1.General provisions

Public services of social and labor sphere provided to the population at the Central and local levels.

The service providers are the Ministry of healthcare and social development of the Republic of Kazakhstan (hereinafter - the Ministry), the Committee of labor, social protection and migration (hereinafter - the Committee) and its territorial subdivisions, local Executive bodies of oblasts, Astana and Almaty.

The mission of the Ministry of employment and social protection: Protection of labor rights, the promotion of productive employment and the welfare of the population.

In accordance with the Register of the state services to natural and legal persons in the social and labor sphere in 2016 provided 32 services, CSA 12, LEA – 20.

In accordance with the Law of the Republic of Kazakhstan "On public services" all 32 of the standard of rendering of the state services approved by order of the Minister of healthcare and social development of Kazakhstan dated 28 April 2015 No. 279.

At the end of 2016, the Register of public services (resolution of the Government dated 15 December 2016 No. 816 "About modification and additions in the decree of the Government of the Republic of Kazakhstan from September 18, 2013 № 983 "On approval of register of public services") supplemented with 4 new public services:

"Payment of the difference between the sum of actually brought compulsory pension contributions, compulsory professional pension contributions taking into account inflation and the amount of pension savings";

- "Registration of job-seekers";

- "Registration of job seekers, as unemployed";

- "Issuance of certificate to the foreigner or person without citizenship on qualification for self-employment".

At the same time in the Register of public services has been optimized 2 services:

- "Registration and statement on the accounting of jobless citizens";

- "Issuance of certificates to unemployed citizens.

The service "Issuance of certificate to the foreigner or person without citizenship on qualification for self-employment" December 30, 2016 was approved by an appropriate standard.

 Development of standards on the other three new services was conducted in accordance with established procedure in 2017.

Thus, as of December 30, 2016 the number of standardized services of social and labor sphere was 33 (CSA – 13, LEA– 20), 32 of which were provided to the population free of charge and a "Results and renewal of permission for attraction of foreign labor power to employers for labor activity on the territory of corresponding administrative-territorial unit, either through intra-corporate transfer" from 1 January 2017 have been provided at both the paid and free basis.

In accordance with the terms and conditions of issue and (or) extension of permits to employers for attracting foreign labor force, as well as the implementation of intra-corporate transfer, approved by order of the acting Minister of healthcare and social development of the RK from 27.06.2016, No. 559, 1 January for the results and (or) permit renewal with employers will be charged tax according to the rates of the fee for issuance and (or) a renewal of the permit for attracting foreign labor force to Republic of Kazakhstan, approved by RK Government resolution from 18.08.2016  No. 459 "On establishing the rates of the fee for issuance and (or) a renewal of the permit for attracting foreign labor force to Republic of Kazakhstan".

At the same time, tax collection is not applicable to employers when issuing and renewing a permit for attracting foreign labor force within corporate transfer.)

During the year the current standards were improved, changes and additions were made by orders of the MLSP of healthcare of January 29, 2016 No. 68, dated June 30, 2016 No. 579, dated December 30, 2016 No. 1142. The changes relate to the implementation of composite services, specification of names of service providers and organizations in charge of receiving documents, etc.

For all 13 standards of public services of the Central level, the Ministry approved 13 of the regulations (order of the MLSP of healthcare from 28 may 2015, No. 407, change the orders of the Ministry of healthcare from 24 November 2016 No. 974, dated January 30, 2017 No. 2).

Central services will be provided by the Ministry. For these purposes, the Ministry has a Department - the Committee of labor, social protection and migration in each region has its territorial departments, as well as JSC "State social insurance Fund", with branches in the regions.

Typically, services at the local level are the district (city) departments of employment and social programs and 1 service referral for active forms of employment assistance – provided directly by the centres of employment LEA.

Services of the Central level. 13 Central-level service providers are:

- 10 types of government services - territorial departments of the Committee of labor and social protection;

- 1 public services – branches of JSC "SSIF";

- 1 service – MLSP;

-1 service - State Corporation "Government for citizens" (table 1).

Recipients address with documents:

1) for 11 facilities in the State Corporation "Government for citizens", in this number of sub services:

2 services for special state benefits and state special benefits at the initial determination of disability, the recipient applies to the territorial Department of the Committee;

 1 service for assignment of social benefits in case of disability during the initial determination of disability the recipient applies to the territorial Department, and for assignment of social benefits in case of job loss when obtaining the status of unemployed - in local Executive bodies;

2) 1 service documents are provided directly to the Ministry;

3) 1 service, referring to the specificity of its presentation, documents are provided directly to the territorial Department of the Committee.

