Civilization of society is determined by the attitude towards people with disabilities. If they are not closed in four walls, if you meet them more often on the street, on public transport, on a city holiday or in a theater, then we have become more open, closer to each other, and barriers, at least, visible, have become between us less. In 2005, the Law "On Social Protection of Disabled People" was adopted. Kazakhstan ratified the Convention on the Rights of Persons with Disabilities in February 2015, confirming our country's intentions to comply with and comply with international norms and readiness to implement their principles. There is a Plan of Measures to Ensure Rights and Improve the Quality of Life of People with Disabilities in the Republic of Kazakhstan for 2012-2018, all of which are aimed at including people with special needs in society, and creating a barrier-free environment. Are there any progress? Of course. For example, at the stops there are tactile paths for the blind and visually impaired, traffic lights with an audible signal, ramps are being built, facilitating access to buildings, flashing invataxi. But at present, the certification was carried out at 28 thousand facilities, which is 98.6% of the planned for certification. Of these, 17,500 are recognized as inaccessible and require adaptation. Equally important is the availability of transport infrastructure. With the support of the republican budget, in 2016, about 4,000 road signs and signposts have been installed in the locations of organizations focused on servicing disabled people, 167 pedestrian crossings are equipped with sound devices. As a result, the share of social and transport infrastructure partially accessible to disabled people from the total number of passportized facilities in the country as a whole is 72.2%. We emphasize, in part. And we will quote the words of the vice-minister of labor and social protection Svetlana Zhakupova: - It should be noted that today in Kazakhstan there is not a single object that is completely accessible for people moving by means of auxiliary aids and wheelchairs that do not have vision or hearing. Obviously, the formation of a barrier-free environment, despite the existing legal framework, is still at an insufficient level. I think it will be useful to know the indifferent persons: passport data is entered by regions into an interactive accessibility map (http: //friendlybuilding.kz/), and you can go to the portal, view the objects of interest, and registered users have the right to write comments and post photos of the building. There is also my address: the capital's school No. 83, where children with cerebral palsy who are difficult to move, are trained, an external lift is required. The cost of its construction is about 17 million tenge. Maybe there will be sponsors? ... Nevertheless, the Ministry of Labor and Social Protection of Population is not inactive: under the existing legislation, two areas are being pursued: administrative liability for non-compliance with the provisions of the Law "On the Social Protection of Disabled People" and the adoption of measures that mitigate the consequences of inaccessible infrastructure and promote the integration of disabled people in the life of society. For example, in 2016, the departments of the Labor, Social Protection and Migration Committee of the MLSPP conducted 83 selective and 287 unscheduled inspections to ensure access to social and transport infrastructure. As a result, 334 subjects were issued with orders to eliminate identified violations, including 157 administrative fines for a total of KZT26.1 m. It is clear that in one case all infrastructures cannot be reconstructed, therefore, to provide conditions for integration into society, people with disabilities are provided with a number of services. About 16 thousand people turn to individual assistants, sign language specialists for help, and the state social order for the development of "Invataxi" services is placed, the services of which were provided by 68 services during the previous year - 185 cars are in their park, including those equipped with needs of people with disabilities on wheelchairs. Automated services provided through the departments of medical and social expertise during the initial determination of disability are used, which were used by 28 thousand people: an application is immediately submitted for determining the degree of disability, the design of an individual rehabilitation program, the appointment of a state social allowance and a special state disability allowance. There is delivery to the house of all types of rehabilitation means (except prosthetic and orthopedic products), which last year received 14 thousand disabled people living in the villages. This year, the list of technical ancillary compensatory aids includes modern mobile phones and laptops for those who have hearing and sight impairments, which will allow using the Internet and with the electronic digital signature (EDS) not only to use public services without leaving home, but and access to modern technology. Kazakhstan is the only country in Central Asia that has included the concept of inclusive education in the Law "On Education". It is important to ensure the rehabilitation, socialization of special children, and therefore the coverage of corrective-developing education of young children increased by 2.9%, schoolchildren - by 3%. The share of schools that create conditions for educating children with special needs is growing, and in this business, non-governmental organizations are taking a big interest, breaking the stereotyped attitude not even of schoolchildren, but of teachers and parents to the children of another warehouse. Personnel training is also being established in the field of vocational education: in 121 colleges, conditions have been created for training more than 2,000 young people in 60 specialties. Inclusive education will ensure access to the labor market, where more than 129,700 people already have permanent employment, which is 39% of the total number of people with disabilities of working age. As part of the implementation of the Comprehensive Employment Assistance Plan for the regions in 2016, 5,900 people were employed, including 4.6 thousand permanent jobs, and 1,300 people with disabilities for temporary jobs, states Svetlana Zhakupova. According to her, 180 persons were trained in the basics of entrepreneurship, 491 received microcredit, and 156 of them opened their own business from this number. Moreover, the recipients of microcredits additionally created 86 new jobs. About 200 fairs of vacant jobs for people with special needs were held, following which more than 500 people received proposals for employment. "We want to work," say the most active people from all the stands. And the state hears these appeals: from 2016 a new mechanism for quoting jobs for people with disabilities began to operate, and from this time for the first time there will be subsidized the costs of employers for equipping the workplace for them. "Kazakhstan Pravda" often told about people who, not complaining about fate, not only received a profession, but also opened their own business, winning grants of domestic and international funds. Less and less often these goal-oriented people of Kazakhstan use the expression "limited opportunities", because the desire to fulfill oneself, not to be a burden to relatives and friends, to benefit society better than any ailments. Learn the love of these people is for each of us, as, however, and give them a hand, support to the best of their abilities.
