About it today at the enlarged meeting of the Collegium of the MLSP RK at the end of 2016 and plans for 2017, held with the participation of representatives of the presidential Administration, Prime Minister's Office, Central state bodies, deputies of the RK Parliament and Deputy governors of regions, said Minister of labor and social protection of population of Kazakhstan Tamara Duisenova.
The Minister reminded that the Head of state set the MLSP RK the task of gradually increasing the level of social security of citizens in 2017-2018.
"In the first stage, from 1 July 2017, the size of solidary pensions will be increased by 11%, subject to a 9% increase at the beginning of the year; the size of the basic pension will be increased by 13%, taking also into account the 7% increase at the beginning of the year. In the end, we provide increase of pensions to 20% from 1 July 2017, compared with the size of pensions in 2016. This increase applies to all pensioners, or more than 2 million people. In specifying the budget for this purpose, it provides about KZT 80 billion," - said the Minister.
According to it, in the second phase, from January 1, 2018, will be increased benefits for disability, survivor benefits and the basic pension to 16% in connection with change of the subsistence minimum, which will be calculated under the new methodology.
The third phase of the increase will affect only the basic pension and will be implemented from 1 July 2018. This is due to changes in the methodology for the basic pension appointment. In accordance with the new approaches it will be assigned depending on the length of the pension system, which includes work experience before 1998 and the period income of pension contributions to accumulative pension system since 1998. For these purposes from the Republican budget for the second half of next year allocated KZT 147 billion.
"I want to draw the attention of the heads of territorial departments of the Committee of labor, social protection and migration, branches of the Directorate of State corporations to citizens (centers for payment of pensions and allowances) that the basic pension will be recalculated for all pensioners. First, on the basis of work experience prior to 1998 available in their pension schemes. That is, the representation of pensioners additional documents on the work experience is not required. Secondly, in case of their participation in the pension system, information on transfers of compulsory pension contributions will be provided from a Single account information database of the Center for human resource development of the MLSP RK. The submission of any additional certificates is also not required," - said Tamara Duissenova.
However, the head of the MLSP RK noted that to date, more than 1 million self-employed people do not participate in the pension system. These people upon reaching retirement age would receive only a basic pension equal to 54% of the SM.
"Deputies akims of regions, heads of employment centers, territorial departments of the Ministry will need to undertake targeted work with this category of persons and, if necessary, to register them in the employment centers as unemployed or unproductive self-employed and to take steps to provide them with state support in the framework of the development of productive employment and mass entrepreneurship," - said the Minister.
