Today, in Astana, Vice-Minister of labor and social protection of population Birzhan Nurymbetov and the Director of the Directorate for employment, labor and social relations of the Organization for economic cooperation and development (OECD) Stepanskaya presented the final report of the Project "Review of policies for three groups: youth, older workers and the protection of vulnerable populations".
"The project is based on the work of the OECD in recent years in the field of youth employment, for those approaching retirement and target social support to people with disabilities. In this regard, in the framework of the project on the basis of best practices of OECD countries, the recommendations will apply to Kazakhstan", - said Birzhan Nurymbetov.
The Project was carried out in the framework of implementation of Country programmes, signed on 22 January 2015 in Davos (Swiss Confederation).
The main goal of this project is to analyze the key issues associated with the employment of these population groups in Kazakhstan and identification of appropriate strategic actions to improve the situation on the labor market and to develop social perspectives.
"The report we have reflected the enormous progress that Kazakhstan has made, not only in terms of economic growth, but also in the creation of a large number of jobs over the past 15 years. In particular, 50 percent decreased unemployment, including among young people. The problem, actually, consists not in the number of jobs they created enough. The problem – as in career opportunities, higher salaries," said Stefano Skarpetta.
The outcome should be a package of proposed employment arrangements, and institutional arrangements that form a favorable environment for employment of these categories of the population.
Recommendations to review policies for three groups: youth, persons close to retirement age and the protection of vulnerable population groups will be used in the development of programs for employment of these groups and will strengthen the measures taken by the employment centers by the employment of the above categories.
