Name of the Assignment: Improvement of the National Classifier of Occupations (NCO) of the Republic of Kazakhstan, and Sector Qualification Framework (SQF).
The Republic of Kazakhstan has received financing from the World Bank toward the cost of the Skills and Jobs Project, and intends to apply part of the proceeds for the following consulting services (“the Services”):
Improvement of the National Classifier of Occupations (NCO) of the Republic of Kazakhstan, and Sector Qualification Framework (SQF). Contract Ref. No. KZSJ-1.1/CS-01-QCBS
The objective of the Assignment is to enhance the development of sector qualification framework and approaches for periodic update and revision of the NCO in line with the international experience and proposals of stakeholders.
• Development of an inventory of the sectors for the development of SQF and occupational qualifications map (OQM) based on the updated NCO and Kazakhstani economic context;
• Analysis of the current NCO against international practice and Kazakhstani economic context, development actionable recommendations on refining it and arrangements for regular update;
• Review and analysis of methodologies and approaches in building the sector qualification framework systems in the countries of OECD and APEC;
• Identification of specific enhancement in developing Sector qualification framework and its approval/agreement.
Expected duration of the Assignment is 24 months.
The Ministry of Healthcare and Social Development of the Republic of Kazakhstan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
Selection will be done based on the Quality- and Cost-Based Selection (QCBS) method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 as revised in July 2014). The attention of interested Consultants is drawn to paragraph 1.9 of these Guidelines setting forth the World Bank's policy on conflict of interests.
