Social security and social insurance.

Currently, the country has a multilevel model of the social security system, largely corresponding to the principles of market economy and providing distribution of responsibility for social security between the state, employers and employees on the basic, compulsory solidarity and voluntary levels.

From 1 January 2016 in accordance with the decree of the Government of the Republic of Kazakhstan from December 10, 2015 No. 985 "About increase of the sizes of retirement benefits from the authorized organization and pension benefits for years of service from January 1, 2016" the size of pension payments increased by 9 percent.

As a result of increasing, as of October 1, 2016, the size of base pension payments amounted to 11 965 tenge, the average size of pension payments taking into account basic pension payment – KZT 55 289.

The average sizes of state social benefits were: disability – 30 191 tenge, in case of loss of breadwinner – 26 908 tenge, by age – 11 887 tenge.

As of October 1, 2016 to the country amounted to 22.8 thousand recipients of state special benefits on List # 1 and # 2.

Starting in 2016, the amount of state special benefits on List # 1 and # 2 given the increase in allowances was 19 980 KZT 17 and KZT 774, respectively.

The average size of social benefits for disability and survivor benefits from the state as of October 1, 2016 to 11 049,3 and 14 175,3 tenge, respectively.

Simultaneously with the increase of size of pensions and social payments is working to improve social legislation:

– since the beginning of 2014 introduced the subsidies for compulsory pension contributions for working women during their stay on leave on care of children till one year, which will increase their pension savings to achieve an adequate level of pension provision. From the Republican budget in September 2016 in the individual pension account of 84.9 thousand recipients of social payments for child care up to one year from the state was listed 357,7 million tenge (for the entire period from 01.01.2014 the total amount of subsidies amounted to 10.9 billion tenge);

– Compulsory professional pension contributions in favor of employees engaged in harmful (particularly harmful) working conditions. According to official data of the National Bank of the Republic of Kazakhstan as of October 1, 2016 the number of individual pension accounts of depositors mandatory occupational pension contributions is 391 500 total amount of pension savings 92.8 billion tenge. In order to implement the main directions of the concept of further modernization of the pension system of the Republic of Kazakhstan until 2030, approved by decree of the President of the Republic of Kazakhstan from June 18, 2014, August 2, 2015 signed the law of the Republic of Kazakhstan "On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of pension provision".

Social support of motherhood and childhood

In accordance with the legislation was state support to families with children on October 1, 2016:

-allowance caretaker of a disabled child, received in an average month for 72.8 thousand people, for a total amount of 16.1 billion tenge;

- The allowance for the birth of a child received 296,3 thousand people (3.4 % more than the same period in 2015) in the amount of 21.8 billion tenge;

- The allowance for child care until they reach one year covered an average of a month 141,0 thousand people (a decrease of 0.6 percent the same period last year) in the amount of 22.6 billion tenge;

- allowance for children up to 18 years from low-income families covered by 543,7 thousand children, more in comparison with the situation on 1 October 2015 by 4.7 %, with the amount of appointments made 8.5 billion tenge (in comparison with the same period in 2015, increased by 11.3 %).

In September of the current year was carried out social payments from state social insurance Fund in case of loss of income due to care for child reaches one year of age 199.5 thousand recipients, and the amount of payments from the state amounted to more than 5.8 billion tenge.

Social support to vulnerable categories of the population.

Social assistance

In 2016 continue to support low-income families, on 1 October this year targeted social assistance is assigned 26.0 thousand people less in comparison with the situation on 1 October 2015 by 25.3 %, while the amount of appointments – 615,9 million tenge (in comparison with the similar period of 2015 decreased by 18.1 %). The average size of the ASP for the period was -2636,6 tenge that is more by 9.5% compared to the same period of 2015.

In the second quarter of 2016, housing assistance was provided to 73.2 thousand families (compared to the same period in 2015 decreased by 2.8 %), in the amount of 1.5 billion tenge. The average amount of housing assistance in 2Q 2016 was 3 to 329.3 tenge, an increase of 1.2 % compared to the same period of 2015.

