In accordance with the Law “On Employment” all employers are required to provide information to the centers employment vacancies population (if any) within three working days from the date they become available indicating the conditions of work and pay.
Order of the Minister of Health and Social Development of the Republic of Kazakhstan from June 17, 2016 № 532 “On approval of forms of administrative records for the submission of information on-demand occupations and job vacancies for inclusion in the database of current vacancies and projected jobs” provides for two forms of employers reporting.
The first form requires that all employers, regardless of ownership with the appearance of free (vacant) workplaces must provide the information to the employment authorities during three working days.
This requirement is established in law of Kazakhstan since 1998. (Law “On Employment” of 30 December 1998 and 23 January 2001).
Employers' responsibility for failure, late submission of the above information on vacancies provided item. 98 Code of the Republic of Kazakhstan from July 5, 2014 “On administrative offenses” in the form of a fine in the amount of 10 monthly calculation indices.
The second form of reporting provides for employers information on projected job creation in the context of popular specialties for the formation of a unified information database of labor market orientation and educational organizations in the preparation of the necessary personnel
This type of reporting employers provide only if there is information about the projected need for workers and specialists. For failure to provide information on projected employment Code “On Administrative Offences” the responsibility of employers is not provided.
It must be emphasized that the Order of Health and Social Development of the Republic of Kazakhstan from June 17, 2016 № 532 “On approval of forms of administrative records for the submission of information on-demand occupations and job vacancies for inclusion in the current job database and projected jobs” was adopted after approval public Council MHSD of RK. The document has positive conclusion of the National Chamber of Entrepreneurs of Kazakhstan “Atameken”, the Kazakhstan Business Association for Sustainable Development, Association of Legal Entities “Kazakhstan Association of Oil-Gas and Energy Sector” of KAZENERGY “Association of legal entities in the form of Association” Eurasian Medical Association and other accredited organizations.
