T. Duisenova: Work aimed to improve system of social protection of persons with disabilities will continue in Kazakhstan

The Minister of healthcare and social development of the RK Tamara Duisenova reported about it in her speech at the meeting of Coordination council in the field of social protection of persons with disabilities which was held today in MHSD RK under chairmanship of the Deputy Prime Minister of the RK Dariga Nazarbayeva.

Coordination council members, representatives of central government bodies, deputy akims of regions, heads of administration on employment coordination and social programs and representatives of non-governmental organizations took part in the event.

In her speech Tamara Duisenova reported that this year iplementation of the second stage of the Plan of measures aimed at ensuring the rights and improvement of life quality of persons with disabilities in the RK for 2012 - 2018 is under completion.

"When characterizing the course of performing the second stage of the Plan, it should be noted that in Kazakhstan the major problem is brought up at the national level and there are serious positive changes in the society attitude towards the persons with disabilities. It is a favorable factor for more active change of public outlook to problems of disability. The project of the third stage for 2016 - 2018 is already developed. Taking into consideration that ratification of the Convention on the rights of persons with disabilities sets new objectives before the country, we assume that the third stage will promote further improvement of social protection of persons with disabilities according to international standards and rules", - she said.

In her turn the Vice Minister of healthcare and social development of the RK Svetlana Zhakupova introduced to the meeting participants the project of the third stage of the Plan calculated for 2016-2018. Its main goal is to improve the mechanisms for providing accessibility of facilities and services in all spheres of activity of persons with disability.

"Within the framework of third stage it is planned to improve further the national legislation concerning protection of the rights of persons with disabilities. Work on ensuring accessibility of social and transport infrastructure facilities will be continued. It is planned to pay special attention to issues related to prevention of disability. Besides, it is provided for further development of inclusive education, implementation of integrated model for rendering special social services. In addition, measures aimed at active employment promotion of persons with disabilities. Conditions will be created for participation of persons with disabilities in cultural and sports life, leisure-time and rest. For the purpose of forming the positive attitude of society towards the persons with disabilities it is planned to implement the mechanism for monitoring the compliance with the Convention on the rights of persons with disabilities and lighting in mass media the issues concerning adaptation of persons with disabilities in society", - Svetlana Zhakupova informed.

According to the Vice Minister, to implement the third stage funds at the amount of KZT6,8 milliard including funds from the republican budget  at the amount of KZT 3,9 milliard and from local budgets –  KZT2,9 milliard.

In the course of meeting there were also considered the issues concerning strengthening of the state control over observance of construction norms and regulations, and also improvement of requirements to providing accessible environment, on the work carried out on adaptation of social infrastructure facilities, employment of persons with disabilities, inclusion of children with disabilities into inclusive educational environment, formation of the positive attitude to disability problems in society via mass media.
