The Chairman of Committee on control of medical and pharmaceutical activities of MHSD RK Nazarbek Beisen reported about it today at the briefing on the subject "Organization of High-quality Medical Care in Kazakhstan" which was held in Service of the central communications under the President of Kazakhstan.
He noted that this work is carried out in fulfillment of the order of the Head of state within the framework of implementing the Plan of Nation - 100 steps on implementation of five institutional reforms (the 82nd step).
"The main goal of the commission establishment is to implement the advanced standards of medical service by improvement of treatment protocols, medical education standards, provision of medicines and control over quality and availability of medical services. Besides, the commission is created for involvement of the medical community in solution of issues concerning protection of public health", - Nazarbek Beisen reported.
He noted that two main stages of the commission creation are assumed. At the first stage the commission will function at MHSD RK as an advisory body with participation of representatives from NGOs and will execute functions associated with development of recommendations. This is transition stage. It is supposed that with the readiness of NGOs the part of government body functions will be transferred to them.
To execute these tasks the commission will be authorized to create the expert and working groups for consideration of the issues related to its competence; to approve regulations for consideration of the proposals submitted by the parties concerned; to involve, if applicable, the chief non-staff specialists, independent experts, representatives of the international organizations, healthcare entities and experts from other branches to carry out the analysis, assessment and examination concerning the medical care standardization within the framework of guaranteed volume of free medical care; to submit to the ministry proposals concerning amendments to the legislation.
At the second stage the commission will function as the independent organization entitled to make decisions within its competence, to develop regulatory acts and to conduct monitoring and assessment of their implementation.
According to the world experience, the commission will include representatives of state agencies and NGOs, and representatives of patients and the international organizations will participate in its work as observers.
In this way, the commission creation will increase the quality of medical care rendering to population of the republic.
Also at a briefing the Vice-Minister of healthcare and social development of the RK Aleksei Tsoi held a speech in which who informed about development of the Kazakhstan healthcare system in whole. So, since 1995 healthcare financing increased in more than 20 times and in 2014 it constituted about KZT 870 milliard. Implementation of the State program for healthcare development "Salamatty Kazakhstan" for 2011-2015" is under successful completion.
As of today 911 hospital and 3164 out-patient and polyclinic organizations, from among them 729 hospital and 2175 out-patient and polyclinic organizations having the state form of ownership render medical care. In the republic there are about 229 thousand medical workers, from among them 70 thousand are doctors and 160 thousand are the nurse personnel.
The Vice Minister also added that within the independence years the forecasted life expectancy at the birth has increased by 8 years and constitutes 71,62 years. Mortality caused by diseases of the blood circulatory system decreased in 2,3 times, mortality from tuberculosis decreased in 5 times, maternal mortality decreased in 6,6 times, infant mortality - in 2,8 times, mortality from malignant neo-plasma - in 1,5 times.
The National screening program aimed at early detection of diseases (11 screenings) is implemented. As a result of the screening inspections performed last year more than 2 thousand cases of cancer diseases and about 80 thousand pre-cancer diseases and benign tumors were detected.
More than 22 thousand consultations were given in 2014 by the use of 192 functioning tele-medical centers.
To increase the efficiency of primary medical and sanitary care organizations (hereinafter – PMSC) there were created the services for social psychological assistance (650 psychologists and 2060 social workers). To increase the availability of PMSC, work on additional completing of the primary link organizations with the second and third nurse is continued.
Strengthening of preventive medicine is carried out, 3587 health schools, 252 centers of health strengthening, 101 antismoking centers, 87 youth centers are functioning.
The transport medicine is developing. Within the framework of implementing the State program "Salamatty Kazakhstan" 16 helicopters are purchased. For 3 years the sanitary aviation service has made 2,6 thousand flights.
50 mobile medical complexes are functioning, for 3 years more than 1,6 million people have been examined, there were conducted 1,8 million researches, 984 thousand consultations of the specialists.
To render timely medical aid to the victim at road accident on mainlines of republican status 40 road medical rescue stations are functioning, 1,5 thousand departures were made, medical care was provided to more than 2,7 thousand victims.
For 3 years three consulting and diagnostic trains "Densaulyk", "Zhardem", "Salamatty Kazakhstan" have examined more than 187 thousand people living in the outlying settlements, to more than 2,3 million consulting and diagnostic services were rendered.
Development of pharmaceutical branch continues. There are 1874 pharmaceutical warehouses and 9590 facilities of retail pharmacy network in the republic. Annually about 2 million Kazakhstan citizens are provided with free drugs by 48 ICD diseases. The system of domestic preparations' release has been arranged, the international standards for drug quality are implemented.
.Within the framework of electronic healthcare development by 2020 it is planned to implement electronic health passports. In medical institutions it is planned to execute complex automation of management processes and medical services rendering, as well as integration of information systems of medical institutions with unified information system of the social sphere.
Currently the draft State program for health care development "Densaulyk" for 2016-2020 is developed. Main priority directions of the program are further development of PMSC, improvement of health system on the basis of implementing the joint responsibility and enhancing the financial sustainability, further development of health care infrastructure on the basis of public-private partnership, and also the implementation of mandatory medical insurance.