Pursuant to the instructions of the President of the Republic of Kazakhstan is working to change the ideology of providing targeted social assistance.

In 2014, new approaches to social assistance are being tested in Akmola, East Kazakhstan and Zhambyl oblasts, where implemented the pilot project "Orleu", providing conditional cash assistance to persons who have signed the social contract.

From 1 July 2015 the geography of the pilot was extended for another 38 districts and cities at the expense of the local budget.

In 2016, the introduction of new approaches for the provision of ASP is implemented in a pilot mode in all regions of the country. For these purposes in the Republican budget for next year provides for $ 1.4 billion.

According to operative information as of October 1, 2016 conditional cash assistance assigned to 30.1 thousand persons in total amount of 899,8 million tenge, including from the Republican budget for these purposes 468,4 million tenge from the local budget – 431,4 million tenge.

The measures taken to improve the welfare of citizens have also had a positive impact on incomes.

Nominal income per capita in July 2016 was at the level of 74 532 KZT and increased by 9.3 % compared to the same period last year (68 193).

The share of the population with incomes below the subsistence minimum in Q2 2016 amounted to 2.6 %, down 0.1% compared to the same period of 2015 (Q2 2015 and 2.7 %).

Provision of special social services

In accordance with the Law of the Republic of Kazakhstan "On special social services" is a reform of the social service system, in a phased manner in the public, private and non-governmental sectors implemented standards for the provision of special social services in the hospital environment, equipment, home care and temporary stay.

The Ministry is working on the expansion of the categories of recipients of special social services. In February this year approved the Standard of rendering of special social services to victims of trafficking; changes in the Standard of rendering of special social services in conditions of temporary stay in terms of expanding the categories of recipients of the services of persons released from places of imprisonment and (or) by persons registered in the probation service.

Also this year, the planned adoption of the Standard of rendering special social services to victims of domestic violence.

As of 1 January 2016, the system of social services reached more than 97 thousand senior citizens, people with disabilities, including children with disabilities and persons without a certain residence.

In 2015 mastered 186.7 million KZT of Republican budget funds for the implementation of Standards of rendering special social services in 2016 allocated 243,1 million tenge target current transfers.

One of the directions of the modernization of the system of rendering special social services in the country is the development of alternative services in the nongovernmental sector, 2009 from funds of the Republican budget are financed on an annual basis, placing the state social order to NGOs for the provision of special social services in the regions.

2009-2015 years, the development of the state social order is allowed to increase the number of beneficiaries from 1.5 to 5 thousand people. The number of NGOs over the same period increased from 4 to 81.

In 2015 mastered 586,7 million KZT of Republican budget funds allocated for the development of special social services provided by non-governmental sector in 2016 allocated for these purposes 837,3 thousand tenge target current transfers.

On social protection of persons with disabilities

Kazakhstan ratified the UN Convention on the rights of persons with disabilities in 2015, have been working on bringing national legislation in accordance with the provisions of the Convention.

Adopted the Law "On amendments and additions to some legislative acts of Kazakhstan on protection of rights of persons with disabilities" (signed 03.12.2015 g), amending 24 pieces of legislation.

In implementation of this Law in the first quarter of 2016 updated regulations in the field of road, rail, air transport, social security, health, employment, education, interior, housing and information.

So, the change in the resolution of the Government of the Republic of Kazakhstan as of 1 December 2011 № 1420 "On approval of Rules of providing and using housing from the state housing stock or the dwelling rented by local Executive body in private housing stock," according to which people with disorders of musculoskeletal system will be provided by the housing above the second floor (Government decision on 31.03.2016, No. 163).

First approved rules for the provision of technical auxiliary (compensatory) means and special means of transportation of convicts with disabilities and serving sentences in institutions and in detention (order of the Ministry of internal Affairs RK from 28.12.2015, No. 1088, registered in the MJ of RK 25.02.2016 G. No. 13238).