For services transferred into electronic format, then work on full and partial automation made in 9 services, as a result, the e-government portal and in 2016 :

- 3 services fully automated;

2 services can be accessed via the portal for purpose of the 3 subspecies of services;

7 services you can get information about the allowance (partial automation) (table 1).

Services at the local level. 20 public services provided by local Executive bodies, consumers in 2016 could apply with the documents:

- 9 services directly to the local Executive bodies (8 in all departments of employment and social programs and 1 in APSP or to akim of the rural district);

- 5 services on a competitive basis in State Corporation "Government for citizens" or in local Executive bodies;

- 4 services on a competitive basis in State Corporation "Government for citizens", in the departments of employment and social programs, or for governors of rural districts, depending on place of residence;

- 1 service directly to employment centers;

- 1 service only in the State Corporation "Government for citizens" (table 2).

On demand service of the Ministry

Annual growth in the number of recipients of services in the sphere of social protection of the population, given their social orientation, confirms their relevance in the population.

Among the most popular is included.

"The appointment of benefits for child birth and child care" - the number applying for this service amounted to more than four hundred thousand people. This service is included in the system of social support of motherhood and childhood. And not by chance it was the most popular among the population. Since 2006, the Republic implemented a holistic system of support for families with children. Entered into force the Law of the Republic of Kazakhstan "About state allowances to families having children", providing for the payment of a lump sum on the birth of a child-care allowances child reaches the age of one year for all families regardless of their income; allowance for children up to 18 years for low-income families.

In the implementation of the President's instructions, the amount of those benefits gradually increased. Thus, in comparison with 2006, the allowance for the birth of the fourth and more children – in 2016 has increased more than 7 times and amounted to 111 035 tenge; on birth of the first, second, third child – 4,3 times, or 66 621 tenge; the average increase in the monthly allowance for child care up to one year was 4% and in 2016 its size was equal to: for the first child – 12 217 tenge; second child – 14 445 tenge; third child – 16 650 tenge; fourth and more – 18 877 tenge.

In addition, in order to enhance the prestige of large families and their role in the improvement of the demographic situation are paid monthly special state benefit:

- mothers of large families awarded with pendants "Altyn Alka", "Kumis Alka" or got before the rank "Mother-heroine", awarded the order "Maternal glory" I and II degree, the size of which is from the moment of reference (1999) in comparison with the year 2016 increased 10 times (from 1 to 365 tenge to 13 575 tenge). For 2016 such payments received more than 241 thousand people;

- to large families with four and more minor children living together, since the reference (1999) in comparison with the year 2016 the average benefit increased 6.5 times (from 1 to 365 tenge 8 tenge 824). For 2016 such payments received more than 248 thousand.

Monthly public service "Special government allowance" for the year 2016 in the Republic was getting along with the other categories, which more than 20, about 1.3 million people.

According to statistics, in 2016, the number receiving benefits, how many children awarded to mother, in comparison with 2009 increased more than 2.2 times and amounted to an average 241,9 thousand. Mostly mothers of large families, awarded by the new order.

In 2005, Kazakhstan introduced compulsory social insurance, which included three kinds of social risks, namely:

- in case of disability;

- the loss of the breadwinner;

- job loss.

Since 2008, this list was expanded payments in support of motherhood and childhood:

- in case of loss of income in connection with pregnancy and childbirth, adoption of a newborn baby;

- to care for child reaches one year of age.

For services "the Purpose of social payments from the State Fund of mandatory social insurance in cases of social risks" asked about 452 thousand people.

It should be noted that the composition of the recipients of this service more than 50% are working moms. Only in 2016 was satisfied with the order 172 thousand applications for obtaining social benefits in connection with pregnancy and childbirth, and more than 234 thousand working mothers to receive social benefits in connection with loss of income in connection with child care up to one year.

Introduced in 2010 public service "Benefits for caretaker of a disabled child" are available to parents for a period until the child is disabled 18 years and its size is equal to the minimum wage (of 1.05 MS).

A set of measures to support families with children positively influenced the increase in the birth rate in the country. So, since the introduction of allowances for families with children (2003) at the present time the birth rate increased by 65% (in 2003 born 248 thousand children, in the last year, almost 410 thousand).

Thus, the services of the Department the most popular in category "families with children".

Considering the high demand of public services, the Ministry continues to work to improve the quality of their provision and their accessibility to the population.

2.1. Working with customers

The quality of social services provided to the population, is inextricably linked to the information support. It depends on the awareness of the population, the greater availability and transparency of rendering of the state social services, etc.

