Public Healthcare Service

Public control and supervision in the sphere of healthcare service – is a set of measures aimed at verification of compliance with and execution of legislative requirements of the Republic of Kazakhstan, and also aimed at prevention, repression and elimination of the violations in the sphere of healthcare service;

Medical examination – is the expert review in the sphere of healthcare (hereinafter – expert review in the sphere of healthcare) – set of organizational, analytical and tactical actions aimed determination of level and quality of means, technologies and services in various areas of activities in the healthcare;

Quality of medical care – level of the rendered medical care conformity to the standards approved by an authorized body and established on the basis of current level of science and technology development;

Evaluation of the medical service quality - set of organizational, analytical and tactical actions executed to make conclusion concerning the quality of medical services rendered by physical and legal persons with using indicators reflecting index of efficiency, completeness and conformity medical services to the standards;

Internal control service (audit) – structural subdivision of a healthcare organization which executes the activities on management of the medical care quality at the level of the healthcare organization and vested with appropriate powers;

Independent examination – is a procedure conducted with the purpose of making conclusion concerning the quality of medical services rendered by healthcare entities with using indicators reflecting index of efficiency, completeness and conformity medical services to the standards, and also with the purpose of determining the qualification level of specialists;

Independent expert -  a physical person accredited in established order fro conducting independent examination of the healthcare entity activities;

Expert opinion – well-validated conclusions concerning the questions put to the independent expert with respect to compliance with the requirements established by legislation in the sphere of healthcare;

Internal indicators – indicators applied at internal examination which characterize effectiveness, completeness and conformity of medical activities of each structural subdivision of the healthcare entity to the standards in the sphere of healthcare service with the purpose of analysis and evaluation of medical activities quality,

External indicators - indicators applied at external examinations which characterize effectiveness, completeness and conformity of medical activities of each structural subdivision of the healthcare entity to the standards in the sphere of healthcare service with the purpose of analysis and evaluation of medical activities quality;

In-Hospital commissions  - commissions established in the organizations rendering in-hospital care (on prevention of healthcare–associated infections, analysis of  lethal cases);

Post-hoc analysis – analysis based on study of medical documents of the patient who earlier received medical care;

Clinical audit – detailed post-hoc and/or current analysis of taken treatment-diagnostic measures concerning their conformity to the standards in the sphere of healthcare service;

Complete case – set of medical services rendered to patient at the ambulatory-polyclinic level from the moment of primary call till the completion of treatment;

Treated case - set of medical services rendered to patient in stationary (hospital-replacing) from the moment of admission till discharge;

hematopoietic stem cells – cells of human bone marrow able to differentiation;

Scrape  - human material under research received through scraping by special tool for microscopic, cyto-morphological and bacterioscopic examination;

Pathologic discharges – human waste products discharged to external environment, appeared or changed their physical and chemical features in result of pathologic behavior (discharges appearing at presence of pathologic process in body);

Bone marrow – central human organ of the blood formation located in spongy substance of bones and in medullar canals;

Swap – human material under examination smeared on glass slide with the purpose of further examination under microscope;

Tissue – aggregate of the cells and intercellular substance of human organism combined by common ancestry, structure and executing functions;

Specialist – a worker in the sphere of healthcare with medical education;

Standardized patient – a physical person who after being specifically trained to accurately and consistently recreate the history, personality, physical findings, and emotional structure and response pattern of an actual patient at a particular point in time;

Pharmaceutical products – products representing or containing pharmacologically active substances intended for prevention, diagnostics and treatment of diseases, as well as transition of a state and functions of human organism: drug substance, crude drug of natural origin, bulk-products, medicinal preparations, medical immunobiological drugs, para-pharmaceuticals;

Circulation of drugs, medical devices and medical equipment – activities executed in the process of bringing safe, effective and quality drugs, medical devices and medical equipment from developer and (or) manufacture to consumer;

Facilities in the sphere of drug circulation, medical devices and medical equipment - drugstore, pharmacy in the healthcare organizations rendering primary health care and consultative-diagnostic aid, mobile pharmacy for remote rural localities, pharmacy depot, temporary storage warehouse of pharmaceutical products, medical devices and medical equipment, optics shop, shops of medical equipment and medical devices, warehouses of medical equipment and medical devices, organizations engaged in production of pharmaceutical products, medical devices and medical equipment functioning in accordance with the standard provisions approved by the Government of the Republic of Kazakhstan;

Entities in the sphere of drug circulation, medical devices and medical equipment  - physical or legal entities executing pharmaceutical activities;

State Register of Medicinal Remedies, medical devices and medical equipment  - document of inventory of the registered and permitted for use in the Republic of Kazakhstan drugs, medical devices and medical equipment;   

Expiration date of a drug – date after expiry of which the medicinal drug is no longer applicable;

Pharmaceutical package – means or set of means providing the process of drugs circulation through their protection against damages and losses and preventing the environment against pollutions as well;

Quality of drugs, medical devices and medical equipment – set of features and characteristics of the pharmaceutical product, medical devices and medical equipment having effect on their ability to  operate in conformity to its purpose;

International nonproprietary name of a drug – name of a pharmaceutical product recommended by World Health Organization;

Medicinal drug – pharmaceutical product in certain pharmaceutical dosage form;

Counterfeit drug – pharmaceutical drug not conforming by its composition, features and other characteristics to original or reproduced drug (generic) of manufacturer intentionally and illegally fitted with counterfeit label;         

Preclinical (nonclinical) study – chemical, physical, biological, microbiological, pharmacological, toxicological and other experimental scientific research or series of research on studying the tested substance or physical impact, means, methods and technologies of prevention, diagnostics and treatment of diseases with the purpose of studying the specific impact and (or) safety for human health;

Clinical study – research with participation of a man as a subject conducted for detection or confirmation of safety and effectiveness of the means, methods and technologies of prevention, diagnostics and treatment of diseases;

State Pharmacopoeia of the Republic of Kazakhstan – formulary of national standards and provisions regulating quality and safety of pharmaceutical products;

Medical devices – articles and materials used for carrying out of preventive, diagnostic and treatment measures: medical instrumentation, dental, consumable, dressing and suture materials,  retentive bandages and devices,  optical eye care articles;

Medical equipment – instrument, units and equipment used separately, in sets or systems for medical purposes of prevention, diagnostics and treatment of diseases, rehabilitation, scientific research of medical nature;

Pharmaceutical activities – activities executed in the sphere of healthcare on production, manufacture (other than medical equipment), wholesale and retail sale of drugs, medical devices and medical equipment associated with purchase (procurement), storage, import, export, quality control, finalization, distribution, use and destruction of pharmaceutical products, medical devices and medical equipment and provision of their safety, effectiveness and quality.