In order to determine unified requirements to equipment and to productive environment of a workplace of the invalid, hastening the creation of such jobs and the successful integration of disabled persons into working life, approved standards of the workplace of disabled person (order of the MOHSD from 14.06.2016, No. 519, registered in the MJ of RK 13.07.2016 G. No. 13913).

Have updated the List of technical auxiliary (compensatory) and special vehicles (hereinafter – the List) disabled outdated Surdo- thermotechnical tools were replaced with modern multi-function electronic gadgets (resolution of the Government dated 23.12.2015, No. 1036). These changes are introduced with effect from 1 January 2017.

Also in 2017, it is planned to significantly expand the List, this new thermotechnical tools for persons with visual impairment (thermometer with voice output, blood pressure monitor with voice output, blood glucose meter with speech output with the test strips); mandatory hygiene products (catheter, absorbent sheets, paste-sealant to protect and smooth the skin around the feet, cream, powder (powder) absorbent, odor neutralizer, cleaner for leather arm-chair with sanitary equipment); additional technical facilities for the disabled, independent service which was hampered by a physical disability (devices for dressing, undressing and grabbing the items; a folding support grab bars for bathrooms, handrails for bathrooms, voice-producing apparatus).

Evaluates the status of accessibility of facilities and services in key spheres of life of persons with disabilities.

With the support of the Republican budget to local Executive bodies in 2016 it is planned to install 3 308 units of road signs, at the locations of the organizations focused on services for the disabled, to build 154 units of pedestrian crossings audible device.

To promote positive attitudes to disability in national and regional media was placed over 8.0 thousand materials.

Also, with the aim of raising awareness of the population on government measures to ensure the rights and improve the situation of persons with disabilities and in need of special social services, from 15 June to 15 September 2016 in the country has launched a campaign "Go to the people!".

Within three months employees of regional departments of coordination of employment and social programs with the participation of advisors governors of regions for the disabled, non-governmental organizations, public associations of persons with disabilities held a meeting with labor collectives of enterprises and organizations, which were explained to the population the main directions of social protection of the disabled (1 475 meetings, 337 meetings, round tables and seminars, 658, media articles, 42 "direct line" with the population on television and radio, 1 833 information through the means of visual agitation; 80 stands, billboards).

Work continues on the implementation of the third stage (2016 – 2018) Plan of measures to ensure the rights and improve the quality of life of people with disabilities in the Republic of Kazakhstan for 2012 – 2018 years.

Together with the interested state bodies carried out the work on forming positive attitude of disabled persons in society.

Since August 2014, the Ministry implemented monthly promotion public monitoring of the quality of the adaptation objects.

In February of this year the regions have developed and approved regional plans of adaptation of objects of social and transport infrastructure by 2016.

On 1 October 2016 certified 26,9 thousand objects, of which 17.2 thousand are subject to adaptation have been adapted in 9.7 thousand objects.

To promote positive attitudes to disability in national and regional media was placed over 8.0 thousand materials.

This year launched the third stage (2016 – 2018) Plan of measures to ensure the rights and improve the quality of life of people with disabilities in the Republic of Kazakhstan for 2012 – 2018 years.

Together with the interested state bodies carried out the work on forming positive attitude of disabled persons in society.

Since August 2014, the Ministry implemented monthly promotion public monitoring of the quality of the adaptation objects.

In the framework of the employment of people with disabilities as for the 2nd quarter of 2016 5 employed 596 persons with disabilities.

Labor market and employment. (01.10.2016 on employment roadmap-2020)

In order to improve the efficiency of labor market regulation in 2016 continued implementation of the roadmap of employment-2020 (Government resolution of Kazakhstan from 31.03.2015, No. 162). For its implementation in the reporting year was directed 128,4 billion.

As of 1 October this year included in the membership 146,5 thousand people willing to participate in the Program, among whom are unemployed – 93,8 thousand people (64,0%), self-employed, 49.1 per thousand people (33.5%) and 3 660 (2.5 %) are partially occupied employees. The proportion of young people aged till 29 years makes up 45,6 %, the proportion of women of 44.0 %.

