At present,there are more than 600 thousand people in the country,and more than 3.5 % of total population (including 69 thousand disabled children). New understanding of disability andsocial support of disabled peopleincludes eithertimely payment ofsocial contributions, or their rehabilitation andintegration to the society.
Kazakhstan has taken obligations forimplementation of international standards related todisabled people, by signing the Conventionand the Optional protocol to the Conventionon rights of disabled people.
To perform these obligations, we adopted the Plan on improving the standard of life of disabled peoplefor 2012-2018. It included the consistence analysis ofConvention according to the active law. There was the Draft LawOn changes and additions to some regulatory actson social protection of disabled people, prepared. This draft law proposes changes and additions to more than 30 regulatory acts of the Republic of Kazakhstan.
On preventing the disability risk
Work is increasedon timely revealing ofpathologies bychildren in early age (psychophysical screening of children in early age, audio screening for newborn), restoration of network ofmedical posts in educational institutions is in progress.Levelprimary disablement among childrenby inbornpathologiesfor the last three yearshas increased by 1.1 %.
Among thedisabling pathologies,heart diseases take the first place – for the last three years,we have managed to stabilize the part of disabled peoplesuffering from this disease at 15.7 % of total pathologies.
To prevent professional diseases andreduce industrial injuries,we introduce international and national labor standardsat large and medium enterprises of Kazakhstanactualized and approved the new List of productions and professions of peopleemployed in especially harmful and dangerous labor conditions. From the beginning of the year,we have moved to the obligatoryprofessional insurance of employeesemployed in especially harmful and dangerous labor conditions.
According to changesmade to the Pension Law,employers are exempted fromobligatory professional pension contributions,if harmful and dangerous labor conditions are eliminated, approved by attestation of industrial objects.
This year practice of voluntarydeclaration ofemployersin four regions will be implemented (EKR, Pavlodar, Almaty, Kyzylorda regions), that will allow the companies, providing labor conditions corresponding to state standards, to obtain the certificate andbe included in corresponding register of companies. Certified companies will not besubject toscheduled inspectionswithin three years. As of April 1, 2014,9 companies received the trust certificates.
Further work in this areaincludes development and approval of the list ofprofessional diseases, considering new technological processes, professions and industrial factors; developing the criteriafor dividing thehigh risk groups forprofessional and industrial diseases; and improving the methodicof medical and professional rehabilitation, therapy treatment for peopleof high risk group ofprofessional and industrial diseases.
On improving measures onsociomedical assessment (SMA) and establishing the disability level.
At present, sociamedical assessment is performed by 126 SMA departments. Yearly, SMA serviceson establishing the disability coversaround two hundred people.
For the last years, SMA regulatory basehas been systemized, andsingle criteria for the disablement level determination were established, including loss of general and professional working ability. Centralized database of disabled peopleallows for the monitoring ofqualitative and quantitative structure of disabled people,and to determine the SMA services performance.
Number of repeatedly identified disabled people has been stabilized, and there is a reduce of number of people, who were found disabled for the first time, and the disability level in working age, accordingly.
Together with RK Agency oninformatization and communication,preparation tocompound e-service for disabled people is performed, uniting 9 types of state services. Together with the Ministry of Health Care of RKthere is an issue of introduction of International classification of functioning, health and disability (FHD), allowing to determine the working age level of disabled peoplethrough comparing their health and possibilities.
Creating the adequate system of social support
At present, the following measures are performed forsupport of disabled people:
1) within the multilayer system of social provision, there are state social benefits and social payments paidfrom State Social Insurance Fund (SSIF) and insurance companies;
2) social assistance and support are provided asspecial state benefitspaid fromstate budget, anddifferent support at local level. Disabled people receive complex supportand assistance in daily service, submitting the required documents forcorresponding benefits and payments;
3) to increase the rehabilitation efficiency of disabled people,the social service system is reformed, subject to the Law of RKOn special social services.
Every year, 80 thousand disabled people receive state social services. Herewith, there is a possibility to selectthe form of social service – inpatient (traditionalSMI), semipermanent (daily departments), home care.
More efficient, both socially and economically, is new forms of social service developed in daily departments, daily rehabilitation centers for disabled children, promoting and supporting thefamily living of disabled children and old people.
In this regard,we should not opening of 42 daily departments in 14 regions. Last year they provided social services tomore thanfour thousand people. These departmentsallowed to return 402 children from the residential facilities to their families, and more than 500 parents of disabled peoplefound job, upon transferring care of their children to these daily departments. Significant role of social home care servicefor single disabled people or for disabled people living alone, and old people.
To provide the maximum duration of person standing at home, NGOs participation is expanded in providing special social services. Based on state order, placed in 55 NGOsin 2013, such services covered more than 3 thousand people.They are mostly popular inEast-Kazakhstani, South-Kazakhstani, Pavlodar and Akmola regions.
