Civilization of society is determined by the attitude towards people with disabilities. Kazakhstan ratified the Convention on the Rights of Persons with Disabilities in February 2015, confirming our country's intentions to comply with and comply with international norms and readiness to implement their principles. There is a Plan of Measures to Ensure Rights and Improve the Quality of Life of People with Disabilities in the Republic of Kazakhstan for 2012-2018, all of which are aimed at including people with special needs in society, and creating a barrier-free environment. As a result, the share of social and transport infrastructure partially accessible to disabled people from the total number of passportized facilities in the country as a whole is 72.2%. This year, the list of technical ancillary compensatory aids includes modern mobile phones and laptops for those who have hearing and sight impairments, which will allow using the Internet and with the electronic digital signature (EDS) not only to use public services without leaving home, but and access to modern technology. Kazakhstan is the only country in Central Asia that has included the concept of inclusive education in the Law "On Education". It is important to ensure the rehabilitation, socialization of special children, and therefore the coverage of corrective-developing education of young children increased by 2.9%, schoolchildren - by 3%. The share of schools that create conditions for educating children with special needs is growing, and in this business, non-governmental organizations are taking a big interest, breaking the stereotyped attitude not even of schoolchildren, but of teachers and parents to the children of another warehouse. Personnel training is also being established in the field of vocational education: in 121 colleges, conditions have been created for training more than 2,000 young people in 60 specialties. Inclusive education will ensure access to the labor market, where more than 129,700 people already have permanent employment, which is 39% of the total number of people with disabilities of working age. As part of the implementation of the Comprehensive Employment Assistance Plan for the regions in 2016, 5,900 people were employed, including 4.6 thousand permanent jobs, and 1,300 people with disabilities for temporary jobs, states Svetlana Zhakupova. According to her, 180 persons were trained in the basics of entrepreneurship, 491 received microcredit, and 156 of them opened their own business from this number. Moreover, the recipients of microcredits additionally created 86 new jobs. About 200 fairs of vacant jobs for people with special needs were held, following which more than 500 people received proposals for employment. "We want to work," say the most active people from all the stands. And the state hears these appeals: from 2016 a new mechanism for quoting jobs for people with disabilities began to operate, and from this time for the first time there will be subsidized the costs of employers for equipping the workplace for them.