As of October 1 of the current year among the target groups, Program participants were 4 129 disabled, 124 pupils of children's homes, 14 697 graduates of organizations of secondary and higher education and other categories.

Within the first direction of the Program in 2016, provides for implementation of 5 243 projects with a plan to create in rural areas about 41 thousand jobs.

In the result, the carryover projects from last year launched 2 411 projects, including completed projects 1 081. The created jobs were employed 22 598 people, of whom 12 090 – Program participants or 53.5% of those employed.

In the second direction is scheduled to teach the basics of entrepreneurship 3 414. Aimed at training 1 963, of which completed the entrepreneurship training 1 957 people. Microcredit received a total of 6 834, of which 407 people at the expense of the return means. From among received micro-loans more than 54,0 % or 3 692 people become entrepreneurs by opening their own business. The development of entrepreneurship in rural areas was accompanied by the creation of new jobs. This allowed to additionally employing in the current year 5 344 people.

Taken to training and relocation of Program participants.

The third direction is to improve the professional mobility of the free training taking into account the rolling of the contingent covered 6 621 people, who were also given measures of state support in the form of subsidies for travel to the place of training and accommodation. 4 182 program participant has completed training.

On October 1 of the current year settlements with high economic potential were displaced 752 people. 62,4 % of the composition moved the able-bodied were employed at the new place of residence.

To reduce tensions on the labour market, the local Executive bodies work is also underway on the creation of new jobs.

As of October 1, 2016 created 242,6 thousand new jobs, including in rural areas – 120,1 thousand by sector the largest number of seats created in the trade – 29.0 per thousand, in construction – 25,9 thousand, industry – 18.0 thousand of the total number of jobs created for 63.2% – permanent jobs and the rest temporary and seasonal.

Implemented measures to promote employment at the expense of local budgets according to local Executive bodies as of October 1 of the current year in bodies of employment of the Republic for labor mediation addressed 278,8 thousand unemployed citizens, including 164,3 thousand (58.9 per cent) are employed.

In 2016 in the framework of the implementation of the Comprehensive plan is planned to cover 417,2 thousand people from among the unemployed and unproductive self-employed, accounting for 63.3% of the total number of unemployed and 32.4% of the total number of unproductive self-employed citizens in the Republic of Kazakhstan.

On October 1, 2016 in the framework of the Comprehensive plans are employed 342,6 thousand or 92.6%.

Activities in the framework of the Programmed, implementation of regional development programs have had a positive impact on the situation on the labor market in the Republic.

Unemployment rate by results of 2 quarter of 2016 compared to the end of the same period of 2015 remained at the same level and amounted to 5.0 %.

The number of employed decreased from 8 575,3 thousand to 8 484,9 thousand. The share of self-employed among the employed population decreased from 27,0 % to 25.7 %.

The level of youth unemployment in the 2 quarter of 2016 was at the level of 4.2 % (aged 15-28 years) in 2 quarter of 2015 to 4.5 %.

The regulation of migration processes (on the competence of the Ministry)

In order to protect the domestic labor market the Government of the Republic of Kazakhstan annually establishes a quota for the Republic of foreign experts. For 2016, the quota is established in the amount of 63 thousand units, or 0.7% of the economically active population of the Republic.

In attracting the IRS gives priority to highly skilled workers. As of October 1, 2016, by the permission of local Executive bodies on the territory of the Republic of Kazakhstan acted 31 633 permits to foreign citizens for labor activities, of which, professionals – 71 % (1-3 category), 23,5 % – skilled workers (category 4), and a 5.5 % seasonal foreign workers.

The main countries of origin of labor migrants were China (12 302) Turkey (3 726), Uzbekistan (3 219), UK (1 493) and India (1 384).

Enterprises attracting foreign labor force in the current year in fulfilling special conditions imposed for permits created for Kazakhstan citizens – 12 051 jobs, have been trained – 133 Kazakhstan of the employee have been retrained – 664 human training  – 3 909 Kazakhstan citizens and 11 foreign specialists were replaced by Kazakhstan personnel.

