I. Strategic direction.
Ensuring the social protection of the population
Goal 1.1: the Provision of social security services
Social support for families with children
In accordance with the legislation was state support for families with children, for 2016:
- allowance for the birth of a child received 438,1 thousand people (9.8 % more than in 2015), worth 32.3 billion tenge, on June 1, 2017 -122,8 thousand people (a decrease of 23.1 % of the same period last year) worth 9.8 billion tenge;
- the allowance for child care until they reach one year covered in the average of 143,3 thousand people (0.7% of the same period in 2015) in the amount of 30.9 billion tenge, on June 1, 2017 - on average 148,4 thousand people (an increase of 6.1% in the same period of the previous year) for amount 13,4 billion tenge;
allowance caretaker of a disabled child, received an average of 73.4 thousand people, for a total amount of 21.7 bn tenge, on June 1, 2017 - an average of 76.1 thousand people, totaling 9.9 billion tenge;
-allowance for children up to 18 years from low-income families covered by 576,1 thousand children, the sum of assignments amounted to 11.3 billion tenge, on may 1, 2017 - 450,9 thousand children, which is less in comparison with the situation on may 1, 2016 6.4 %, the sum of assignments amounted to 3 514,1 million tenge.
For 2016 the social benefits of SSIF case of loss of income in connection with caring for a child reaches one year of age, paid in the amount of 69 billion tenge 211,5 thousand recipients;5 months 2017 paid 28.7 billion tenge in may, the number of recipients amounted to more than 197 thousand.To social benefits in case of loss of income in connection with pregnancy and childbirth, adoption (adoption) of a newborn child (Ren) from the SSIF than 56.5 billion,over 5 months of 2017 25.9 billion tenge.
Adopt comprehensive measures had a positive impact on the demographic situation in the country, as evidenced by the annual increase in the number of births. So, if in 2003 the country was born 248 thousand children, then in 2016 400,2 thousand children.
Pursuant to the instructions of the head of state from 1 July 2017, the amount of the lump sum on the birth of a child will increase by 20 %. Thus, it will be 86222 tenge, and the birth in the family of the fourth or more children -142947 tenge.
Social security and social insurance
Currently, the country has a multilevel model of the social security system corresponding to the principles of market economy and providing distribution of responsibility for social security between the state, employers and employees on the basic, compulsory solidarity and voluntary levels.
In accordance with the Concept of further modernization of the pension system of Kazakhstan until 2030 (hereinafter – the Concept) to maintain the size of the solidarity pension at an acceptable level, their dimensions are indexed annually ahead of inflation by two percentage points.
In this regard, from 1 January 2016 in accordance with the decree of the Government of the Republic of Kazakhstan from December 10, 2015 No. 985 "About increase of the sizes of retirement benefits from the authorized organization and pension benefits for years of service from January 1, 2016" the size of pension payments increased by 9 percent.
As a result of rising in 2016, the amount of basic pension payment reached 11 965 tenge, EEC subject to the minimum size of pension payments amounted to 37 789 KZT, the maximum size is 77 186 tenge, the average size was 55 117 tenge. Such pension payments receive more than 2 million people last year on these purposes it has been directed from the Republican budget of 1.3 trillion. tenge.
It should be noted that the measures taken to improve the level of pension provision is allowed to exceed the international practice standard to replace lost income (40 %), which in the Republic of Kazakhstan in 2016, according to operative data, amounted to 43.7 % due to the basic and solidarity pension payments.
In the reporting year, continued:
- subsidizing for compulsory pension contributions for working women during their stay on leave on care of children till one year, sposobstvuyuschyy their pension savings to achieve an adequate level of pension provision. In 2016 from the Republican budget on a monthly basis to individual retirement accounts 84 thousand recipients of social payments for child care up to one year from the state, were transferred SSIF to 4.1 billion tenge. From January till may 2017, this subsidy received 83.7 thousand women, and they are listed 1,7 billion tenge. For the entire period from 01.01.2014 the total amount of subsidies amounted to 13.7 billion tenge;
- transfer of mandatory occupational pension contributions at the expense of employers in favor of employees engaged in harmful (particularly harmful) working conditions. As of may 1, 2017 (for the period from 1.01.2014 year 31.04.2017 years) more than 7.5 thousand employers transfers made compulsory professional pension contributions in favor of 423,3 thousand employees, the amount of savings amounted to 113,3 billion.
In the implementation of the Concept, to ensure a uniform approach to all members of the security of structur the issues of pensions, carried out a reform of pension provision of employees of power structures, under which from 1 January 2016 all members of the security forces, regardless of the time of entry into service, are entitled to pension benefits at the expense of the Republican budget.
