In order to delegate the MHSD RK functions of developing clinical protocols to professional medical associations, 204 representatives of professional associations were trained in the matter of evidence-based medicine, the development and implementation of clinical protocols.
It is to be recalled that, that in order to implement the 82 steps of the Plan of the nation "100 concrete steps", the Joint Commission of medical services quality was established on November 30, 2015, which included MPs, representatives of government agencies, professional associations and NGOs. The main objective of the Commission was introducing high standards of care by improving treatment protocols, standards of medical education, drug provision and the control of quality and accessibility of medical services.
In the first stage, the Commission operates on the basis of MHSD RK as a consulting body developing recommendations. At the second stage, the Commission will be an independent organization, capable of making decisions in the framework of its own competence, developing clinical protocols and standards for public health services, health education, drug provision and the control of quality and accessibility of medical services, monitoring and evaluating their implementations.
In addition, the new body will recruit the medical community to address issues of health protection of citizens. For this purpose, the Work flow chart for transforming the Commission into a self-regulating organization was developed and approved.
