Today Astana hosted the first Forum of social workers of Kazakhstan. He is devoted to the main directions of further modernization of the social sphere, which is an important part of the Strategy of the third modernization of the country.
Special guests of the Forum were the UN resident coordinator in Kazakhstan Mr. Shimomura Norimasa and Secretary General of the International social security Association Mr Hans-Horst Konkolewsky. From the Kazakh side the event was attended by the State Secretary Gulshara Abdykalikova, Deputy Prime Minister Yerbolat Dossayev.
Participants of the Forum were more than 600 social workers, who came from all over Kazakhstan, international experts, heads of offices of international organizations in Kazakhstan, deputies of Parliament and representatives of Central government bodies.
Assistance in the organization of the Forum was attended by the UN development Programme, UNICEF, the international organization for migration, OSCE, UN women.
In the first half of the day was the discussion of the various aspects of the Concept of the third stage of modernization of the system of social services in eight prefabricated sections. Each group considered a particular feature of the Concept: improvement of methods of working with victims of domestic violence to improve the skills of social workers.
The third stage of modernization of the system of social services aimed at strengthening the targeting, accessibility and quality of public services in the sphere of social services.
Implementation of these tasks is planned on the basis of solidary and participation in the social services system of the state, private and civil sector, families and recipients of services.
According to the Minister of labor and social protection of population Tamara Duissenova: "To enhance targeting of services is planned to move from declarative approach to viamichelin services.
In this regard, calls for the identification on the ground of the contingent needing the services of citizens. This function will be outsourced to the private or civil sector. The results will be a Social register of citizens or the social passport of the recipient. It will contain information about needs and get services to citizens.
In addition, we plan to revise the criteria for social services.
This means that the individuals included in the Social register, will be distributed to different categories of beneficiaries: the individual and family levels and in special groups formed based on age, degree of disability, types of difficult life situations and individual needs. Next will be selection of services aimed at the maintenance of life and social integration of the target groups.
Based on these register data, local Executive bodies will determine the need for special social services, the necessary volume of funding and provide targeted social service".
Minister Duisenova noted the need to ensure availability of services to rural residents. It is therefore proposed to introduce variant forms and types of social services, providing for the possibility of free choice of profession and further education, as well as to determine the form of the employment (employment of remote or specialized workplace), etc.
The Ministry of labor and social security considered it necessary to extend the possibility of receiving services at home with the involvement of unemployed family members. In this regard, for family members will be arranged free training for the targeted categories of citizens. Persons receiving in-home services, necessarily will be attached to medical-social organizations at their place of residence. They will provide specialized services to maintain their livelihoods and/or social integration.
Taking into account the interests of children with disabilities, it is proposed to widely introduce the practice of a foster (or foster) care for children with disabilities residing in nursing homes. This will allow to develop the Institute as a receptionist, guest of the family on the one hand, and on the other hand will give the opportunity to adapt children to the conditions of life in modern society and to develop skills of self-service.
In addition, an important will be the creation of multidisciplinary small homes social service primarily in rural areas using PPP mechanism. This trend has received special approval from the non-governmental sector. For beneficiaries living in remote rural settlements will be created to service "mobile services". These services will solve the issues of prevention of the circumstances and delivery of the compensatory-technical, special hygiene products targeted categories of citizens. The main performers will be "the curators of the event" mobile social workers, volunteers and employees of the postal service.
A special role in the Concept is devoted to the issue of standardization. The current standards will be improved with the increase of living standards, the introduction of new technologies and practices in the provision of special social services;
In addition, there will be uniform tariffs for services of General interest in accordance with introduced on them the same standards, the revised rates of special social services given the ongoing decomposition introduced combo rates for providers of bundled services.
If you implement all the set tasks, the government will retain the regulatory and Supervisory role, thereby protecting the rights of consumers of social services.
The implementation of all these tasks requires retraining of social workers.
Develop a system of continuous professional education of workers of social services, revised educational standards for organizations that provide training and retraining of personnel.
To assess the qualifications of graduates of educational institutions will be implemented independent assessment of qualification. Upon its results specialists will be given certificates entitling them to work in organizations social service as social workers.
Will be created a unified database of social workers. It will contain information about the qualifications of social workers, the types of services they provide, their level of provision and outcomes.
A single database will serve to provide consumers the right of choice of social workers, which should affect their wage level and the development of competition among social workers.
