The Minister of health and social development of Kazakhstan Tamara Duysenova told the participants of the meeting about the arrangements envisaged in the draft programme for the development of productive employment and mass entrepreneurship.
"The program of development of productive employment and mass entrepreneurship aimed at creating an effective system for obtaining in demand on the labor market, qualifications and skills, the development of mass entrepreneurship, creation of effective model of labor intermediation, including support for socially vulnerable groups of the population. Its main objective is the involvement of self-employed, unemployed and other persons without qualification in productive employment," - said Tamara Duysenova.
The program provides:
1. Training tailored to the needs of the labor market (training with technical and vocational education, short-term vocational training of skilled workers);
2. The development of mass entrepreneurship (entrepreneurship training, business lending initiatives, securing microcredit);
3. The development of the labor market (assistance in employment, increase labor mobility, the creation of a unified information base on employment, employment through development of infrastructure and housing).
In the first part of the program will be organized mass training in demand occupations to empower citizens for self-employment or start their own business.
Young people aged 15 to 24 years can receive free professional technical education College-based.
Citizens aged 25 to 44 years, in need of retraining, will be able to take free short courses of dual training for more profession. Recruitment and training of the contingent will be made based on the needs of regional economies and the demand of employers. A significant part of the training will take place in the workplace.
The second direction of the program conditions will be created for the stimulation and development of mass entrepreneurship. For these purposes, provides: the Union of all types and micro-credit tools currently used in various programs; provision of microcredits in villages and in cities.
The main task - ensuring the availability of microcredit to the unemployed and self-employed people, allowing them to open or expand a business, to create cooperatives or to improve the essential for enterprise infrastructure.
The credits will increase to 16 million tenge, with maturity up to 7 years and save annual rates for the loan at 6%.
The third direction of the program provides for increased targeted support in employment of certain categories of citizens, increase of mobility of labor resources and development of infrastructure of the labor market.
"Employment of socially vulnerable categories of citizens will be carried out with the use of tools used in the program "employment Road map 2020". This, in particular, youth practice and social jobs, public works, popular among youth, women and persons with disabilities," - said Tamara Duysenova.
To improve labor mobility provides for the provision of state support measures to persons who voluntarily relocated to the regions designated annually by the Government. To encourage the relocation will be provided for existing social package (means in the primary adaptation, reimbursement of travel expenses and baggage allowance).
For the development of infrastructure of labor market, the creation of a Unified information base of the labor market (labor Exchanges) for job search and assistance in selection of personnel.
