During the years of independence, Kazakhstan has significantly improved health indicators

About that today at the briefing in the MHSD of the RK Vice-Minister of health and social development of Kazakhstan Aleksey Tsoy.

At the beginning of his speech, he noted that as a result of improved socio-economic situation and implementation of reforms in health care in recent years, Kazakhstan has experienced positive medical and demographic changes. So, as of January 1, 2016, the population of the Republic in comparison with 2000 increased by 19% and amounted to 17 million 671 thousand. 

With the successfully implemented State program on health reform 2005-2010 and the State program on healthcare development "Salamatty Kazakhstan" for 2011-2015, the expected life expectancy at birth increased by 4.4 years and was by the end of 2015, the 72 year against 67,6 in 1991. 

"The birth rate of the population increased by 9.8%. Maternal mortality has decreased by 5.4 times, infant - 3 times. Total mortality during the years of independence decreased by 6%. This is achieved by reducing mortality from the major causes: from diseases of the circulatory system 1.9%, malignant tumors by 33%, accidents, injuries and poisoning - by 23.1%. The incidence of tuberculosis decreased by 9% and mortality by 66%," - said Aleksey Tsoy.

The Vice-Minister added that due to the wide vaccination coverage over the past 25 years, the incidence of mumps has decreased in Kazakhstan in 435,9 times rubella - 879,6 times, diphtheria – 30 times, a whooping cough – in 7,6 times. The incidence of viral hepatitis b among children has declined in 1234,5 times, among the adult population is 31.5 times. Over the past 25 years in Kazakhstan was not a single case of tetanus among children under 14 years. 

"Thanks to systematic work on the prevention, diagnosis and treatment of HIV infection, held in Kazakhstan over the years of independence, the Republic managed to keep the spread of HIV at the concentrated stage, i.e. among vulnerable groups of the population. In the past two years, the world economic forum's index of Global competitiveness index "HIV Prevalence among population aged 15-49 years" of Kazakhstan, with a figure of 0.18% is in the group of countries occupying the first place," he informed.

  Aleksey Tsoy also noted that as a result of the measures taken to ensure system health professionals between 2007 and 2015, the shortage of medical personnel at the national and regional levels decreased by 34% or more than 2 thousand people. Due to the increase of the issue in medical schools in the period from 2005-2010, the shortage of doctors is reduced in all specialties. From 2002 to 2015 for refresher courses and re-training has trained more than 330 thousand professionals of the health care industry, including abroad – 2.6 million «Over the years of independence Kazakhstan at the expense of the state budget is built and put into operation 1312 health care facilities, including 8 medical research centers, 32 specialized medical centers, 176 hospitals, clinics 144, 907 outpatient clinics, 45 specialized health care facilities (centers blood pathoanatomical Bureau, etc.). Of the total number of health facilities, 87% of organizations providing primary health care.

  Created by such major medical organizations as: national scientific center of motherhood and childhood, Republican children's rehabilitation center, Republican diagnostic center, Republican scientific center for neurosurgery, the national research center of Oncology and Transplantology, national research cardiac surgery center and others," said Mr. Choi. 

The Vice-Minister stressed that in recent years Kazakhstan is actively developing high-quality health care annually increased number of unique operations, which used to our citizens if necessary, was done abroad. 

"Every year, we make about 40 thousand cardiac surgeries, more than 35 thousand neurosurgical operations. From 2012 to October 2016 in Kazakhstan held 1011 organ transplants from living-related and posthumous donors. Among them: kidney – 793, liver, – 170, heart – 41, light – 5, pancreas - 2. Also conducted 41 hematopoietic stem cell transplantation in children", - he said. 

In conclusion, Alex Choi said that for the next 4 years’ strategic objective in health is to increase life expectancy of the population to 73 years by 2020.

To achieve it within the framework of State health development program "Densaulyk" for the years 2016-2019 (hereinafter - the state Program) provides a number of tools. One of them is the Program of disease management (hereinafter HSS), based on a partnership between a multidisciplinary team of specialists of primary health care and patient embodied the social contract. 

This year HSS pilot implemented in 23 primary health care organizations in 7 regions (Pavlodar, Kostanay, Karaganda region, West-Kazakhstan, North-Kazakhstan region, Astana and Almaty) on three diseases: hypertension, chronic heart failure and diabetes. In years 2017-2019 planned extension of the QSP to 5 diseases and implementation across the country.  

Another important aspect of the Program is the introduction of an integrated model of medical care in 5 main diseases and conditions that significantly affect the demographics of the population (acute myocardial infarction, acute violation of cerebral circulation (stroke), malignant neoplasms, trauma, obstetrics and maternal-fetal medicine). "For each area will be the whole cycle of services: prevention, curative measures, including rehabilitation, clinical supervision, medical and social services. The services that require sophisticated equipment and specialists with high qualifications, will be centralized at the district, regional, and national levels. And services that do not require complex technological equipment, will be in the medical organizations at the place of residence. Thus, it will be implemented on the routing mechanism of the movement of patients to improve the quality of services, reduce waiting time, destination exceptions unreasonable methods of diagnosis and treatment," she explained.

Azhar Tulegalieva also noted that when the MHSD established 5 coordination councils on implementation of integrated models of care (for each disease), which carried out work on training of health workers at all levels, revised standards of care, improved clinical protocols, algorithms, processes, and routes of patients.

Recall that in Kazakhstan there are more than 700 fixed and more than 2 thousand outpatient government organizations, which employ more than 190 thousand medical workers, including 53 thousand doctors.  

Also medical aid to the population have 161 more than 700 inpatient and outpatient health care organizations with private ownership. The government deployed more than 105 thousand hospital beds.

Annually in Kazakhstan inpatient treatment receive more than 2.6 million people, nearly 112,9 million outpatient visits, and serves approximately 7 million ambulance calls