For last three years, more than 680 people and 1,146 disabled people were accepted to higher institutions by the quotas,including technical and professional institutions. Every year, around 2,800 disabled people study at higher institutions and colleges of the country. Many of them receivefavorable scholarships from the local budget.
For the period ofBusiness Roadmap 2020 (2011-2013) among 478 disabled people sent to theadvanced training and retraining, more than a half found the permanent job. 117 disabled people receivedcourses on entrepreneurship basics.
By 2015,we are planning to create thebarrier-freeschool environment in Kazakhstanfor around 20% of schools. Within the state program of educational development for 2011-2020 funds are allocated from the budgetfor equipping studying seats for 9,000 disabled people, studying at home–including acquisition of PCs, supplementary technical toolsandconnection to the Internet. At present, 43% special educational institutionsare equipped with expensivemultimedia educationalsystems (Eduplay, Multikid, Sound beam), promoting educational development of disabled children.
Total number of disabled people inRK includes 65.6 % of working age people, and more than 47 % are those, whose disability interferes withefficient employment. Number of employed makes up more than 82 thousand people or 43.5% of the total number of employed disabled people.
Basic mechanisms promoting employment of disabled peopleare the assignment tosocial working places, if the employer has special working places, and support of the companies, created by the public associations of disabled people, producing goods or rendering services. At present, there are 33 educational and industrial companies of Blind Association,and 18 –of Deaf Association, where there are about four thousand disabled people working. In2014,there will be more than 6,600 disabled peopleon specialregional cards ofdisabled employment.
Draft law  also provides the support mechanism ofemployers crating special socialworking places for disabled people. Herewith, we are planning to review thequota arrangement mechanism for working places of disabled people.
RK Law On state procurementprovides the right tothe companies funded by disabled people, for production ofblind aids, special vehicles, obligatory disinfectants.
Participants group of Business Roadmap 2020is enlarged and coversdisabled people,who can finish professional training for the further employment, to receive a microcredit for opening ordeveloping their business in rural areas. There is a possibility to move voluntarilyto the centers of economic growthwithin the needs of the employer.
Creating the accessible environment
There arecouncils on disabled issues created in the region, expert groups from representatives ofpublic disabled companies, special working groupsfor certification; certification of socially significant objects.
As of January 1, 2014,18.8 thousand objects were checked. Certification is actively performed inSouth-Kazakhstani (4,083), Akmola (3,375), North-Kazakhstani (2,585) and Almaty (1,970) regions. Insufficient attention is registered inWest-Kazakhstani (167) region and Astana (204).
This year, the Ministry with local executive authoritiesstarted implementation of regional Cardsof objects adaptation. Within this activity, adaptation of 1.084 objects is planned, including 179 from funds of BR2020 and 905 objects from the local budget. This year, more than 10 thousand special road signswill be installed at location places ofthe companies, focused on servicing the disabled people, and equipped the crosswalks with 136 sound devices.
Under the initiative ofpublic disabled associations, social taxis are introduced in Kazakhstan. At present, 102 Infataxis working in Kazakhstan,yearly providing services to 190 thousand disabled people. In the budget for 2014,there is 90.9 million Tenge provided for that.
Accessibility cardswill allow for automateddatabaseon state of accessibility of priorityobjects of social structure.
Due to the absence ofrigid control systemover observance of accessibility requirements, 82% of the total number ofcertified objectsrequire adaptation to the needs of disabled people.
Draft Law  also provides introduction ofnew notions, such as accessible environment, public place, accessible form to receive information; introducing the responsibility forviolation of the law onarchitectural, town-planningand construction activityin designingandfurther operation of objects, including responsibility of people, accepting the objects commissioning for failure tomeet the requirements onproviding theaccessibility of objectsto the mobile groups. We also include the issues ofaccessible services ofrailway transport, air flights, water transport for disabled peopleand expanding rights of disabled peoplefor obtaining any information in accessible formats; procedure of equipping the living areas (housing) with special appliances and devices, provided to disabled people and familieswith disabled people.
Herewith, we make any effort on promoting the development of creative abilities of disabled peopleandturning the public consciousnessto their needs,and recognizing them as equal and healthy people. Memorable and bright even for the disabled peoplewas the first in the historyfestival “DIFFERENT-EQUAL” that took place last year.
Around 6 thousand disabled people took part in competitions by ten different categories. Social projects, resented by theparticipants, were acknowledged and will be implemented withsponsors employers involved.
Work of the Ministryand its territorial bodies on socializing of disabled peopleis made in interaction with civil societyand, first of all, with public disabled associations. Coordination Council on social protection of disabled people is created and work under the RK Government, 16 of 25 members of which are the NGO representatives.
Activity of the Coordination Council, as an advisory body,will provide participation of all parties involvedin creative process, experience exchangeandprompt response to the problems requiring solution. Thus, for example, members of the Coordination Counciltook active participation in developing the RK LawsOn social protection of disabled peopleandOn special social services, and standards of special social servicesandother regulatory acts.