While maintaining the current procedure for calculating the amount of pension payments (50-65% of pay on the day of dismissal from service within 109 MCI established by the law on the Republican budget).
Features of the present stage of development of the pension system is also taking additional measures to ensure adequate pension payments in connection with collapse of joint retirement.
So, one of the conceptual changes is the introduction of a criterion for assigning basic pension.From 1 July 2018, the basic pension will be assigned depending on the length of the pension system and only when reaching the generally established retirement age (58-63/63).
Its size at the time of participation in the pension system 10 years or less, or its absence, is equal to 54% of the subsistence minimum for each year over 10 years, its size will increase by 2% and with the experience of 33 years or more it will be equal to the subsistence minimum.
Thus, in the medium term, this measure will allow to keep the level of the replacement rate is 40%, and will lay the Foundation and will encourage regular citizens to participate in the pension system.
Another conceptual change is the introduction of the new NDC components of the pension system.
The source of its funding are an additional 5% compulsory pension contributions by employers (CPCBE).
The right to life obtaining NDC pensions will be persons for whom transferred, CPCBE not less than 5 years (60 months), reached retirement age (58-63/63) or having disability group I or II in perpetuity. This provision is envisaged to enter in 2020.
In the current year in implementing the President's instructions envisages a further increase of the sizes of pension payments.
Thus, from 1 January 2017, in accordance with the law on the Republican budget for 2017-2019, the size of pension payments according to age and seniority has increased by 9 %, while from 1 July 2017 it is planned to increase it by 11%, and basic pension by 13%. Thatin the result will ensure their growth to 20 percent by 2016.
Currently (June 1, 2017) the size of basic pension payment is 12 802 tenge, the average size of pension payments with its light – 59 554 tenge.
The amount of state social benefits (SSB) invalidity, loss of breadwinner and age from 1 January 2016 has been increased by 7 per cent in connection with a change in the minimum subsistence level. In addition, from 1 January 2016 (pursuant to the Message of the President of the Republic of Kazakhstan N. A. Nazarbaev to people of Kazakhstan dated 17 January 2014) a further 25 per cent increased the size of SSB disability and loss of breadwinner.
The number of SSB beneficiaries on 1 January 2017 was 692,1 million people, including the disabled 517,6 thousand people, the beneficiaries of the survivor – 171,1 thousand people, by age – 3, 4 thousand people. Their average sizes were formed: 30 374 tenge, KZT 506 27 11 887 and tenge, respectively.
In connection with the change of the monthly index from 1 January 2016 to 7% as increased the amounts and benefits paid from the national budget(state special benefits on List number 1 and number 2, special state benefits, lump-sum birth allowance allowance for child care allowance to parents, guardians raising children with disabilities, lump-sum cash payments to victims of nuclear tests on Semipalatinsk testing nuclear polygon and victims of mass political repressions).
With the introduction in 2005 of mandatory social insurance, formal sector workers have acquired an additional form of social protection upon the occurrence of the 5 social risks.
In the past year, was made social welfare payments 740 thousand recipients in the amount of 142,2 billion tenge, which is 12% more than in 2015.
Thus, the amount of social payments disability and survivor of the state social insurance Fund were increased by 7 %.
In 2016, continued to support low-income families, January 1, 2017:
- targeted social assistance (hereinafter – TSA) assigned to 28,8 thousand persons, a decrease of 24.7 % (compared with the situation in 1.01.2016 g), the sum of assignments amounted to 842,3 thousand tenge or decreased by 15.8% (compared with 2015). The average size of the ASP for the period was 2 438,5 tenge, or increased by 11.9 %.
On may 1, 2017 targeted social assistance (hereinafter – TSA) appointed 17,7 thousand persons less compared to the same period last year by 20.6 %, with the amount of appointments – 236,6 million tenge (in comparison with the year 2016 decreased by 14.3 %). The average size of the ASP for the period was – 3 336,8 tenge, an increase of 8 % compared to the same period last year.
housing assistance was provided to 97.1 thousand families, in the amount of 2.4 billion tenge (compared with year 2015, the amount decreased by 1.1 %), and 1 April 2017 - provided 55,9 thousand families for the sum of 914,5 million tenge (in comparison with the similar period of 2016 increased by 1.4 %). The average amount of housing assistance in 2016 amounted to 2 083,1 tenge on April 1, 2017 - 5 452,8 tenge, an increase of 7.6% compared to the same period in 2016.

