1. Education and Science – Key to Successful Future

In vocational and technical and higher education

1.11. To ensure broad attraction of business and employers to manage the system and organization of vocational and technical education, to support activity, to develop professional standards, practical preparation of students, certification and employment of graduates

To reconcile professional standards for different sectors of economic activity (registers)

Ministry of Labor and Social Protection of Population (hereinafter referred as the Ministry) has done the following work:

 - Standard on National Qualification Framework (hereinafter referred as the NQF) was consolidated in the Labor Code of the Republic of Kazakhstan

Chapter 10-1 of the Code provides implementation of NQF containing such elements as: National Qualification Frame, sectoral qualification frames, professional standards, the system of assessing professional preparation and confirming compliance of specialist qualifications.

The chapter determines competences of authorized labor body and other state bodies, associations of employers and republican associations of employees for organizing the development of national and sectoral qualification frames, professional standards, maintaining the Register of professional standards in accordance with the set form, introducing the system of certification of employees qualifications.

- in order to implement the NQF elements, Ministry has developed and approved as by orders: Structure and Rules of development, revising, approbation and applying of professional standards, form of the Register of professional standards, Methodological recommendations on the development of professional standards and sectoral qualifications frame.

The joint order “On the approval of the National Qualifications Frame” of the Ministry of Labor and Social Protection of Population and the Ministry of Education and Science has been developed and adopted.

At the present time, the Ministry reconciled 2 professional standards for tourism and hospitality, 5 - for education approved by the Ministry of Industry and New Technologies and the Ministry of Education and Science of the RK.

In order to support coordination of work of state bodies, associations of employers and sectoral associations of employees to create modern and effective system of competences, the Ministry has created the Coordination Council on the development of national system of qualifications.

In February of the current year expert team of the Coordination Council held 2 meetings on questions of the development of state bodies plans on professional standards, techniques of the development of professional standards.

State bodies with associations of employers and employees carry out the development of 176 professional standards in accordance with the decree of the Government of the Republic of Kazakhstan “On the adoption of distribution and the Rules of spending funds for the development of professional standards for 2013”.

3. Economy: New Development Parameters

Accessible labor and worthy salary

3.20.To increase population income

1.

Full-scale implementation of the Employment 2020 program in order to increase income of the population by supporting steady and productive employment involving self-employed, unemployed and underprovided population (with coverage to 1.5 million people):

- training and assistance to self-employed, unemployed and underprovided population in employment;

- support of entrepreneurship development in the village;

- labor resources mobility increase;

- development of rural settlements

In the process of execution: as of 1 July of the current year, social contracts have been signed with 49.5 thousand people willing to take part in the Program, among them number of the unemployed – 34.1 thousand people (68.9%), self-employed – 12.4 thousand people (25.0%), underprovided – 2.6 thousand people (5.3%) and 402 people (0.8%) refer to the category of hired workers.

Within the first direction of the Program, professional education covered 40.5 thousand people.

Within the second direction, the amount of 23 939.4 million KZT was allocated for micro crediting

According to the third direction of the Program, there is the construction of 341 individual and tenement houses. As of 1 July of the current year, construction of 801 houses has been completed. Participants of the Programs and their family members settled in 777 houses.

Within the fourth direction, it is provided to implement 1 605 projects, and planned to create 22.3 thousand workplaces in 2013 taking into account clarification of the republican budget.

In pursuance of order of the Head of State, Decree No. 636 of the Government dated 19 June 2013 approved the Employment Road Map 2020 (hereinafter referred as the ERM - 2020) which was the logical continuation of implementation of the road maps 2009 and 2010 and the Employment 2020 programs.

Once again adopted Program includes mechanisms of anticrisis reaction, increase of effectiveness of labor market regulation, including forecasting and monitoring of labor market, involving underprovided, unemployed and self-employed population in the active measures to support the employment.

3.21. To ensure free advanced training courses, professional training and retraining with payment of grant and partial subsidizing of salary

To organize professional training, retraining and professional development of participants of the Employment 2020 program among self-employed, unemployed and underprovided population, and also partially employed hired workers

In the process of execution: 18.2 billion KZT was allocated for the first direction “Training and Assistance in Employment” in 2013.

