At the beginning of his speech, he recalled that since March 1 in Kazakhstan, the program on the development of productive employment and mass entrepreneurship. Its main tasks: organization of mass training of citizens in demand occupations to increase their possibilities of self-employment, creation of conditions for mass entrepreneurship through lending, as well as promote employment and support labor mobility.
With the beginning of the program attracted more than 80 thousand persons, from them 31 thousand are employed on permanent jobs, more than 20 thousand young specialists were directed to youth practice and social jobs, about 29 thousand Kazakhstanis in community work. Began training on short courses in the framework of the special project 91, in the near future in 5 regions in a pilot mode will be launched the mobile training centers. Issued 260 microloans to start their own business or expand business.
"On behalf of the head of state in address to the nation, "the Third modernization of Kazakhstan: global competitiveness" on January 31, 2017, in order to facilitate the job search process for citizens and skilled employees for employers we have launched an electronic labor exchange. This is a free single data base with information from all stakeholders in the labor market: employment centres (CEP), job seekers, enterprises, organizations of all forms of ownership and recruitment companies involved in recruiting staff. Thus, the creation of this online platform involves the transition from traditional employment to independent mediation recruitment jobs and personnel," said Birzhan Nurymbetov.
According to him, the electronic labor exchange will be formed on the basis of already existing portal enbek.kz. Now the staff of the Center for human resource development of the MLSP RK dealing with the improvement of the current Internet resource, develop new features for the online platform. In particular, the exchange of labor for certain categories of interested persons the possibility of setting up private offices to minimize administrative barriers and automation of reporting.
In addition, the electronic labor exchange will be integrated with the databases of the state authorities to obtain full information on applicants and employees.
"We plan to launch electronic labor exchange in September 2017. Overall its creation, first, will promote the involvement of employers and employees not previously used the search of candidates and vacancies in the Internet and private employment agencies. Second, CEP would essentially be to perform the functions of HR-service, it is free. Third, the electronic labor exchange should be the most easy and familiar way to search for and provision of work", - said Birzhan Nurymbetov.
The Vice-Minister also added that along with the creation of an electronic labor exchange is actively working on the modernization of the centres of employment of the population.
"Provides for the implementation of new standards of rendering of services, the transformation of employment centers of the state institutions in the public utility company on right of economic management. This should allow, as in the private sector, to pay work of workers centers on the end result. It is also planned to equip the employment centers with new computers, install software, provide access to all information systems of the Ministry and of the reference databases. To improve the service provided services in the employment centers of Almaty, Astana and Shymkent introduced electronic queue. Before the end of this year, the e-queue will be introduced in the employment center in all regional centers of the Republic.
To expand citizens access to services of employment centres on the initiative of the Ministry of labor and social protection of population of Kazakhstan and with the support of the Ministry of information and communications in 237 the public CEP service centers organized 272 workstations for specialists of the employment center", - informed Birzhan Nurymbetov.
Another innovative tool implemented by the MLSP RK for employment of citizens is the information system "e-People", which allows to determine the actual number of resident population; to monitor internal and external migration; to maintain records of citizens belonging to socially vulnerable categories, as well as the unemployed and self-employed; to update the information of all state information systems; to provide a General Declaration of incomes of the population.
"We are introducing the system "e-People" in the first place, to resolve employment issues. It will contain data on all persons who have a job, receive social benefits, are unemployed or self-employed. Secondly, this system will allow citizens of Kazakhstan, living in rural areas, to register as unemployed at the place of residence, it does not have to go to the employment center. There, they will provide all the necessary information about what state support they can expect," - said Birzhan Nurymbetov.
"e-People" is an advanced information system "Automated workplace of akim of the rural district", which was launched in pilot mode in may 2015 in Akmola region, from October 2016 – in the Aktobe region.