The resettlement of repatriates. From 1991 to January 1, 2016, returned to their homeland and got the status of oralman 261 104 families or 957 772 ethnic Kazakhs, including for the first 9 months of 2016 11488 families or 23971 ethnic Kazakhs.

On October 1, 2016, the majority of oralmans 64,7 % of the profits from the Republic of Uzbekistan, 3,4 % - from Turkmenistan, 25,8% are immigrants from China, 2,8 % - from Mongolia, 0,9 % - from Russia and 2.4% from other countries.

Country of origin of oralmans determined the regions of their settlement. The greatest number of repatriates settled in Almaty – 29,4 %, South Kazakhstan – 28,0 %, Mangystau – 11.7% and Zhambyl – 6.8% in areas.

Persons of working age make up 64,7%, younger than working – 29.2% and pensioners at 6.1 %.

From among the repatriates of working age by level of education, 10.6 percent have higher education, 18.6% of secondary special education, 67.2% in General secondary education, 3.6 percent have no education.

The labor relations

In order to improve labor relations carried out:

- Comprehensive plan of preventing social tension and resolving social and labor conflicts (lead of 12 December 2012 No. 1295) (hereinafter – the Plan). Under the Plan monthly, the labor risk Map, which defines the criteria and system of indicators to determine the level of tension in labor collectives. As of September 27, 2016, the number of protests made up 7 (6 - 1 Mangistau and East-Kazakhstan regions);

- Execution of orders of the President of the Republic of Kazakhstan reflected in the program "Social modernization of Kazakhstan: Twenty steps to Society of General work" work continues on the training of employees of enterprises and organizations of the legislation of the Republic of Kazakhstan. In the III quarter of 2016, local authorities on labor inspection of Astana and Almaty on labor legislation held 1 613 seminars.

To regulate labor relations and labor rights protection measures on development of system of social partnership.

In order to stabilize production processes and ensure labor rights and employment of workers between the regional government, employers and trade unions since the beginning of 2015 concludes memorandums. As of October 1, 2016, the number of memorandums of cooperation amounted to 111 thousand of them 1 631 – large (coverage – 85,4 %) and 109 552 – with medium and small enterprises (scope – 66,9 %).

At all levels of the tripartite Commission concluded a General agreement for 2015-2017 years, 22 branch and more than 200 regional agreements (at the level of region, city, district).

Work continues on expansion of enterprises and organizations of the system of collective contractual relations and the conduct of its monitoring On October 1, 2016, a system of collective agreements covered 69,2 thousand enterprises, or with 32.5 % of the number of existing enterprises. The number of large and medium enterprises for 84.4 % has a collective agreement.

Is working to improve the conditions of production (the introduction of risk assessment system, international standards on safety and labor protection certification of enterprises). (for reference: on October 1, 2016, the number of facilities certified for working conditions amounted to 1523, which is at 82.8 % compared with the same period in 2015 (833 sites), the number of embedded international and national standards for safety and labor protection on January 1, 2016 amounted to 1 463.On October 1, 2016 for the production suffered 1186 people (in the same period last year – 1280), while the death toll was 193 people (in the same period of 2015 – 187).

The Ministry provides weekly monitoring of wage arrears and together with the General Prosecutor's office, regional anti-crisis headquarters of measures for its repayment.

According to local Executive bodies, on October 6, 2016, expired (over three months) wage arrears in 19 enterprises amounted to 200,1 million tenge before 1 212 workers (6 Oct 2015 to 17 companies were 271,9 million tenge in front of 762 employees).

Wage arrears have in Akmola (14.9 million tenge), Aktobe (12.7 million tenge), Atyrau (6.8 million tenge), West Kazakhstan (14.6 million tenge), Karaganda (47.2 million tenge), Kyzylorda (5.4 million tenge), South Kazakhstan (11.8 million tenge) regions and in Almaty city (86.7 million tenge).

