The changes in Labour Market, in the sphere of industry and consumption lead to the rise of new professions and specialties. With the exceeding rates of the economic, social and technological development skills and knowledge become rapidly obsolete. Hence, one of the main national aims in the sphere of Human Development is conducting of the Active Policy of Persons Employment in the realization of which the great role is given to the factor of population promotion in obtaining new professions, raising the level of skills and retraining.

The forecast of the social and economic development shows that in the period of 2005-2010 fundamental changes in the structure of economy and accordingly in labour market and in the sphere of population employment will take place. This time will be characterized by the commencement of qualitative structural reorganizations in the economy (restructuring of economy branches, preparation for joining WTO, modernization of the system of secondary and high education and so on).

The analysis held by the Ministry of Labour and Social Protection of Population showed that qualified specialists of operating professions and, in particular, cabinetmakers, carpenters, operators of lifting cranes, bulldozers, pipe liners, repairmen are of a great demand. Also there is a high demand for workers-constructors, who possess the knowledge of the western technologies, qualified specialists for mining, mining and capital works, metal-working, engineering industries. There is an expected and stable demand for directors and specialists in the sphere of management and administrative-production maintenance. The demand for specialists, working directly in the sphere of management and economical activity of industry enterprises, transport, construction, communication with the knowledge of computer technologies and technical executives will considerably rise.

At the present time the prevailing number of vacancies is found in industry, construction, healthcare and social services, education, transport and communication.

The Government places high emphasis on the problems of satisfying requirements of economy branches in skilled workers, especially in its industrial sector. The articles on training, retraining and raising the level of skills of workers and job placement are provided in the draft project of Labour Code. First, the issues of population employment are reflected in the instrument; the order and forms of education, rights and duties of employers and workers, state guarantees on job placement of the trained are stated as well.

One of the major changes in the sphere of labour in the course of years of the reforms is the elimination of the guaranteed employment. It constricted the real demand of employers in labour force. In this connection, the initial introduction into the draft project of Labour Code of the new norm, regulating the issues of the vocational training, meets the requirements of the Legislation in the part of granting guarantees in the sphere of population employment, including the ways of promotion in the selection of a work and job placement with the mediation of the bodies of employment. Moreover, there are included provisions regarding the compulsory social insurance of a worker on account of the means of an employer, the entitlement of a worker to conclude agreements of voluntary insurance in case of losing a job, and the right of an employer to implement the selection of specialists at discretion.

Within the framework of the Republican Programme of Population Employment for 2005-2007 there is a foresight of complex measures implementation, aimed at increasing the quality of labour resources and the growth of the competitiveness of persons in labour market.

With the assistance of the bodies of employment the conducted training of the unemployed does not have a significant influence on the formation of the potential of skilled workers of the country (due to the insignificant volume, 25 thousand people annually). Nevertheless, such form of vocational training is shown as an effective one, if one takes into account the fact that the bodies of employment send persons for training mainly on the applications of organizations, and also to those types of activity, which provide their independent employment. Special attention is paid to people, who need social protection. Every third person, who passed training and is placed in a job is a resident of a countryside.

It is important to note the fact that a graduate, educated on Grant, is often registered as an unemployed in the bodies of employment. As the Government provides big means for the system of education, the skilled workers training should take into account the real requirements of labour market. The concernment of employers, educational institutions, workers and of the Government, as a whole, is required in this issue.

At present the State Programmer of Training the Qualified Skilled Workers and Specialists of the Medium Level is being elaborated. Its main goal is the creation of the high-performance and competitive system, providing continuous renewal and adaptation of vocational training to the changing social and economic conditions. In this connection it is necessary to advance the policy in the sphere of education and vocational training, so to respond flexibly to the changing demands. One should form it in cooperation with social partners and with their full participation in all sectors of economy. It is necessary to take into account and successively implement the conception of training in the course of all life, to improve the programs of vocational training, their financing, stimulate investments of private persons and companies.
