“Skills and jobs" project

Kazakhstan’s development objective of joining the rank of the top 30 most developed countries by 2050 depends on its ability to sustain balanced and inclusive economic growth. Enhancing medium- to long-term development prospects largely depends on the country’s ability to diversify its endowments—namely, creating highly skilled human capital.

The development objective of the Skills and Jobs Project (further – the Project) is to improve employment outcomes and skills of target beneficiaries and to improve the relevance of technical and vocational education and training and higher education programs.

The Project is implemented within the Country Partnership Strategy of the World Bank with the Government of the Republic of Kazakhstan, and is aimed among other objectives at supporting economic diversification and development of human capital, namely, promoting reforms related to skills and jobs.

The Project is governed by the Loan Agreement № 8490-кz between the Republic of Kazakhstan and International Bank for Reconstruction and Development dated 20 July 2015.

The Loan Agreement was ratified by the law of the Republic of Kazakhstan on February 5, 2016 № 451-V.

The Project implementation period – 2016-2020

 The Project planned closing date - June 30, 2020

The implementing entity:

The Ministry of health and social development of the Republic of Kazakhstan (MHSD) is the implementing entity for the Project.

Project Management Unit:

The Project Management Unit (PMU) is a working team responsible for day-to-day coordination, management and monitoring of the Project.

Project beneficiaries:

The Project beneficiaries are individuals which include the unemployed, unproductively self-employed and current employees in need of training. At the institutional level the Employment Centers and Training Services providers will be supported in order to strengthen their potential and enable them to provide best quality services to the project beneficiaries.

The Project consists of the following components:

Component 1. Building the Foundation of a National Qualifications System:

Sub-component 1.1. Enhancement of occupational standards, including improvement of approval and updating processes

Sub-component 1.2. Development and implementation of a framework to review and update the educational and training programs for TVET and higher education

Sub-component 1.3. Development of a roadmap for establishing an independent qualifications assessment and award system through the provision of technical support for piloting sector-specific skills testing and professional certification centers

Component 2. Enhancing Skills for Improved Employment Outcomes and Productivity:

Sub-component 2.1. Improvement of public employment services for unemployed and unproductively self-employed people

Sub-component 2.2. Improvement of the relevance of workforce training

Sub-component 2.3. Enhancement of access to relevant workforce training programs.

Component 3. Project management and monitoring and evaluation:

Sub-component 3.1. «Operating expenses, goods, services»

Sub-component 3.2.«Project Monitoring and evaluation and Information Communication Campaign»