In the framework of the 84-th step of the Plan - 100 concrete steps on implementation of five institutional reforms the Law of Kazakhstan "On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of social protection of the population" (28.10.2015 g), in accordance with which will change the ideology of targeted social assistance. From January 1, 2018 will introduce a single benefit, targeted social assistance new format, will kotorobai three existing social benefits for low-income families is specroscopy to families with four or more children allowance for children up to 18 years and targeted social assistance (TSA).
TSA new format will be available to families with incomes below 50% of the subsistence minimum in the form of unconditional and conditional cash transfers, taking into account the presence in the family of able-bodied family members, and also subject to mandatory participation in employment promotion measures. This will strengthen the economic independence and personal motivation of citizens to exit a difficult situation.
From 1 January 2016 the minimum wage is set at the sum of 22 859 KZT,01.01.2017 G. -24 459 tenge. Thus, a secured annual growth of 7%.
Analysis of the situation in the area of remuneration of labor shows that average monthly nominal salary per employee by kinds of economic activities for the year 2016 was 142 898 tenge and increased in comparison with the year 2015 by 13.4% (Q1 2017 - 140 265 tenge, growth in comparison with the corresponding period of 2016 5.6 %).The real wage index for the year 2016 amounted to 98.9 % (1st quarter 2017 98% to the corresponding period in 2016).
Pursuant to the instructions of the head of state from 1 January 2016 introduced a new model of remuneration system for civil servants.
For its implementation in 2016 from the Republican budget for more than 1 million employees of public institutions and state-owned enterprises allocated about 290,8 billion.
In the result, the wages of civil servants increased on average by 30 %, in particular in the field of education on average 29%, healthcare 18%, culture and social welfare on average by 35%.
In the result of measures taken, despite the difficult socio-economic situation, the share of the population with incomes below the subsistence minimum in 2016 does not exceed the level of 2015, and amounted to 2.6 % (2015-2,5%).At the same 5.8 % increase in nominal income per capita, fold in 2016 77 106 tenge.
Goal 1.2. Promotion of efficiency in the provision of services to socially vulnerable layers of the population
Provision of special social services
In accordance with the Law of RK "On special social services" reform of social service system in a phased manner in the public, private and non-governmental sectors implemented standards for the provision of special social services in the hospital environment, equipment and home care, temporary stay.
The costs for 2009-2016 years from the Republican budget for the implementation of standards of social protection system amounted to more than KZT 20 billion in 2017 allocated 1 152,9 million tenge target current transfers.
As of 1 January 2017 the system of social services were covered:
– more than 23 thousand elderly and disabled, including children with disabilities in 110 medical and social institutions stationary type;
With 13.4 million people in 74 organizations semi-permanent type;
– 56,9 thousand people in 508 the departments of social assistance at home for elderly and disabled, including children with disabilities;
– 23,5 thousand people in 25 Centres of social adaptation for persons without a certain residence, including in the offices of night stay and social patrols.
In 2016 the social order on providing special social services was implemented in 16 regions 106 among NGOs, covering more than 6 thousand people.
When this is mastered 939.3 million KZT of Republican budget funds for the implementation of Standards of special social services, including:
- introduction of standartov medical-socialrecruiting -236,4 million tenge;
- placing state social order among NGO – of 702.9 million tenge.
On social protection of persons with disabilities
Special place in system of measures of social support is social protection of persons with disabilities. Currently, Kazakhstan is home to more than 651 thousand disabled people or 3.7% of the total population, 62.8 per cent of them are of working age, 12.2% of children under 18 years of age.
By local Executive bodies of the invalids technical auxiliary (compensatory) means (prosthetic-orthopedic aid, wheelchairs, Surdo and tiflo-technical means), sanatorium treatment, services of sign language and individual assistants, invataxi.
To create conditions for the full participation of persons with disabilities in society and their rights Kazakhstan ratified the UN Convention on the rights of persons with disabilities and improving the whole regulatory framework. For effective organization of work on the ratification of the Convention in the country gradually implemented the Plan of measures to ensure the rights and improve the quality of life of persons with disabilities in 2012-2018, namely:
1. In the framework of the inventory of legislation in the field of social protection of persons with disabilities for compliance with the Convention on the rights of persons with disabilities was adopted the Law "On amendments and additions to some legislative acts of Kazakhstan on protection of rights of persons with disabilities" (signed 03.12.2015, amended 24 of the legislative act).