As of 1 July 2013, 40.5 thousand people continued professional education among them 6.9 thousand people completed training, and more than 2.0 thousand of them were employed.

Employment of participants of the Employment 2020 program out of unemployed citizens of target groups of the population in social workplaces and graduates of education organizations in youth practice

In the process of execution: as of 1 July 2013, 35.5 thousand people have been provided with temporary employment, including, 22.7 thousand people have been employed in social workplaces (SW), 12,8 thousand people - in the youth practice (YP). After the completion of contract for permanent job, 2 149 participants (SW – 1 561 participants, YP – 588) have been employed.

3.22. To ensure acceptable conditions in case of work and residence change by subsidizing leaving for “places of economic growth” with provision of standard rent housing with the right of repurchase

To arrange voluntary moving of participants of the Employment 2020 program from settlements with low potential of social and economic development to settlements with high potential of social and economic development and centers of economic growth with the purpose of the employment of all able-bodied family members in a new place of residence, with provision of subsidies for moving and standard official housing with the right of repurchase:

- within one district

- within one region

- from one region to another

In the process of execution: since the beginning of implementation of the Employment 2020 program 10.1 thousand people or 2.8 thousand families moved. 3.5 thousand people (72.9%) out of 4.8 thousand people of able-bodied age have been employed.

3.23. To support entrepreneurship development in village by rendering package of measures of state support, also by issuing micro credits and developing engineering and communication infrastructure

To provide micro credits on returning basis to participants of the Employment 2020 program to set up or expand own business up to 5 years and with the maximum amount to 3 million KZT

In the process of execution: 23 939.4 million KZT was provided for micro crediting in 2013. As of 1 July 2013, 3.9 thousand people received micro credits, among them 2.8 thousand set up own business.

Among receivers of micro credits are 970 women and 48 disabled people.

4. Main Result of Economic Growth is the Growth of Income

4.2. Unemployment rate will be provided within 5.4%, and poverty - 6.1%

To ensure effective implementation of the Employment 2020 program and regions development programs regarding assistance to population in employment and creation of new workplaces.

In the process of execution: Taken actions within the Employment 2020 programs along with other measures to ensure employment of the population make positive impact on the situation in labor market of the republic.

Unemployment rate in the country decreased from 5.4% in Q1 2012 to 5.3% according to the results of Q1 2013.

Number of the employed in the considered period increased from 8 462.5 thousand people to 8 546.2 thousand people. The share of self-employed population among employed population decreased from 31.9% to 30.8%. Youth unemployment (under 24) made up 3.9% according to the results of Q1 2013.

To forecast needs of branches of economy in labor resources and to support balance of supply and demand in labor market.

In the process of execution: The technique has been finished and approved by order No. 299-o-m of the Minister of Labor and Social Protection of Population of the Republic of Kazakhstan dated 1 July 2013.

Demand for personnel from the perspectives of sectors and regions on specialties (micro level) will be carried out on the ground of survey of enterprises and organizations by local executive bodies.

Assessment of necessary amount of training of specialists by types of education and preparation directions will be formed on the ground of clarified estimates of demand for qualified personnel taking into account matrixes of distribution employed in professional and structural groups and on preparation directions (types of education).

Results of work, carried out within the Technique, will be provided to the Ministry of Education and Science and will be used while forming public educational order.

According to the order of the Head of State in article “Social modernization of Kazakhstan: twenty steps to society of universal labor”, starting from 2014, it is planned to provide the development of five-year forecasts of the development of labor market in the form of balances of labor resources.

3.

To reduce share of the population with income lower than minimum subsistence level

In the process of execution: share of population with income below the indicator of poverty line made up 3.1% in Q1 2013 or decreased in comparison with the similar period in 2012 by 0.8 percentage points.

5. Human: New Social Policy

Care about people in need

5.2. To provide worthy work to everyone willing and having an opportunity to work

Social support to underprovided population

To increase threshold level of rendering target social assistance  by 60% of minimum subsistence  level

In the process of execution: in Q3 2013 the poverty line for rendering target social assistance made up 40% of minimum subsistence level or 7 062 KZT.

