the Republican Union of trade unions "Federation of trade unions of the Republic of Kazakhstan".

On August 20, 2019 he was appointed as Minister of labor and social protection of the Republic of Kazakhstan.

State awards: Medal "10 years of Independence of the Republic of Kazakhstan" (2001), medal "10 years of the Constitution of the Republic of Kazakhstan"(2005), order "Kurmet" (2013).

Kurmangaliyeva Aida Dadenovna - Executive Secretary of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan

In 1993 - graduated from Kazakh State Management Academy majoring in “economic and social planning”;In 2002 – studied in Joint Vienna Institute in Vienna, Austria; In 2008 – studied in Duke University in Nortern Carolina, the USA; In 2009 – studied in Lee Kuan Yew school of Public Policy, Singapore. Candidate of economic sciences; 1993 - 2009 – an economist for the Finance Ministry of the RK; 1997 - 2002 – managing director, deputy department director of the Finance Ministry of the RK; 2002 – 2009 – head of social sphere expenditure and social sphere development planning departments of the Ministry of Economy and Budget Planning of the RK; 2009 – 2013 – Vice-Minister of the Healthcare Ministry of the RK; February 2013 – appointed as a Executive Secretary of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan. From August 2014 to January 2017 - Executive Secretary of the Ministry of health and social development of the Republic of Kazakhstan. From January 2017 - Executive Secretary of Labor and Social Protection of Population of the Republic of Kazakhstan. Aida Kurmangaliyeva was awarded by honorary diploma of the RK, medals: “Қазақстан тәуелсіздігіне 10 жыл” (10th anniversary of Kazakhstan’s independence), “Қазақстан Парламентіне 10 жыл” (10th anniversary of Kazakhstan’s Parliament), “Астананың 10 жылдығы” (10th anniversary of Astana), thank-you letter from the Premier-Minister of the RK. In 2014 awarded with the Kurmet medal.

Zhilkibaev Yerzhan Zhumatuly - Vice – Minister of labor and social protection of population of the Republic of Kazakhstan

Born in 1982, a native of the city of Lenger of the South Kazakhstan region. In 1999 he graduated from South Kazakhstan State University named after M. Auezov majoring in economics in the social sphere and industries. In 2006 he graduated from the Academy of state service under the President of the Republic of Kazakhstan, master of state and local self-government. In 2011 he graduated from the East Kazakhstan University named after S. Amanzholov majoring in law.     

He began his career as a chief specialist of the office of social policy of the Department of economy of South Kazakhstan region (2003-2004). After graduating from the Academy of state service under the President of the Republic of Kazakhstan, he worked as a chief expert of the Government Representation in the Parliament of RK (2006-2007); head of the methodology and norm-setting office of the state entrepreneurship department of the Ministry of economy and budget planning of the Republic of Kazakhstan (2007); assistant to the Minister of labor and social protection of population of the Republic of Kazakhstan (2007-2009).); assistant to akim of East Kazakhstan region (2009); deputy head of akim’s office of East Kazakhstan region (2009-2011); deputy akim of Semey city of East Kazakhstan region (2011-2012); head of akim’s office of East Kazakhstan region (2012-2015).  

He worked as a state inspector of the office of state control and organizational and territorial work of the Presidential Administration of the Republic of Kazakhstan (2015-2016); akim of Medeu district of Almaty (2016-2019).

Since March 27, 2019 he was appointed Vice-Minister of labor and social protection of population of the Republic of Kazakhstan.

State awards: "Kurmet" order (2017).

 

Mukushev Nariman Nurlanovich - Vice Minister of Labor and Social Protection of Population of the Republic of Kazakhstan

He was born in 1984 in the city of Satpayev, Karaganda region. In 2007 he graduated from the University. Suleyman Demirel, 2011 - International Academy of Business. On a specialty - the engineer-system technician, the master of business administration.
He began his career in 2005.
In 2005-2014 he worked as a specialist, leading specialist, head of the department, deputy head of the department, head of the department, director of the department of innovative technologies of JSC Kazkommertsbank.
From 2014 to 2017 - Managing Director for Innovation and IT JSC Kazpost.
From September 2017 to the present he held the position of managing director for the transformation of business and IT of Kazpost JSC.

 

Sarbasov Akmadi Adilovich - Vice-Minister of labor and social protection of population of the Republic of Kazakhstan

He was born on October 4, 1977 in West Kazakhstan region, Chingirlau district, Nationality - Kazakh.

In 1999, he graduated from the Kazakh National University named after Al-Farabi, majoring in political science, in 2001 the Eurasian humanitarian University, majoring in law, in 2013 the Central Kazakhstan Academy, majoring in management.

He passed training in the international training center of the International labor organization ITC (ILO), Turin, Italy (2011), Nazarbayev University Higher School of public policy and Lee Kuan Y School of public policy (Singapore) (2013).

From 1999 to 2005, he worked in the Ministry of justice of the Republic of Kazakhstan as a specialist, leading specialist, chief specialist, head of the department of control, analysis of regulatory legal acts of the Department of registration and control of regulatory legal acts of central and local state bodies.

From 2005 in the Ministry of labor and social protection of population of the Republic of Kazakhstan as Deputy Director of the Department of population employment and state control over compliance with labor legislation, Director of the Legal department, Department of labor and social partnership, Chairman of the Committee on migration.  

From August 2013 to April 2019, he worked as Chairman of the Committee for control and social protection – Chief state inspector of labor of the Republic of Kazakhstan.

From April 30, 2019, he was appointed Vice-Minister of labor and social protection of the Republic of Kazakhstan.
