Issues concerning the labor migration and protection of refugees in Central Asia were discussed in Astana

Today in Astana the second meeting of the highest officials of Almaty process on protection of refugees and the international migration devoted to the subject "Possibilities and Challenges of Labor Migration in Central Asia" was held. 

The meeting goal is to share experience, analyze of new tendencies, identify gaps in the migration legislation and develop joint recommendations of the Participating Parties in the sphere of labor migration in Central Asia. In the course of meeting the issues concerning refugees' access to labor markets of member countries of Almaty process as the tool further adaptation of migrants was also studied.

 The Vice-Minister of healthcare and social development of the RK Birzhan Nurymbetov, the Regional Representative of UN High Commissioner Administration on the refugees affairs for Central Asia Bernard Doyle, the Regional Coordinator of International Organization For Migration (hereinafter - IOM) for Central Asia Deyan Keserovich, the Deputy Minister of Labor, Migration and Youth of Kyrgyzstan Almazbek Assanbayev, the Vice Chairman of the State Migration Service of Turkmenistan Merden Gurdov and representatives of other member countries of Almaty process took part in the event.

According to IOM data, every seventh person in the world is a migrant, including 214 million international migrants and 740 million internal migrants. This tendency will proceed – the increase in number of the international migrants from today's 214 million to 400 million by 2040 is predicted

In his speech the Vice Minister of healthcare and social development of the RK Birzhan Nurymbetov noted that member states of Almaty process are to resolve issues of labor migration regulation and employment of refugees.

 "In Kazakhstan the main inflow of the settled labor migration is constituted by citizens of China, Turkey, Uzbekistan, Serbia and India. For long time the largest number of labor migrants working with permissions came from Turkey and constituted from one third to a half of all foreign citizens working in the country. Since 2010 China won the first place by number of foreign workers in connection with construction of the international transit corridor "Western Europe –Western China", and also implementation of other projects with the Chinese investments", - Birzhan Nurymbetov said.

The Vice Minister reported that protection of the migrant workers' rights and their integration at local labor markets can be reached only through migration process arrangement.

"In this regard, it is important to discuss migration in the context of general development of the country and to reach harmonization of migration management policy on the basis of compliance with universal human rights and interests of the countries participating in migration processes", - Birzhan Nurymbetov emphasized.

At the end of meeting the participants agreed to continue the multilateral cooperation aimed at solution of the problems arising from unregulated labor migration and mixed migration movements in Central Asia.

Let us  remind that Almaty process is the permanent dialogue platform initiated by Kazakhstan in 2011. Its goal consists in the joint solution of the most pressing problems of refugees and international migration, both in regional format, and in global prospect. Kazakhstan was elected the first chairman of Almaty process. Beside our republic the permanent participants of Almaty process are Azerbaijan, Afghanistan, Kyrgyzstan, Tajikistan, Turkey and Turkmenistan. Iran and Pakistan have the status of supervisors.
