Ministry of healthcare and social development of the Republic of Kazakhstan has completed the work on the draft Law of the Republic of Kazakhstan " On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues concerning protection of rights of the persons with disabilities" developed with the purpose of creating conditions for ratification of Convention on rights of the persons with disabilities and Optional protocol to it by signing of which in 2008 Kazakhstan has undertaken the obligations on implementation of international standards in relation to the persons with disabilities.
The draft Law is discussed at Coordination council in the sphere of social protection of the persons with disabilities affiliated to the Government of the Republic of Kazakhstan, in Aktobe, Atyrau, Zhambyl, Karaganda, Kostanai, North Kazakhstan oblasts and in Almaty.
In the course of these discussions over 40 proposals were addressed to the Ministry. The proposals concerned the improvement of applicable legislation in part of forming the accessible environment, improving the quality of rehabilitation means, support of public organizations and so on, about 20 of these proposals were supported.
It should be noted that the draft law proposes to:
- introduce such new concepts as "accessible environment", "public place", "low-mobile population groups", "sign-interpretation";
- extend the rights for receiving services in available form, eliminate any forms of discrimination during participation in criminal proceedings and rendering services;
- extend powers of central and local executive bodies in part of equipping the residential premises provided to the persons with disabilities.
Concept of the draft Law is adopted in March of 2013 at the meeting of Interdepartmental commission on legislative drafting activities affiliated to the Government of the RK, submitting the draft Law to the Government is foreseen to be in October of the current year.
