With the aim of implementing the Decree of the President of the Republic of Kazakhstan No. 711 of 11 December 2008 “On signing of the Convention on the Rights of Persons with Disabilities and the Optional Protocol to the Convention on the Rights of Persons with Disabilities” on 29 November 2014 the Decree of the Government of the Republic of Kazakhstan introduced the Draft Law of the Republic of Kazakhstan “On introducing amendments and additions to certain legislative acts of the Republic of Kazakhstan on protection of the rights of persons with disabilities” (hereinafter – Draft Law) for consideration by the Majilis of the Parliament of the Republic of Kazakhstan.
The Draft Law is aimed at equalization of opportunities for persons with disabilities on the implementation of civil, political, social, economical, cultural and other rights and freedoms, enshrined in the Constitution of the Republic of Kazakhstan, and international agreements, to which the Republic of Kazakhstan is a party.
The Draft Law amends 24 normative legal acts, including 4 Codes. The main objectives of the Draft Law adoption are:
creating conditions to form a barrier-free environment for people with disabilities, including provision of health care services;
ensuring provision of information for persons with disabilities in an intelligible form;
development of inclusive education and system of providing social services;
improving the quality of life of persons with disabilities having hearing impairments (development of audioverbal rehabilitation after cochlear implantation, increased standards of service of sign language specialists) and persons with disabilities having movement disorders (increased mandatory standards of providing hygiene products) and others.
The adoption of the Draft Law will ensure to 627 thousands of persons with disabilities additional guarantee for the implementation and protection of their constitutional rights and freedoms.
