About it today at the enlarged meeting of the Collegium of the MLSP RK at the end of 2016 and plans for 2017, held with the participation of representatives of the presidential Administration, Prime Minister's Office, Central state bodies, deputies of the RK Parliament and Deputy governors of regions, said Minister of labor and social protection of population of Kazakhstan Tamara Duissenova.
At the beginning of her speech, she recalled that in her last Message to the people of Kazakhstan the Head of state announced the transition to the third upgrade, which should ensure the entry of Kazakhstan into number of 30 developed countries in the world and has set the Ministry a number of specific tasks for solving problems in social-labor sphere.
"The first task is the modernization of the labor market. It envisages the implementation of three important measures. The first of them is the increasing of manpower to empower their self-employment or start their own business," - said Tamara Duissenova.
The Minister noted that last year uncovered there were more than 26 thousand vacancies declared by employers. These jobs could not qualify 26% of young people from among the economically active, as they have only school education. And on the profession of the majority of graduates of higher and secondary special educational institutions there is no demand in the labor market or their qualifications do not meet the requirements of employers.
"To prevent the deepening of this trend and increase the manpower on behalf of the Head of state developed a new Program of productive employment and mass entrepreneurship (hereinafter - the Program). Its main goal is the organization of mass training of citizens in demand on the labor market professions or entrepreneurship.
In this regard, we together with local authorities we will, first, determine the number of jobs created. This work has already begun, according to preliminary calculations, the total number of jobs created in the framework of implementation of state and sectoral programs and regional development programs, will amount to 154 thousand In the second place, it is necessary to represent the citizens of the list of professions demanded by the labor market or the priority directions of entrepreneurship. This list will be determined on the basis of the comprehensive plan, formed by the local authorities, and vacancies declared by employers to employment centers and electronic resources. Third, training citizens to obtain them for free first profession in organizations of technical and vocational education (further – VET) and second profession in the framework of short courses. The state will fully cover the cost of tuition, pay a stipend to reimburse expenses for travel and accommodation and will also provide disposable hot meals for students at Vet institutions," - said Tamara Duissenova.
To ensure the effectiveness of short courses in conjunction with local authorities will implement the following special projects:
- training of teachers and professional nannies for children of preschool age in order to involve women's retirement age to productive employment with the ability to open mini-gardens at home;
- training of trainers in social work to care for persons in need of special social services, with the possibility to open houses of small capacity for this category of citizens;
- entrepreneurship training in the framework of the project "Bastau Business" implemented by the National chamber of entrepreneurs of Kazakhstan "Atameken";
- training demanded in the labor market or declared by employers professions;
- mass teaching of computer literacy.
To ensure availability of training to citizens living in remote rural areas, will be organized mobile training centers: in the form of mobile systems with special classes in Akmola, Aktobe, East Kazakhstan, Mangistau and Kostanay regions; on the basis of small schools in remote rural localities; on the basis of employers.
"Upon completion of training there will be an independent assessment of knowledge, skills and abilities of each participant of the Program and its results, they will be awarded a certificate. The person who received it, will be able to work independently, can be directed to vacant jobs, social jobs and youth practice, to obtain a loan and start their own business", - informed the Minister.
Tamara Duissenova noted that the loans for the Program participants in the cities will be issued by the Fund "Damu", and in the villages and small cities Fund support for agriculture and Agrarian credit Corporation. The amount of the granted credits increased to 8 thousand MCI (up to 18 million tenge) with a period of 5 years (the livestock and agricultural cooperatives up to 7 years) and annual interest rate to 6%. For loans through the Agricultural credit Corporation introduces the mechanism of loan guarantee: up to 85% for start-up entrepreneurs and up to 50% for existing.
This year, budget expenditures on the Program amounted to 85.3 billion.
The second step in the modernization of the labor market, the Minister mentioned the management of the flow of labor from one industry to another.
"It is also a world trend of economic development. In connection with the introduction of new technologies and changing demand for products is changing the sectoral structure of production. If in 80-ies years in the national economy largest share of the employed population were in the industrial sector, in recent years the service sector. There are new production and profession. In this regard, we jointly with employers and local Executive bodies is necessary for regions to determine the list of industries and enterprises, introducing new technologies and planning to reduce jobs, and to develop and ensure implementation of the roadmap for specific training and retraining redundant workers for other activities," - said Tamara Duissenova.
As part of the modernization of the labor market in Kazakhstan will create a single electronic exchange, where they will find all the information about job vacancies and job seekers. In this regard, this year it is planned to reformat the work of employment offices.
"Provides for the implementation of new standards of rendering of services, the transformation of employment centers of the state institutions in the public utility company on right of economic management. This should allow, as in the private sector, to pay work of workers centers on the end result. It is also planned to equip the employment centers with new computers, install software, provide access to all information systems of the MLSP RK and of the reference databases. To improve the service rendered services this year we plan to introduce digital Queuing at employment centers located in the cities of Astana, Almaty and regional centers," - said Tamara Duissenova.
According to the head of the MLSP RK, the third important component of the modernization of the domestic labor market is balanced migration policy. The Minister recalled that since the beginning of this year in Kazakhstan, there are new approaches for hiring foreign workers. Now for each of the specialist employers pay fees the amount of which differentialsa by industry and skill level of workers. Foreign qualified personnel the opportunity to arrive in Kazakhstan to find a job in the profession included in the list of popular professions in priority sectors of the economy.
"Local Executive bodies and employers will need to comply with the law, as the issuance of permits to foreign professionals, and giving them jobs and setting salaries.
We need a balanced migration policy, focused primarily on the attraction of skilled personnel. Currently, we have prepared a draft Concept of migration policy of ensuring national security in the context of the threats associated with migration; the optimal resettlement of citizens and migrants in the country; ensuring the needs of the economy in the necessary labor force," - said Tamara Duissenova.