In its implementation of improved regulations in the field of road, rail, air transport, social security, healthcare, employment, education, interior, housing and information, in particular:
a) changes in Rules of granting and use of housing, that persons with disabilities with disorders of the musculoskeletal system will be provided by the housing above the second floor (RBRK 31.03.2016, No. 163);
b) first approved rules for the provision of technical auxiliary (compensatory) means and special means of transportation of convicts with disabilities and serving sentences in institutions and in detention (order of the MIA RK from 28.12.2015, No. 1088, registered in the MJ of RK 25.02.2016 G. No. 13238);
C) to determine unified requirements to equipment and to productive environment of a workplace of the invalid, hastening the creation of such jobs and the successful integration of disabled persons into working life, approved standards of the workplace of disabled person (order of the MHSD RK from 14.06.2016, No. 519);
g) updated and from 1 January 2017 effective is the List of technical auxiliary (compensatory) and special vehicles (hereinafter – the List) disabled outdated Surdo-teplotehnicheskie tools were replaced with modern multi-function electronic gadgets (RBRK 23.12.2015, No. 1036).Also in 2017, Paracingulate new teplotehnicheskie means for persons with impaired vision, hearing,mandatory hygienic means etc. (RBRK 3.03.2017, No. 102).
2. Conditions are created to create a barrier-free environment through the certification and adaptation of objects of social and transport infrastructure.The Ministry jointly with the local Executive bodies shall annually implement a regional adaptation Maps objects.
As of April 1, 2017 certified 28,9 thousand objects, of which 18.4 thousand are subject to adaptation have been adapted in 11,5 thousand objects.
In 2016, the adaptation to the needs of the disabled completed for 4 537 objects, including: at the expense of the local budget – 4 367 objects in the framework of the "roadmap employment – 2020" – 170 objects.
3. State control in the field of social protection of persons with disabilities and in the provision of special social services.
4. Employment of persons with disabilities in 2016 was carried out in the framework:
- Comprehensive plan to promote employment in the regions. If you plan 9.2 thousand persons with disabilities, employed 10.9 thousand (118 % of plan), including 8.3 thousand people in the territorial development programs and 2.6 million people – on the Road map. Of them permanent jobs employed 10.1 thousand persons with disabilities;
- 200 held across the country fairs of vacancies for people with disabilities.On permanent and temporary jobs employed more than 2.5 thousand people from among persons with disabilities;
- quota from 2 to 4% of the number of jobs (excluding jobs in heavy works, works with harmful, dangerous working conditions) – 3,1 thousand persons from among the disabled.

For employed persons with disabilities, and students with disabilities in the priority right provided Invataxi services 13 services for which funding is conducted from means of the Republican budget.
4. Developed a special section on its own Internet resource of the Ministry entitled "Social protection of persons with disabilities", containing normative and legal acts in the sphere of social protection of the disabled, regional news, photos and videos, information and monitoring of implementation of cards employment and the adaptation of objects, infographics and surveys.
With the aim of forming positive attitudes towards persons with disabilities in 2016 in the Republican and regional mass media was placed over 14,1 thousand materials.
For availability of regional channels at the expense of the Republican budget is carried out in sign language for news feeds.
To increase public awareness about government measures to ensure the rights and improve the situation of persons with disabilities, from 15 June to 15 September 2016 in the country has passed the action "Go to the people!".
Within three months employees of regional departments of coordination of employment and social programs with the participation of advisors governors of regions for the disabled, non-governmental organizations, public associations of persons with disabilities held a meeting with labor collectives of enterprises and organizations, which were explained to the population the main directions of social protection of persons with disabilities.
In the framework of the action 1 held 475 meetings, 337 meetings, round tables and seminars, issued 658 articles in the media, held a 42 "straight lines" with the population on television and radio, posted 1 833 media of billboards, installed 80 stands and billboards.
Despite the measures taken, there is low level of availability of objects of social and transport infrastructure, insufficient measures for provision of technical means of rehabilitation of the disabled, the low level of access to social services.
To solve these problems in the current year we will continue the certification and adaptation of objects, automates the process of inclusion of public associations of persons with disabilities in the List of public associations of invalids of the Republic of Kazakhstan and the organizations, created by public associations of disabled persons of the Republic of Kazakhstan that produce goods and (or) supplying goods, performing works, rendering services, carried out a pilot project to introduce point-based system where disability is subject to the provisions of the International classification of functioning, disability and health, a methodology will be developed for the selection of technical means technical auxiliary (compensatory) and special vehicles, provided to persons with disabilities, with the possibility of automation of the business process.
II.The formation of employment policy and labor relations, management of migration processes
Objective 2.1: Increase the effectiveness of measures to promote employment and management of migration processes
In order to improve the efficiency of labor market regulation in 2016 continued implementation of the employment Road map 2020 (RBRK 31.03.2015, No. 162). For its implementation in the reporting year was sent to 125.5 billion tenge.