To raise awareness of citizens on the procedure of providing public services widely used in information technology, through which you can access information about the development of social and labor sphere, its prospects, the order of providing public services and much more.

Internet resource (IR) is an important means of mass communication, allowing us to quickly inform the population and to obtain feedback on the most pressing problems.

To date, IR has become an integral and important component of the information-ideological work of the subjects of the information space.

Currently IR the Ministry has a convenient intuitive interface, design and structure, ensure smooth operation and effective protection, information support of regional divisions of the Ministry; implemented a version for the visually impaired and mobile version.

In 2016, the number of applications received for IR Department amounted to 1 895.

To obtain an objective picture of the ranker on IR placed Kazakhstan counter zero.kz.

It is gratifying to note that the IR Ministry in ranking zero.kz included in 5th the most visited IR state bodies registered in the category "state and society".

In 2016, the Ministry carried out work on standardization of public services in social and labor sphere in accordance with the Register of public services, which the Ministry introduced a number of changes. The draft standards 33 were available for citizens on the web portal of "electronic government", Internet resources of the Ministry and local Executive bodies.

2.2. Activities to improve the provision of public services

The results the automation and optimization of public services

In 2016 entered into force regulatory documents governing the new automated services. So, in 2016, in addition to the already existing e-services, customers can apply on an alternative basis through the web portal of "electronic government" www.egov.kz for the appointment of social payments in case of job loss, in case of loss of income due to care for child reaches one year of age, state special allowance by age.

Also taking into account the developed IT infrastructure in the socio-labor sphere, in recent years the issue related to the number of services for people with disabilities in one electronic composite service, the result of the receipt of the order of 7 types of services the disabled person it will be enough time to contact the Department of LG, where the disability he'll be able to apply for other types of services local and Central level.

In 2016, according to Central level regulations were adopted and completed technical work.

During the initial determination of disability, the citizen will be the appointment of the state social disability benefits, state disability benefits and social benefits for the disability (if he was a participant of the social insurance system).

Thus, in the period from 15 February to 31 December 2016, the number recognized as disabled for the first time was 45.6 thousand people, including 33.9 thousand disabled given composite service, which amounted to 74%.

 Only the remaining 11.7 thousand (26%) state service disability was provided in the usual format for the following reasons:

- providing incomplete set of documents – 835;

- examination of persons of pension age – 3 713;

- children up to 18 years – 5 798 people;

- at home, in hospitals, in absentia, in correctional institutions – 947;

the recipients of SSP – 198;

- no request ICS – 73 cases;

- technical reasons – 191 case.

Activities aimed at professional development of staff in the provision of public services.

Every year in the SI, "refresher Courses MHSD" professional development are the employees of territorial departments of the Committee.

In 2016 trained and tested 243 specialist of territorial departments of the Committee. The training program includes such topics as: "the exercise of control in the area of retirement and pension provision"; "Actual questions of medical-social expertise and rehabilitation of disabled persons", etc.

In the framework of the implementation of measures to improve the quality of public services, for the year 2016 terdepartmental Committee and offices of the State Corporation held on 7 812 raising the quality of public services (technical training of experts on the application of legislative and legal acts concerning the payment of pensions and benefits, and compliance with the order of rendering of the state services: seminars, round tables and other activities to improve the quality of public services), the coverage of which amounted to over 40 thousand people. Training courses on the provision of public services were still 215 specialists (territorial departments and offices of the SCPP).

For example, from 3 to 4 November 2016 in Astana on the basis of SI "Courses of improvement of qualification of personnel in social and labor sphere" training on issues of state policy in the field of migration were workers of the directorates of migration of local Executive bodies of regions, Astana and Almaty. At the seminar Deputy Chairman CLSPM A.Zh. Karzhaubaev was clarified questions "About introduction of new mechanisms in the field of ethnic and internal migration", according to the draft Law "On amendments and additions to some legislative acts of Kazakhstan on migration and employment".

84 in the implementation step of the Plan "100 steps" the law of the Republic of Kazakhstan dated October 28, 2015 "On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of social protection of the population," providing a system of social assistance through implementation of targeted social assistance (TSA). Currently, work is underway on the provision of conditional cash transfers on the basis of the social contract throughout the Republic. In order to quality for the provision of conditional cash transfers, the Ministry jointly with the world Bank was held a Republican seminar for employees of regional managements of coordination of employment and social programs, with coverage of about 110 people.

