Rules for assignment of mentors for the persons first appointed to the administrative public positions

1. General provisions

      1. These Rules for assignment of mentors for the persons first appointed to the administrative public positions (hereinafter - Rules) are developed according to  paragraph 1 of article 19 of Law of the Republic of Kazakhstan dated July 23, 1999, "On public Service".
      2. In these Rules the following definitions are used:
      1) mentorship – adaptation and professional training of the persons first appointed to the administrative public positions in self-performing of their duties;
      2) mentor – a public official assigned for the person first appointed to public position to render practical assistance in his 9her) professional training;
      3) servant – a person first appointed to the administrative public position.

2. Goals and objectives of mentorship

      3. Mentorship goal consists in providing continuity in the work of state authorities, adaptation of the servants and rendering of assistance in their professional training.
      4. Main mentorship objectives are:
      1) formation of the servant's responsible and conscientious attitude to the public service;
      2) rendering of assistance in the servant's adaptation to conditions of the public service performing;
      3) acceleration of  process of the servant's professional training;
      4) development of the servants' ability to perform independently, with high quality and responsibility the functional duties  imposed on them in accordance with their official capacity and fixed in the employment position instruction (hereinafter – functional duties).

3. Arrangement of mentorship

      5. Mentorship is executed in relation to the servants appointed to the administrative public positions of corps "B" of categories В-5, С-5, С-О-6, C-R-5, D-5, D-O-5, D-O-6, E-5, E-R-5, E-G-4.
     Mentorship in relation to the servants appointed to the administrative public positions of other categories is executed based on decision of the state authority chief.
      6. Mentorship term constitutes a period from 1 to 2 months.
      Periods when the servant was absent from work for a valid reason are not counted toward the mentorship term.
      7. As the ground for assignment of a mentor the submission of the servant's direct manager is considered on condition of having consent of the implied mentor. Submission is made to the attention of a person entitled according to his (her) official capacities to appoint and dismiss the state body workers or other person to whom such authorities are delegated.
      8. A mentor shall comply with the following requirements:
      1) having the public service experience for a period not less than two years;
      2) receiving "effectively" mark according to results of the last assessment of the public officer activities. Should as of the moment of the mentor candidature choosing the annual estimation of the implied mentor was not conducted positive conclusion of attestation commission on results of the last attestation of administrative public officers is required;
      3) having no disciplinary punishments.
      If there is no mentor candidature conforming to the specified requirements the direct manager of the servant is assigned as the mentor.
      9. Public officer assignment as the mentor is executed on the basis of order of a person entitled to appoint to a position within five days after the servant's adoption to the state authority.
      10. It is not allowed to assign one mentor for more than two servants.
      11. In cases of impossibility to execute mentorship by a mentor (dismissal, transfer to other public position, absence from work for more than one week for a valid reason) the mentor changing is made by the person specified in paragraph 9 of these Rules within five working days after the mentor's dismissal from the administrative position or within ten working days from the first day of the mentor's absence from work.
      At that the mentorship period is not changed.
      12. Within three days after assignment a mentor shall develop individual plan of adaptation and professional training of the servant. The plan is coordinated with the chief of structural subdivision where the servant works.
      13. Mentor:
      1) renders assistance to the servant in familiarization with his (her) functional duties, main area of the activities, authorities and arrangement of the state authority work, executive discipline, rights and obligations associated with public service and requirements to official behavior of the servant;
      2) introduces the servant to statutory legal acts applied at performance of the functional duties;
      3) trains the servant in practical methods and techniques of quality performing of the functional duties and instructions;
      4) executes control over performance of the instructions given to the servant and actions specified in the individual plan;
      5) detects and eliminates jointly with the servant the errors committed by the latter, renders assistance to the servant in overcoming the current deficiencies;
      6) forms the servant's responsible attitude to performance of his (her) functional duties, as well as   diligent attitude to the citizens and work colleagues;
      7) submits commendation for the servant.
      14. Servant:
      1) performs the instructions given to him (her), executes actions stipulated by the individual plan of adaptation and professional training;
      2) follows the mentor's recommendations at performing the functional duties;
      3) applies to his (her) mentor for help;
      4) makes efforts for improving the level of his (her) professional competence, development of skills and abilities and gaining knowledge;
      5) prepares report upon completion of the mentorship term.

4. Final provisions

      15. Upon completion of the mentorship term the servant prepares report on fulfillment of the individual plan, other instructions performed, the knowledge and skills   gained during mentorship period, comments and proposals concerning the arrangement of mentorship.
      The report is submitted to the chief of structural subdivision where the servant works.
      16. Upon completion of the mentorship term the mentor prepares commendation for the servant in which the results of the functional duties performing, level of his (her) professional knowledge, development of skills, ability to perform functional duties independently and quality of the official documentation execution are reflected.
      Commendation is submitted to the chief of structural subdivision where the servant works.
      17. Within five working days from the day of mentorship completion the servant's report and commendation by the mentor are submitted to the person specified in paragraph 9 of these Rules and to service of personnel management (HR department).
      18. Commendation by the mentor and report of the servant with attachment of other required documents are stored in the personal file of the servant and the mentor.
      19. Results of the public officers' activities are the grounds for taking decision concerning their recognition and advance in office.
      20. Mentorship arrangement in the state authority is imposed on service of personnel management (HR department). Service of personnel management (HR department) studies and summarizes the experience in mentorship arrangement and make proposals on improvement of work on mentorship at the state authority to the person specified in paragraph 9 of these Rules.