The 2016 show the following. The number of persons who applied for participation in the Program has made 198,7 thousand persons, from them 198,3 thousand is included in the membership.
Provided employment to over amounted to 197.6 thousand people, including permanent jobs - more than 169 thousand.
The total number of Program participants, the proportion of young people under 29 years of age is 44.9 per cent, of women 44.7% of also participants of the Program were 4.7 percent of low-income citizens, while 3.1% of persons with disabilities.
In the first direction Programmazevenaar implementation 5 695, which created 40 jobs 888, by direction of employment centers employed 22 296 people (54.5 per cent).
Renovations under the Program covered 70% of rural settlements of the Republic:
- renovated 1 492 object of education, 686 objects of culture, sport and social protection, 281 health care facility;
- conducted current and capital repairs 430 engineering and communal infrastructure and 1 546 objects of local roads.
In addition, in rural settlements 1 implemented 227 projects on landscaping of villages, built 33 new ROC and FMS in the countryside.
In the second direction have been trained in the basics of entrepreneurship 3 819 people. Microcredit получили10099 people, of which 56,2% or 5 677 people become entrepreneurs by opening their own business. 84% of loans were issued on the development of agriculture. The development of entrepreneurship in rural areas was accompanied by the opening of 8.8 thousand new jobs.
In the reporting year in 5 regions of the country (Aktobe, Almaty, Zhambyl, Kyzylorda and South Kazakhstan regions) was implemented as a pilot project for the establishment of small-scale commodity production based on private farming, with the increase in the amount of microcredit of up to 6 million tenge. In the framework of the microcredit received 2 052 people (for the organization of milk collection points, family feedlots, greenhouses, etc.).
On the third napravleniyam covered 7 240(1 043 - training, 5 749 – retraining, 448 - professional development), completed a study of 6 335 people, of whom 85.7 percent or 5 431 people were employed. It should be noted that in accordance with the instructions of the President, introduced a series of new anti-crisis mechanisms and tools of the Program, the main condition of which was the preservation of employers of workplaces with risks of layoffs.
So, under the new anti-crisis measures, retraining and improvement of professional skills(in the above number of covered by vocational training) covers:
- 2,5 thousand underemployed young people aged 18 to 24 years;
- 1.2 thousand underemployed employees;
- 1.2 thousand persons aged 55 to 64 years.
Temporary subsidizing of 2/3 of lost income skilled workers at reduced working time covered nearly 3.5 thousand skilled workers 8 companies in the country.
On social jobs employed 16 579 people(including 2.3 thousand persons from among intermediate), youth practical training involved 16 389 people (including 1.3 thousand people from among the advanced).
At the end of the year from among completed work in social work field 84% (12 562 people) and completed the "youth practice" 63% (9 778 people), managed to gain a foothold with a specific employer and get a permanent job.
During 2016 in settlements with high economic potential were resettled 1 979.
In the service of the dwelling is inhabited by 1 067 people, including 584 people of working age were employed 431 persons, or 74%.
In addition, in the reporting period:
- adopted a new Law "On employment of population" (from 6 April 2016 n 483-V LRK), in accordance with which legislated the active measures of assistance of employment to be applied and implemented in the framework of the employment Road map 2020, the transformation of employment Centers into a single login window in the system of employment and professional development, by analogy with the citizen service centers take into account the new approaches of the International labor organization (ILO) to the distinction between the employed population and measurement of employment, comparable to other OECD countries, etc.;
- implemented a Comprehensive plan to promote employment of the population, which covers more than 520 thousand people were employed 474,4 thousand people, including permanent jobs 255,1 thousand people (as of 1 may this year employed 128,7 thousand). The projections of employment exceeded.
In the current year, in accordance with the instruction of the President dated 9 September this year from March 1 began implementation of the Program of development of productive employment and mass entrepreneurship.
Its main objectives are:
- mass training of citizens in demand on the labor market occupations for self employment. Provides for the possibility of unemployed and self-employed citizens for free first, through the system of vocational training, and the second via short-term training;
- creation of conditions for opening their own business through the provision of loans and entrepreneurship training. For these purposes, expanded microcredit to include along with the village and the city. Increased maximum loan amount to 18 million tenge. Terms are defined up to 5 years, and in cases of occupation animal husbandry or the creation of agricultural cooperatives up to 7 years for the borrower has set the interest rate not exceeding 6% per annum. Bodenmechanik loan guarantee – 85% for beginners and 50% for entrepreneurs.