Along with this, in cooperation with local administrations in 8 regions have organized training seminars on the ongoing reforms in the social sphere, in particular on the project "Orleu" and a new format of targeted social assistance for employees of local Executive bodies (employees of regional departments of social services. protection district and city centers of employment, etc.), it covered about 630 people..

2.3. Control over the quality of public services

Committee in 2016, under the internal control carried out the methodological quality control and timeliness of public services, timeliness of payment, procedure of ISI and implementation of individual programs of rehabilitation of the disabled in Almaty, East Kazakhstan and Zhambyl regions.

The verification covers the period 2014 - 2016 was tested 5 204 case layouts. Addressed issues of completeness and timeliness of payment of pensions and benefits.

By results of check for shortcomings in the work, for the lack of control over the quality of public service provision to the Deputy head on social issues and ISI disciplinary sanction in the form of strict reprimand and comments in the Almaty region, in the form of reprimand to the Deputy head of social Affairs Department of Zhambyl region. Accordingly, at the departmental level to the disciplinary responsibility in respect of specialists who have committed violations.

In accordance with the decree of the Minister of civil service Affairs of the Republic of Kazakhstan from February 16, 2016 No. 35 carries out quarterly monitoring of the quality of services provided.

In the reporting period were 3 complaints of customers and one complaint in connection with violation of terms of providing of public services (table 3). In respect of perpetrators, measures taken in the form of disciplinary action.

The evaluation of the quality of public services in 2016 conducted by the Agency for civil service Affairs and countering corruption of Kazakhstan (hereinafter – the Agency), the Ministry has 48,86 points, lower by 4.73 points in comparison with the results of the evaluation in 2015.

Basically, the loss of points was developed according to the following criteria:

- "level of satisfaction with quality of public services", 25 out of 50 points. Public monitoring of the quality of public services conducted in 2 kinds ("the Appointment of a special government allowance", "disability and/or degree of disability and/or determination of necessary measures of social protection");

- "measures on observance of terms of rendering the state services," 14.21 points out of 20 possible, due to violations of terms of rendering of state services and the lack of positive dynamics on reduction of terms of their provision;

- "optimization of public services", 14.65 points out of 30 possible. The calculation of the final scores produced on the basis of different degrees of optimization of public services in terms of their provision, as well as discovery of documents, which can be obtained from the information systems of the public authority (in the reporting period, the Ministry conducted work on optimization, 29 standards).

The results of public monitoring of quality of rendering public services.

In the reporting period, LLP "research centre "Bilim" was conducted public monitoring of the quality of public services, with covered 2 services of social and labor sphere "the Appointment of a special government allowance", "disability and/or degree of disability and/or determination of necessary measures of social protection".

            Comments of customers:

75,8 % of customers completely satisfied with the quality of the public service – 5 points. Rather satisfied than not 17.1% of respondents (4 points). 4.3% of respondents rated the quality of the service just for the 3 points "partially satisfied", partly not satisfied 0.5% and "absolutely not satisfied" with 1.4% of reciever.

In General, we can note a fairly high level of overall satisfaction with the quality of this service – the average score was 4.67 out of a possible 5.

The average time of waiting for the results of the public service as a whole meets the Standard.

2) "disability and/or degree of disability and/or determination of necessary measures of social protection", the survey covered 105 respondents.

Comments of customers:

64.8% of customers completely satisfied with the quality of the public service – 5 points. Rather satisfied than not 22.9% of respondents (4 points). 6,7% of respondents rated the quality of the service just for the 3 points "partially satisfied", partly not satisfied with 1.9% and "absolutely not satisfied" with 2,9% of reciever.

In General, we can note a fairly high level of overall satisfaction with the quality of this service – the average score was of 4.46 out of a possible 5.

4. The prospects for further efficiency and enhance the satisfaction of customers with the quality of public services

In 2017, pursuant to paragraph 22 of the National plan of measures on realization of President's address to the people of Kazakhstan, the Ministry together with the Ministry of Informatization and communications of Kazakhstan conducts work process optimization of public services, including for business, reduction of terms and list of documents, elimination of duplicate procedures and transfer them completely to the electronic format. To achieve this goal, the Ministry together with the competent authority in Informatization will continue the automation of services.

On an ongoing basis analyses of initiative proposals from the Central and local Executive bodies - updating the Register of state services, identifying new services, and optimization (automation) of the public services, translation of service in Public Corporation "Government for citizens".

A complaint from gr. Zinelova Zh.Zh. came to the site of the state enterprise "SCPP" 21.01.2016 . on the issue of assignment of pension payments (retirement on superannuation of the line transport Prosecutor's office, basic pension payments).