As of 1 July 2013 target assistance was assigned to 51.2 thousand people in the amount of 728.6 million KZT.

To reduce share of able-bodied population among receivers of target social assistance by 30%

In the process of execution: According to the results of 6 months of 2013, share of able-bodied population among receivers of target social assistance reached 31.8% with the plan for 2013 – 32.0%. In comparison with the similar period of 2012 there is the positive tendency (reducing to 2.1%).

Worthy life for retired people

5.4. To enhance pension system of Kazakhstan and to work out the uniform concept of pension provision

To ensure improving of pension system

In the process of execution: On 21 June 2013 the Laws of the RK “On pension provision in the Republic of Kazakhstan” and “On amendments and additions to some acts of the Republic of Kazakhstan concerning pension provision” have been adopted which provide creation of UAPF on the basis of JSC GNPF, introduction of obligatory professional pension contributions, gradual increase of retirement women age in 2018.

At the present time there is the work on the development of regulatory legal acts according to the List of regulatory legal and other acts of the Republic of Kazakhstan which acceptance is necessary to implement above-mentioned laws of the Republic of Kazakhstan, approved by order No. 111-r of the Prime Minister of the Republic of Kazakhstan dated 18 July 2013.

Moreover, taking into account orders of N.A. Nazarbayev the Head of State given in the address dated 7 June 2013, the following questions will be under scrutiny:

  • to ensure additional payment of obligatory pension contributions for working women during holidays due to child birth and care at the expense of the state;
  • to introduce additional five percents of obligatory assignments from employers (in addition to existing ten percent of obligatory pension assignments of citizens);
  • to increase gradually rates of obligatory professional pension contributions additionally to five percent;
  • to enhance mechanisms of effective investment of pension assets in projects of the most perspective branches of economy.

At the present time, above mentioned orders are under consideration of the Commission for enhancement of the pension system, created under the Government of the RK.

These initiatives of the Head of State will be the basis of complex measures for the further development of provision of pensions until 2030 and will allow to increase joint responsibility of the state, employers and workers for pension provision of citizens of the Republic of Kazakhstan.

Youth success – country success

5.5. To give opportunity for youth self-realization

To assist graduates of organizations of secondary, technical and professional and higher education among unemployed citizens to be employed in workplaces created to pass youth practice within the Employment 2020 and regions development programs

In the process of execution: since the beginning of this year within the Employment 2020 and regions development programs, 15.2 thousand unemployed among graduates of organizations of professional education have been referred to youth practice (12.8 and 2.4 respectively).

The Ministry of Labor and Social Protection of Population of the RK works to introduce the information portal “Youth labor exchange”, (hereinafter referred as the portal) implemented in two languages (Kazakh, Russian) on the basis of the latest web technologies.

New portal will join the portal “Work” (www.enbek.kz) and provides 3 main headings with 12 sections. The main objective is the concentration of information on regulation of youth labor market of the Republic, search of job and workers, provision of information on vacancies.

To carry out information and propaganda campaign of implementing the “Youth practice”, also among graduates of HEI and SSEI of the country

In the process of execution: Informing youth on the situation in labor market, data on available vacancies, events held by employment bodies on rendering assistance to unemployed youth to be employed, is carried out on the constant basis via electronic and printing mass media.

Also experts of employment bodies go to regions, rural districts and organize meetings with youth, conduct explanatory campaign regarding ensuring employment.

Among the print media dealing with the direction it is to outline the newspapers “Kazakhstanskaya Pravda”, “Yegemen Kazakhstan”, “Strana i mir”, “Liter”, “Aikyn”, “Express-K”, “Izvestiya Kazakhstan”, “Alash aynasy”, “Zan gazeti”, news agencies “Kazinform”, “Bnews”, etc.

The Ministry of Labor and Social Protection of Population of the RK works to put into operation information portal “Youth labor exchange”, (hereinafter referred as the portal), implemented in two languages (Kazakh, Russian) on the basis of the latest web technologies.