Over the past period of the current year (12.06.17) in the country active measures of employment reached more than 194 thousand people, including:
- employed on permanent jobs, more than 95.3 per thousand people
- 76,4 thousand people received temporary employment through the programs of youth practice, social workplaces, community service, after which a certain portion will be provided with permanent jobs;
- 21,2 have testpicture to short-term professional training;
- 947 chelovekami microcredit and 229 families moved to new regions.
To reduce tensions on the labor market, local Executive bodies annually work to create new jobs.
In 2016, created 310,6 thousand new jobs, including in rural areas of 151.6 thousand (June 1, 2017. – 105 thousand, and in 44.8, respectively).By sector the largest number of seats created in the trade – 37.7 thousand, in construction – 35,3 thousand jobs in the industry – 23,9 thousand, in agriculture, 20.1 thousand (June 1, 2017. –in trade, – 14 thousand, in construction – 16,1 thousand, in agriculture, forestry and fisheries – created by 10.3 thousand new jobs).Of the total number of jobs created 65,9% – permanent jobs and the rest temporary and seasonal (June 1, 2017 -78,2%).
At the same time implemented the measures to promote employment at the expense of local budgets in 2016 in employment of the Republic for labor mediation addressed 336,4 thousand unemployed citizens, more than 66% are employed (June 1, 2017. – 130,2 million, 39 % employed).
Activities in the framework of the Programme, implementation of regional development programs have had a positive impact on the situation on the labor market in the Republic.
By the end of 2016 in comparison with 2015 the number of employed decreased from 8 623,8 thousand to 8 thousand 553,4 people, while among the employed population increased the number of employees, their share has grown from 73 to 74.2%, decreased the share of self-employed from 27 to 25.8 %, and also in the self-employed significantly from 22.4 to 13.6 % decrease in the share of unproductive employment of its citizens.
Implementation of the state policy in the field of migration
The resettlement of repatriates. From 1991 to 1 April 2017 on the historical returned home and received the status of repatriates 287 thousand families or over 1 million ethnic Kazakhs, including in 2016– 16.4 thousand families (33 754 persons), in the 1st quarter of 2017 -2,6 thousand families (4.9 thousand people). Thus, the share of persons of working age made up 56 %, children till 18 years – 39% and pensioners – by 4.7% (2017, respectively– 67,3%, 26,4%, 6,3%).
The main countries of origin in the reporting and current year are Uzbekistan (62% and 54.5%, respectively), China (14% and 33.4%), Mongolia (9% and 2.1%), Turkmenistan (6.7% and 4.6 per cent).
In the implementation of the Law of the Republic of Kazakhstan "On amendments and additions to some legislative acts of the Republic of Kazakhstan on migration and employment of population"dated 24 November 2015 (hereinafter - the Law), aimed at encouraging ethnic repatriation and the decision of problems of rational distribution of population across the country has taken steps aimed at:
- provision of ethnic Kazakhs of oralman status, regardless of the region of settlement for a period of 1 year;
- simplifying procedures for obtaining citizenship for up to one year after receipt of their residence permit;
- creation of necessary conditions and motivation of the population for resettlement, through reallocation of labor from labor-surplus regions to priority regions;
- getting ethnic Kazakhs and settlers in accordance with the legislation in the framework of active measures to promote employment, social package in case of settlement in the regions defined by the Government with the establishment of a regional quota for the admission of repatriates.
In 2016, the Government identified seven areas for resettlement of oralmans (Kostanay, Atyrau, Akmola, Pavlodar, NKO, East EKO, West Kazakhstan region) and four regions for the resettlement of displaced persons (Kostanay, Pavlodar, North Kazakhstan, East-Kazakhstan region). Established regional admission quota of oralmans (1 259 families) and the reception of immigrants (463 families) that were isoplane at the level of 51.2% (included 645 families) and 42.3 % (included 196 families), respectively.In 2017 the regional quota of oralmans in the amount of 566 families and IDPs in 288 families set for five regions.
Increased migration mobility of the population inside the country has increased the volume of inter-regional and regional migration. In internal migration over the past three years on the average participated 455 thousand.
To date, the main objectives of migration policy achieved, the population over the last 10 years grew by more than 2.7 million people, reaching 17.7 m, with the predominance of the indigenous population (66%).
In order to protect the domestic labor market, the Government of the Republic of Kazakhstan in 2016, the quota for attraction to the Republic of foreign specialists is 0.7% of the economically active population of Republic, which represented 63 thousand units (2017 - 0,6%, to 54 thousand units).
At the beginning of 2017 in the Republic acted 29.3 thousand permits for attracting foreign labor force, of which 23.1 per thousand employees 1-3категорий, 545 people brought in under the corporate transfer (as of may 1, 2017 – 28,5 thousand permits, 77% of experts 1-3 category).
