Work is being undertaken by the Ministry of Healthcare and Social Development of the RK on preparation of second periodic report on implementation by the Republic of Kazakhstan of the International Covenant of UN (further report project) on Economic, Social and Cultural Rights.
The International Covenant of UN (further UN'S Pact) on Economic, Social and Cultural Rights was adopted by the General Assembly of the United Nations in 1966 and joined ten years later in 1976.
Kazakhstan signed this Pact on December 2, 2003 in New York and ratified it by Law of the Republic of Kazakhstan of November 21, 2005 No. 87.
The pact proclaims the ideal of a full human personality free from fear and a want can be realized only if conditions in which each one can have his economic, social and cultural rights are created.
In accordance with article 16 of UN's Pact the states participating in the present Covenant undertake to submit in accordance with this part of this Pact reports on measures taken by them and progress on way to achievement of enforcement of rights recognized in this Pact.
The first report on implementation by the Republic of Kazakhstan of UN's Pact was directed to the Committee on Economic, Social and Cultural Rights of UN in 2007 and considered at sessions of the United Nations 10−11 Committee of the May 2010 by which 37 recommendations have been made.
The common goal of this work consists in conducting of analysis and assessment of legal base and measures having been taken by the government on issue of economic, social and cultural rights of citizens of RK.
