Today in Kostanay at the meeting with the veterans, the disabled, youth and representatives of NGO the Minister of labor and social protection of population Tamara Duissenova gave a detailed explanation on the increase of pensions and allowances.
The event was attended by councillors akims of the region, cities and districts, heads of regional administrations, territorial Department of the Committee of labor, social protection and migration of the MLSP RK, district and city departments of employment and social programs, healthcare and social institutions, non-governmental organizations, associations of people with disabilities, representatives of councils of veterans and youth organizations.
At the outset, Tamara Duissenova emphasized that the care of older people has been and remains one of the main priorities of state social policy.
"The Message to people of Kazakhstan "the Third modernization of Kazakhstan: global competitiveness," the Head of state was tasked to gradually increase the level of social security of citizens in 2017-2018.
"In the first stage, from 1 July 2017, the size of solidary pensions will be increased by 11%, subject to a 9% increase at the beginning of the year; the size of the basic pension will be increased by 13%, taking also into account the 7% increase at the beginning of the year. In the end, we provide increase of pensions to 20% from 1 July 2017, compared with the size of pensions in 2016. This increase applies to all pensioners, or more than 2 million people. In specifying the budget for this purpose, it provides about KZT 80 billion," - said the Minister.
According to her, in the second phase, from January 1, 2018, will be increased benefits for disability, survivor benefits and the basic pension to 16% in connection with change of the subsistence minimum, which will be calculated under the new methodology.
The third phase of the increase will affect only the basic pension and will be implemented from 1 July 2018. This is due to changes in the methodology for the basic pension appointment. In accordance with the new approaches it will be assigned depending on the length of the pension system, which includes work experience before 1998 and the period income of pension contributions to accumulative pension system since 1998.
"So, if a person worked and made contributions in the Single accumulation pension Fund only 10 years old and does not work, his basic pension will account for 54% of the subsistence minimum, which is equivalent to today's basic pension. For each year worked over 10 years, the basic pension will increase by 2%. For example, the experience of 20 years – the basic pension of 74% of the subsistence minimum, worked 30 years, the basic pension 94% of the subsistence minimum, with the experience of 33 years or more – 100% of the subsistence minimum. It is expected that the result of the allocation base pension equal to 100% of the subsistence minimum will have 45.2% of recipients from 74 to 100 % to 44.7% of the recipients," - said Tamara Duissenova, adding that the average size of basic pension will increase by 1.8 times (up to 87% of the subsistence minimum).
During the meeting the head of the MLSP RK also spoke about the social assistance to citizens.
