The Ministry of Health and Social Development of the Republic of Kazakhstan announces a a second (repeated) competition for vacant positions of specialists in the

Project Management Unit Skills and Jobs Project

(Law of the Republic of Kazakhstan from February 5, 2016 «On ratification of the Loan Agreement (Project for the development of work skills and promotion of jobs) between the Republic of Kazakhstan and IBRD»)

 

 

  1. Specialist of Component 1.1 (National Qualifications System (NQS)  specialist - professional standards)

 

Qualifications requirements:

  1. Higher (or/and post-graduate)  education in relevant fields in respective areas, master's degree, PhD, candidate or doctor of science is an advantage ;
  2. Five years of experience in management and administration ; experience in World Bank projects and the knowledge of the procedures of the World Bank project management is an advantage; two years' experience in the NQS; knowledge of international experience in the development of professional standards is an advantage;
  3. computer skills at user level (MS Office, Internet Explorer);
  4. organizational and managerial skills; effective business communication skills and correspondence and presentation skills; 
  5. fluency in oral and written English ​​ is desirable.

 

  1. Specialist of Component 2.1 (Labor Market Information System (LMIS) and Profiling Specialist)

 

Qualifications requirements

 

  1. Higher education in engineering, computer science, mathematics, economics, management, or relevant fields; at least a Master’s degree
  2. At least 5 (five) years’ experience in the area of employment services, especially in the use of technical tools such as those specifically mentioned
  3. International experience with the design, implementation, and oversight of similar tools/services is a plus

4)      Excellent managerial and organizational, communication, problem solving, and writing skills;

5)      Computer skills at user level (MS Office, Internet Explorer), experience with professional programs, electronically generated reporting;

  1. fluency in oral and written English languages is desirable.

 

 

3)      Specialist of Component 2.2 (Workforce Training Specialist)

 

Qualifications requirements

 

  1. Higher education in education and training and other relevant fields; Masters degree, Ph.D. is an advantage;
  2. At least 5 (five) years’ experience in the area of workforce training provision;
  3. Sound knowledge of the regulatory and institutional context for workforce training provision in Kazakhstan;
  4. Sound knowledge of the managing and operations of workforce training providers, including on ensuring demand-responsiveness of training provisions;
  5. International experience in similar projects is considered an advantage.

6)                  Excellent managerial and organizational, communication, problem solving, and writing skills;

7)                 Computer skills at user level (MS Office, Internet Explorer);

  1. fluency in oral and written English languages is desirable.

 

4)                      Specialist of Component 2.3. (Employment and Training Specialist)

 

Qualifications requirements

 

  1. Higher education in relevant fields; Masters degree, Ph.D. is an advantage;
  2. At least 7 (seven) years’ experience in the area of workforce training provision, in at least [two] of the following areas: assessing skill-related constraints for economic development; determining sector- or firm-specific training needs; monitoring and evaluation of training activities, including through tracer studies.  Special consideration will be given to individuals with experience and/or deep knowledge of the work done by the public employment services in Kazakhstan.
  3. Sound experience in the management and operation of grant/financing mechanisms, including fiduciary and reporting procedures.
  4. International experience on the provision of skill-related grant/financing mechanisms is considered an advantage
  5. Work experience with international projects isan advantage.

6)             Excellent managerial and organizational, communication, problem solving, and writing skills;

7)             Computer skills at user level (MS Office, Internet Explorer);

  1. fluency in oral and written English languages is desirable.

 

5)  Specialist of Component 3.2 (Specialist in monitoring, evaluation, and outreach)

 

Qualifications requirements

 

  1. Higher education in the relevant fields; a Master's degree, PhD, candidate or doctor of science is an advantage;
  2. At least five years of experience in employment; experience in World Bank projects and the knowledge of the procedures of the World Bank project management is an advantage; Demonstrated familiarity and experience with programs that are similar to the Information and Communication Campaign (including hiring relevant firm to conduct the initial analysis), Feedback and Resolution Mechanism (including citizen engagement outreach, especially with vulnerable populations), and Awards of Excellent Program (monetary and non-monetary awards to recognize and incentivize groups and people);

3)   Computer skills level user (MS Office, Internet Explorer);

4)   Good organizational and management skills; Effective business communication skills and correspondence and presentation skills; 

  1. Fluency in oral and written English is desirable.

            Realization of this project, as well as conclusion of contracts will start after the ratification of the Loan Agreement (Skills and Jobs Project) between the Republic of Kazakhstan and the International Bank for Reconstruction and Development

The place of work is located in Astana. There are possible trips to other regions and cities of Kazakhstan. Terms of Reference are attached to this declaration.

Individual consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and employment of consultants by World Bank Borrowers (as revised in 2011)
