In the period January-March 2017 in Kazakhstan in the framework of the implementation of the pilot project " Orleu " conditional cash assistance assigned to 48.3 thousand citizens in total amount of 1 billion 758 million KZT. The largest number of participants registered in South Kazakhstan (35126 people), Zhambyl (3426 people) and Almaty (2569).
During the reporting period, the average per capita income of project participants has increased more than in 2 times (from 5947 15445 tenge to KZT). About 87% of able-bodied participants involved in measures to promote employment. The total number of recipients of targeted social assistance in the Republic decreased by 22.4% compared to the same period last year.
The main objective of the project – testing of a pilot of new approaches of targeted social assistance (hereinafter - TSA), which will be introduced in Kazakhstan from 1 January 2018.
The new TSA will be provided for families with incomes below 50% of the subsistence minimum (currently 40%) on each member of the family, and classified into 2 types: unconditional and conditional cash assistance.
Unconditional cash assistance will be provided to those families in which no able-bodied members (e.g., families of disabled or elderly pensioners), or families of able-bodied members of which for objective reasons are unable to participate in measures promoting employment (for example, a single mother with children of preschool age). For these families, mandatory participation in employment measures for benefits is not required.
Conditional cash assistance will be given to families, having in its composition at least one able-bodied member, subject to the conclusion of the social contract and mandatory participation of all able-bodied family members in employment promotion measures.
Implementation of the project " Orleu ", providing conditional cash assistance to persons who have signed the social contract, began in 2014 in Akmola, East Kazakhstan and Zhambyl regions. From 1 July 2015 similar regional pilot projects were additionally launched in 38 districts and cities at the expense of local budgets (participants were 20,2 thousand). In 2016, a pilot project is being implemented in all regions of the country (participated 38.8 thousand people).
For further implementation of the project in 2017, the national budget provided 7.1 billion. This year the pilot project " Orleu " is planned to involve about 150 thousand low-income citizens from all districts and cities of the country.
