Today at the plenary session of the Senate of Parliament of Kazakhstan the deputies adopted in two readings the draft Law "On amendments and additions to some legislative acts of Kazakhstan on compulsory social health insurance."
The bill provides for a change in the timing of payments and contributions to the social health insurance Fund (hereinafter the Fund), and, accordingly, the postponement of the start of functioning of all processes in the system of mandatory social health insurance (hereinafter – OSMS).
Thus, the beginning of the transfer of state contributions to the Fund are invited to transfer from 1 July 2017 to 1 January 2018.
The start date of deductions and employer contributions, individual entrepreneurs, private notaries, private bailiffs, lawyers, professional mediators, individuals receiving income under contracts of civil nature, the Foundation of the plan to migrate from the 1 January 2017 1 July 2017.
Payments from the Fund for the provision of medical care in the system, the OSMS would commence from 1 January 2018. The right of individuals to receive medical care in the OSMS and the choice of health organization under articles 5, 6 and 7 of the Law "On compulsory social health insurance", will also be implemented from 1 January 2018.
In addition, this draft law introduces amendments and additions in the Law RK "About education" regarding the transfer of functions of health care for students in secondary education institutions that are not related to residential care, from education to the health care system, i.e. hospitals.
Recall, November 16, 2015 the President of Kazakhstan signed the Law "On compulsory social health insurance", developed in the framework of 80 step of the Plan – 100 steps on implementation of five institutional reforms of the President. The document provides for the development of Kazakhstan's system of health insurance tailored to international best practices, based on mutual responsibility of the state, the employer and each individual.
To enhance and protect the health of school-age children, meet the needs of students in high-quality and affordable preventive medical care directed by the State healthcare development program "Densaulyk" for the years 2016-2019, approved by presidential decree of January 15, 2016, envisages further development of the school of medicine in the health system.