3 768 enterprises, attracting foreign labor force worked 470,4 thousand Kazakhstan citizens, representing 94 % of the total number of employees.
Employers, pavlikovsky foreign workers in 2016 for Kazakhstan citizens created 16 259 jobs 1 091 employee professional training, carried out refresher training 5427 local workers, 249 Kazakh workers have been trained and 11 foreign experts are replaced by Kazakhstani personnel (for 4 months of 2017 for Kazakhstan citizens - 956 created 4 additional jobs, 123 have been trained, 740 have been retrained, 191 7 have been training).
In the implementation of the Plan "100 steps", the Law also envisages the creation of favourable migration regime for example USA, Canada, Australia to attract highly qualified specialists from abroad.
Thus, from 1 January 2017 changed the procedure for attraction of foreign labor, self-employment and intra-corporate transfer.
Foreign specialists arriving in Kazakhstan, had the opportunity of self-employment on the basis of certificates of compliance with the qualification within 3 months at any place of work on qualification of professions, which are marked in the list of popular professions in priority sectors of the economy. A foreigner passes through a point system that assesses education, experience, practical experience and other parameters to confirm his qualifications.
Introduced a new simplified regime for attraction of foreign labor force to Republic of Kazakhstan, according to which the terms of issuance of work permits and revoked administrative requirements for employers in the form of special conditions, the search in the labor market and the introduction of the guarantee fee for foreign workers. Instead of these requirements employers have to pay a tax levy.
For 5 months 2017 local Executive bodies issued and продлено10 658 3 813 permits to employers for attracting foreign labor force to Republic of Kazakhstan, which paid a tax levy in the amount of 3.2 billion tenge.
Also provides for the reduction of intra-corporate transfer procedures in accordance with generally accepted international standards.
Under WTO commitments, intra-corporate transfers are made outside of the quota, but by permission. Such permits will now be issued free of charge, through the web portal of "electronic government" www.egov.kz, www.elicense.kz.
Local content in personnel reduced to 50% for the second and third categories (conditions for countries participating in the WTO).
This year, the Ministry envisages the development of the migration policy Concept for the years 2017-2021, which will reflect the new approaches towards the effective regulation of migration processes, sustainable demographic development and the country's needs for skilled manpower, the strengthening of state security of the country.
Objective 2.2. Ensuring the implementation of labor rights of citizens
23 Nov 2015 was adopted by the new Labor code of the Republic of Kazakhstan. In its implementation were developed and approved 35 regulations.
This year, as last year, continues to actively campaign on the new Labor code, in order to raise legal literacy of all subjects of social-labor relations.
Implemented a Comprehensive plan of the expert explanations of the provisions of the new labor code of the Republic of Kazakhstan, is active participants are the social partners.
Every year the Ministry organized a tender for training of employees on labor law, the winning organizations conduct training seminars in the regions. In addition, subject to the requirements of the new labor code, developed training materials on "Development of skills and the ability to negotiate and achieve consensus in the labor conflicts", and "principles of labor legislation" and 8 booklets on special topics in Russian and state languages, which are sent to the regions for distribution to workers and professionals.
Similar work on training is conducted in the field and state labor inspectors.
As a result, in 2016, spent more than 5.5 thousand of seminars, covering more than 172 thousand employees. This year we 795 seminars.
The Ministry provides analysis of law enforcement practice the main provisions of the new Labor code.
One of the innovations envisaged in the new Labor code is the creation of production security and labor protection in the organizations. In 2016, the enterprises of the Republic established 11215 such advice (in 2017 for 5 months - 1197).
In the framework of the voluntary Declaration by employers ' activities in the past year issued 60 certificates trust (for 5 months of 2017 - 8).1476 enterprises have implemented international and national standards for security and safety.
From 1 January 2016 a strengthened management requirements for the certification of production objectivo working conditions, the new Labor code establishes the right to carry out activities for the certification only to specialized organizations. By the end of 2016 in the Republic of 1 852 certified production facility, on April 1, 2017 – 274 objects.
Regional and branch Councils for the prevention and resolution of collective labor disputes. Began the practice of their resolution in the order of pre-trial, in 2016, the mediators allowed 778 labor disputes (individual and collective)
In General, the situation in the field of labor relations in the country is stable.
Implementing a Comprehensive plan for the prevention of social tension and resolving social and labor conflicts (hereinafter – the Plan). Under the Plan monthly Map is formed by labor conflicts, in which the criteria and system of indicators to determine the level of tension in labor collectives.