On 1 October this year in the course of inspections by state labor inspectors revealed the current debt on a salary in the amount of more than 5.6 billion tenge in 1 381 enterprises before 39 615 employees. As a result of response measures, including tight deadlines and schedules of repayment have protected the rights of more than 36 thousand workers who are paid more than 5,2 billion tenge.

The control over observance of labor legislation is based on the risk assessment system (PDS) introduced since the beginning of 2010.

As of October 1, 2016, the state inspectors of work carried out 7897 inspections, during which revealed more than 13614 labor law violations.

According to the results of violations against legal entities and officials of the organizations state inspectors of labor 3206 imposed fines for a total amount of 446,5 million tenge (01.10.2015 – an increase of 313.4 million tenge).

The Pay of labor

From 1 January 2016 increase in the minimum wage (MW) 7 % - 22 859 tenge.

Analysis of the situation in the area of remuneration of labor shows that average monthly nominal wage per employee for the second quarter of 2016 amounted to 143 600 tenge and increased in comparison with the corresponding period in 2015 by 15.6 %. The real wage index for the second quarter of 2016 amounted to 98.9 % to the corresponding period in 2015.

Healthcare

Demographic and health indicators, and morbidity.

According to preliminary data of statistics Committee of the Ministry of national economy of the Republic of Kazakhstan (hereinafter – Committee for statistics), basic demographic indicators for September 1, 2016 submitted the following figures per 1000 population: natural population growth of 15.74 (for 8 months. 2015 – 15,00), the birth rate of 23.22 (for 8 months. 2015 – of 22.68), and mortality, of 7.48 (for 8 months. 2015 – 7,68).

The rate of natural population growth is below the average level observed in North Kazakhstan (1,81), Kostanay (3,94), East Kazakhstan (of 6.78), Pavlodar (7,12), Akmola (7,38), Karaganda (7,81), West Kazakhstan (12,07) regions and Almaty (12,67).

In the first 9 months of the year 2016 in the Republic, the maternal mortality rate increased by 7.1 % and amounted to 12.1 per 100 thousand live births compared with 11.3 in the same period of 2015. At the same time, the highest rates of maternal mortality registered in Pavlodar (21,3), West Kazakhstan (20,1), Aktobe (19,9) and South Kazakhstan (18,3) regions.

According to the Committee on statistics, the infant mortality rate for the 8 months of 2016 dropped 6.9 % to 9,00 per 1000 live births against of 9.67 in the same period of 2015. The highest rates of infant mortality recorded in Kyzylorda (11,75), South Kazakhstan (10,70) and East Kazakhstan (10,05).

Implemented effective technology (effective perinatal care, integrated management of childhood illness), recommended by who. Continuing education of health care workers on these technologies, as well as for emergency care. To assure the proper volume of care for mothers and children medical of the organization are divided into levels of regionalization of perinatal care. In this connection, it is appropriately the equipment (incubators, infusion pumps, monitors vital functions, modern ventilators, etc.).

To improve the quality of medical care for women and children in the practical activities of the specialized medical organizations embedded assessment tools recommended by WHO.

In order to reduce maternal and infant mortality is carried out daily monitoring of critical conditions of pregnant women, childbirth and postpartum at the level of regions and at the national level.

Regularly held meeting of the Republican staff on urgent measures to reduce maternal and infant mortality with the analysis of each case of maternal mortality (hereinafter - the Headquarters), as well as the results of the analysis of infant mortality. So, for 9 months of current year 10 meetings of Staff.

To reduce child mortality and morbidity from pneumonia, prevention of its complicated forms in the last 5 years is the vaccination of children against pneumococcal infection within the guaranteed volume of free medical care.

For the first 9 months of 2016 endorsed and approved 71 clinical protocols for Pediatrics, 8 - in obstetrics and gynecology.

For the 1st half of 2016, the prevalence rate of the total population of the Republic amounted to 55161,8 on 100 thousand population against 48170,1 in the same period of 2015.