The next task set by the Head of state to the MLSP RK, is the gradual increase of the level of social security of citizens in 2017-2018.
"In the first stage, from 1 July 2017, the size of solidary pensions will be increased by 11%, subject to a 9% increase at the beginning of the year; the size of the basic pension will be increased by 13%, taking also into account the 7% increase at the beginning of the year. In the end, we provide increase of pensions to 20% from 1 July 2017, compared with the size of pensions in 2016. This increase applies to all pensioners, or more than 2 million people. In specifying the budget for this purpose, it provides about KZT 80 billion," - said the Minister.
According to her, in the second phase, from January 1, 2018, will be increased benefits for disability, survivor benefits and the basic pension to 16% in connection with change of the subsistence minimum, which will be calculated under the new methodology.
The third phase of the increase will affect only the basic pension and will be implemented from 1 July 2018. This is due to changes in the methodology for the basic pension appointment. In accordance with the new approaches it will be assigned depending on the length of the pension system, which includes work experience before 1998 and the period income of pension contributions to accumulative pension system since 1998. For these purposes from the Republican budget for the second half of next year allocated 147 billion tenge.
"I want to draw the attention of the heads of territorial departments of the Committee of labor, social protection and migration, branches of the Directorate of State corporations to citizens (centers for payment of pensions and allowances) that the basic pension will be recalculated for all pensioners. First, on the basis of work experience prior to 1998 available in their pension schemes. That is, the representation of pensioners additional documents on the work experience is not required. Secondly, in case of their participation in the pension system, information on transfers of compulsory pension contributions will be provided from a Single account information database of the Center for human resource development of the MLSP RK. The submission of any additional certificates is also not required," - said Tamara Duissenova.
However, the head of the MLSP RK noted that to date, more than 1 million self-employed people do not participate in the pension system. These people upon reaching retirement age would receive only a basic pension equal to 54% of the SM.
"Deputies akims of regions, heads of employment centers, territorial departments of the Ministry will need to undertake targeted work with this category of persons and, if necessary, to register them in the employment centers as unemployed or unproductive self-employed and to take steps to provide them with state support in the framework of the development of productive employment and mass entrepreneurship," - said the Minister.
One more direction of workforce and social protection of Kazakhstan Tamara Duissenova marked the modernization of social assistance to citizens, which will be implemented through two important conceptual shifts from 1 January 2018.
"The first one involves the transformation of special government benefits to certain categories of citizens. In particular, the special state allowance for the disabled will be integrated with state social disability benefits. To get these 2 benefits to disabled people today have to cook 2 different documents. In accordance with the new approach, to be appointed by one government guaranteed a subsidy that will match the size of the currently received two", she explained.
The same changes will be made in terms of specroscopy paid to mothers of large families (awarded pendants "Altyn Alka", "Kumis Alka" or got before the rank "Mother-heroine" and awarded the order of "Maternal glory" I or II degree). Now for this category of mothers has 3 types of benefits, respectively, provided 3 documents.
"The difficulty lies not only in the delivery of the documents, but also to regulate the procedure of providing social benefits different laws. In this regard, the special state allowance to mothers of many children will be transformed into a "Handbook for mothers" and to get it will be a package of documents" - said the Minister.
The second important change in the system of social support of the population – with effect from 1 January 2018 the new order of rendering of targeted social assistance (hereinafter - TSA) to families with incomes below 50% of the subsistence minimum (currently 40%) on each member of the family, with the condition of mandatory participation of able-bodied family members in active measures to promote employment, which will be granted in replacement of existing:
- special state allowances (hereinafter - SSA) large families;
- state child allowances till 18 years for low-income families;
- targeted social assistance to low-income households.
The new TSA will be classified into 2 types: unconditional and conditional cash assistance.
Unconditional cash assistance will be provided to those families in which no able-bodied members (e.g., families of disabled or elderly pensioners), or families of able-bodied members of which for objective reasons are unable to participate in measures promoting employment (for example, a single mother with children of preschool age). For these families, mandatory participation in employment measures for benefits is not required.
Conditional cash assistance will be given to families, having in its composition at least one able-bodied member, subject to the conclusion of the social contract and mandatory participation of all able-bodied family members in employment promotion measures.
Tamara Duisenova recalled that the basic standard of the social security system is a living wage. On behalf of the Head of state from 1 January 2018 will be the revised method of calculation of the subsistence minimum taking into account the real level of consumer spending Kazakhstan. This will provide for 3 million people increasing the size of basic pensions and allowances for people with disabilities, families, survivors, targeted assistance and allowances for raising disabled children. For these purposes in the budget will be allocated 63 billion.
At the end of his speech, the MLSP RK said that the Ministry will continue work on modernization of system of social service.
"In the first stage, we ensure de-monopolization of the market for the provision of special social services. This gave the opportunity to realize the right of citizens of the organizations that provide services (public sector or non-governmental organizations); to eliminate queues in the children's psychoneurological house-boarding schools; to bring services to consumers.This year we are implementing the second phase conversion, which provides for accessibility of places of residence. In this regard, as I said, in the framework of the development of productive employment and mass entrepreneurship we have proposed regions implementation of two projects (training of counsellors in social work and the opening of low-capacity homes to care for persons in need of spectacular). The implementation of these projects on the one hand will contribute to cover the demand in spectacular citizens living in rural areas, and on the other hand will engage in productive employment of women approaching retirement age themselves persons with disabilities," - said Tamara Duissenova.
The head of the MLSP RK recommended that the Deputy akims of oblasts, heads of employment departments and social programs and employment centers until March 1 to determine the feasibility of these projects in the regions and to start their implementation from 1 April of the current year.
