In 2016, the local Executive bodies to employers for attracting foreign labor workforce (hereinafter - FLW) for implementation of labor activities in the territory of the Republic of Kazakhstan issued 36 thousand 792 resolution.
Of them issued 2 076 – in the first category (managers and their deputies), 7 043 – in the second category (heads of departments). The main part of permits for foreign labor workforce was issued for the third (specialists) and fourth (qualified workers) category – 16 811 people and 8 542 persons, respectively.
Last year the FLW was attracted to 3 768 employers who have operated 470 398 Kazakhstan citizens, representing 94% of the total number of employees.
The main countries of origin of labor migrants have been China – 12 699 people, Turkey 3 502 persons, Uzbekistan – 1 564 people, UK – 1 474 people and India – 1 388 people.
Meanwhile, in 2016, employers who attracted the FLW, for citizens of Kazakhstan created – 16 259 job places, providing vocational training and retraining – 1 340 Kazakhstan citizens, carried out professional development courses - 5 427 local workers and 11 foreign specialists were replaced by Kazakhstan workers.
From 1 January 2017, Kazakhstan has introduced a new simplified regime to attract foreign labor, according to which the terms of issuance of work permits and revoked administrative requirements for employers.
Instead of these special terms and conditions, employers must pay a tax levy. Fee rates are established in the corridor from 137 to 250 MCI, depending on the category of foreign labor and industry, is approximately KZT 290 to 530 000.
Remain requirements for employers to comply with the conditions on local content in personnel: managers and their deputies – not less than 70%, technicians and skilled workers – at least 90%.