Analysis of incidence of tuberculosis for 9 months of the year 2016 indicates a decline in this indicator in the whole country is 8.2 %, amounting to 54.8 per 100 thousand populations as opposed to 59.7 over the same period in 2015. At the same time, high rates compared to national levels persist in North-Kazakhstan (74,5), Akmola (72,7), Kyzylorda (66,4), Kostanay (65,6) Atyrau (64,4), and Mangystau (59.9 per).

The mortality rate from tuberculosis in the Republic in 9 months of 2016 decreased by 5.7% and amounted to 3.3 per 100 thousand population against 3.5 for the same period in 2015.

The introduction of innovative laboratory technologies for rapid diagnosis of TB and MDR TB has allowed to identify and to reduce the time of the start of treatment. For the period 2016 test drug susceptibility cover 99% of the TB patients.

Coverage of MDR TB treatment TB drugs of the second row is the results of 7 months of 2016 98,6 % (the WHO standard is 85 %).

The effectiveness of the treatment among the first detected patients with pulmonary tuberculosis with bacterial excretion, and stored drug sensitivity 86,7 % (2015 – 87,2%), and among patients with multi-drug resistance to tuberculosis in 74 % (2015 - 74.5). Coverage of TB patients with multi-drug resistant TB with second line drugs accounting for 98.9% (standard WHO -85%).

Held 2 meetings of the Republican headquarters on reduction of tuberculosis on actual problems of tuberculosis with specific decisions.

The incidence of BSK for the first 9 months of 2016 amounted to 2311,2 on 100 thousand population against 2071,2 for the same period in 2015. High performance of this morbidity observed in Almaty city (3294,3) and South Kazakhstan (2877,9), North Kazakhstan (2854,0), Kyzylorda (2823,4), East Kazakhstan (2762,9) and Zhambyl (2664,2).

According to the statistics Committee, for 8 months of 2016, the mortality from CVD amounted to 179,85 on 100 thousand population against 213,18 for the same period in 2015. At the same time, the mortality rate from circulatory diseases is higher than the average noted in Karaganda (337,06), North Kazakhstan (273,96), Akmola (264,95), Pavlodar (216,87) and West Kazakhstan (205,74).

At the same time, the highest indicators of mortality from malignant neoplasm observed in Pavlodar (143,33), North Kazakhstan (134,60), East Kazakhstan (133,43) and Akmola (121,07).

For the first 9 months of 2016, the number of accidents, injuries and poisonings made up 3156,3 on 100 thousand population against 2879,8 for the same period in 2015. This figure is higher than the average level observed in East Kazakhstan (5421,3), Pavlodar (5191,3), Karaganda (4799,3), North Kazakhstan (4392,7) regions and Astana (3793,2).

For 8 months of 2016, according to the Committee on statistics of the deaths from accidents, poisonings and injuries decreased 77,44 on 100 thousand population against of 86.50 in the same period of 2015. The mortality rate is higher than the average rate observed in the North Kazakhstan (132,75), East Kazakhstan (126,66), Kostanay (112,84), Akmola (105,13) and Pavlodar (101,22).

Medical aid to the population and healthcare resources.

On January 1, 2016, medical assistance to the population of the Republic have 901 hospital (703 system MHSD RK, 161 private and other agencies - 37) and 3 149 outpatient organizations (2 141 system MHSD RK, 941 private and other agencies – 67).

Rural population, health care is provided 143 Central and district hospitals, 61 of the rural district and rural hospitals, 1585 medical and outpatient services, 4060 obstetric and medical items.

The number of beds (public health care) for 9 months of 2016, decreased to 92 321 vs. 94 487 in the same period of 2015. The indicator of availability of beds in 9 months of 2016 amounted to 51.7 per 10 thousand populations against 53.7 in the same period of 2015.

In 9 months of 2016, the hospital organization of the Republic was admitted for treatment 2059,7 thousand patients against 1997,7 thousand patients over the same period in 2015.

For the first 9 months of 2016, the number of doctors per 10 thousand population was 29.5 vs. 29.8 million for the same period in 2015, the average medical personnel – 79,0 per 10 thousand population compared to 78,4 respectively.