Actively carry out its work in the regions of the tripartite Commission for social partnership (190) and anti-crisis headquarters (132). For 2016 to may 2017 322 held meetings at a meeting of the crisis staffs were invited 811 business leaders.
Arrears more than 3 months 1.06.2017 totaled 323,3 million tenge. As a result of those interventions, in 2016, the debt repaid in the amount of 6.8 billion tenge and protected the rights of over 48 thousand employees. This year, as of June 1, the debt repaid in the amount of 1.4 billion tenge, protected the rights of approximately 10 thousand employees.
There has been a steady downward trend in the number of accidents at work (2016 – suffered in the production of 1683 people, 2015 1 723 people, in 5 months of 2017 – 621, 5 months of 2016 – 652). Positive dynamics is observed and the number of fatalities in the workplace.
The control over observance of labor legislation is based on the risk assessment system (RAS) introduced since the beginning of 2010. In 2016, the state inspectors of work carried out 10 734 inspections, during which revealed more than 18.4 thousand violations of labor legislation. According to the results of violations against legal entities and officials of the organizations state inspectors of labor imposed more than 4.1 thousand fines totaling 603.5 million tenge. For 5 months this year made 4 197 inspections during which revealed violations 6 392, and the result наложено1 439адмштрафов in the amount of 204,9 million tenge.
Work continues on the conclusion of memoranda on mutual cooperation between local administrations and enterprises of the regions on the issues of stabilization of production processes and ensure labor rights and guarantees of employees, (started in February 2015) with production enterprises and simultaneous control over observance by employers of obligations. To date, the Republic concluded more than only 114.2 thousand tachmammedov.
The sharp rise rudovich conflict is not observed (5 months 2017 -3 case, in 5 months of 2016 -2 case).
In the future, we:
- continue outreach of the basics of a new labor law among workers and employers;
- we have planned meetings with international experts on strengthening of social partnership;
- as well as continued analysis of law enforcement practice the main provisions of the new Labor code.
Developing a system of social partnership.Acts of the General agreement for 2015-2017, in which the Government of the Republic of Kazakhstan, Republican associations of workers and Republican associations of employers ' commitments are aimed at addressing safety issues and labor protection, ensuring safe working conditions of employees. Similar provisions are established tripartite sectoral and regional agreements.
On June 1, 2017 the system of collective agreements covered by 75.2 per thousand, or 33.7 % of the number of existing enterprises. Among the large and medium-sized enterprises coverage reached 89.3 per cent.
A significant measure to stimulate and promote the employers to the development of social responsibility is the contest "Paryz" established by the President. In 2016 this contest was held 9 times, and the highest award - "Grand Prix "Paryz" rated AO "Acicastello" (West Kazakhstan oblast).
Work continues on the development of the National qualifications system.
On January 1, 2016, the Republic has developed 449 professional standards covering all priority sectors of the economy.
In connection with the review and approval in 2016, the new National qualifications framework, public authorities in collaboration with industry advice on training, employers ' associations, work continues on the revision of the sectoral qualifications framework (2016 – approved 23), revised guidelines for their development and approval.
Until 2020 in the framework of a new joint project of the Government of the Republic of Kazakhstan with the International Bank for reconstruction and development - "the Development of labor skills and promote jobs," is tentatively planned to revise and develop 550 professional standards, this year – 70 professional standards in 15 areas of activity.
In order to create a topical classification of occupations that meet the needs of statistical accounting of labor resources, forecast staffing requirements and the full implementation of the National system of qualifications developed and approved a new national occupation classification (based on international classification of ISCO and Singapore models), which will be introduced with effect from 1.01.2018 G.
In today's fragile world economy, in the sphere of labor relations are separate issues, there is a risk of layoffs at the enterprises of the Republic, the emergence of labor disputes, there remained a debt on a salary.
In this regard, the Ministry together with akimats, trade unions and employers will continue measures to prevent the destabilization in the workplace through:
- strengthening of state control in the sphere of safety and labor protection, including other forms, in the form of company visits, which bears preventive character;
- strengthening of social partnership through the implementation provided in the Labor code of new mechanisms of safety management (industrial safety tips, and healthcare and safety; declaring employers ' activities);
- improving labor legislation, in terms of professional risk management system in the sphere of safety and labor protection (order of certification of production objects on working conditions; classification of working conditions, improvement of measurement methods);
• weekly monitoring of the situation at the enterprises at risk of layoffs, for the timely adoption of measures for the further employment data employees;
• weekly monitoring of wage arrears with the acceptance responses;
• monthly formation of the Republican Map the labor risks and the preventive measures to prevent labor conflicts, etc.
