Information of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan on the Prevention of Corruption Offenses and Anti-Corruption

The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter referred to as the Ministry) constantly works on the prevention of corruption offenses. It monitors the implementation of anti-corruption action plans, monitors the correctness of drafting and executing the budget, monitors the quality of the services provided, and conducts preventive and outreach work in the media.

Transparency and openness in the functioning of the Ministry's website have been ensured, through the timely posting of publications, press releases, news, reports, responses to appeals from physical entities entering the Ministry's blog.

In addition, on the sites of the territorial subdivisions of the Committee of Labor, Social Protection and Migration, the first leaders' blogs have been created, where citizens can file complaints and statements. Also on the sites are the sections "Fighting corruption" and information about the helpline.

At meetings of the Board of the Ministry, the issues of financing the industry, preventing offenses and combating corruption, the results of implementing strategic and program documents, as well as a number of other issues are also considered.

Thus, at a meeting of the collegiums of the Ministry on the results of work for the first half of 2017, at one of the sections, issues on combating corruption were considered. An employee of the Agency of the Republic of Kazakhstan for Civil Service and Anti-Corruption Affairs was invited to speak on the prevention of corruption offenses in the social and labor sphere. In the mode of videoconferencing, heads of territorial departments show the film measures taken to persons who committed corruption offenses.

Public procurement is conducted in accordance with the approved plan, the contract on public procurement is certified by an electronic digital signature through the web portal of public procurement.

To date, the Ministry's Internet resource has a special section on the activities of the Ministry of Anti-Corruption.

Automation of public services rendered in the social sphere (disability appropriation, assignment of pensions, allowances) is an effective measure in the framework of anti-corruption activities carried out by the Ministry.

Thus, 11 types of state services are rendered by territorial departments, of which 10 state services are provided in electronic format:

- for 7 services, the opportunity to obtain information on the amount of the appointed payments on the Electronic Government Portal is realized, in the presence of an electronic digital signature;

- for receiving 10 services a consumer applies documents to the State Corporation, of which 3 services are fully automated and are provided on an alternative basis, including through the Electronic Government Portal. As part of improving the quality of public services, a SMS message is received on the mobile phone of the recipient of services on the result of the provision of a public service;

- 1 service is provided directly through the department ("Determination of disability and / or disability and / or identification of necessary social protection measures" service);

Considering that when providing the service "Determining disability and / or the degree of disability and / or determining the necessary social protection measures", an objective examination of the examined person and analysis of the submitted medical documents are necessary, rendering of this service in electronic format is not possible.

Fully introduced the provision of electronic composite services to persons first recognized as disabled of working age: a disabled person in the initial examination in the ITU department can submit documents for the assignment of social benefits and payments. On a regular basis during the survey in the departments a questionnaire of the disabled is conducted. When questionnaires, persons who are at the reception are given the opportunity to give an individual assessment of both the quality of the services provided and the behavior of specialists. The questionnaires are placed in waiting areas in a place accessible to the recipients.

In order to prevent corruption in all departments of pension and social security, medical and social expertise, CCTV is installed in the halls.
