As part of the implementation of the Country Program, signed on January 22, 2015 in Davos (Swiss Confederation), the OECD, together with the MLSPP, is working on the project "Review of policies aimed at three groups: youth, older workers and protection of vulnerable groups."
An overview of policies that focus on three groups: young people, older workers, and protection of vulnerable groups (project implementation period 2015-2017).
The main objective of this OECD project is to analyze the key problems associated with the employment of these population groups in Kazakhstan and identify appropriate strategic actions to improve the situation in the labor market and develop social prospects.
The project will build on the work of the OECD over the past decade in the area of youth employment, employment policies for older workers and targeted social support for people with disabilities.
Today in Kazakhstan, one of the topical issues remains to ensure employment of certain categories of citizens experiencing great difficulties in finding a job. These are young people, persons of pre-retirement age and people with disabilities.
In this regard, the project, based on the best practices of OECD countries, will develop recommendations applicable to Kazakhstan.
The main result of the study should be a package of proposed mechanisms for employment, as well as institutional measures that create a favorable environment for employment of these categories of the population.
Recommendations for reviewing policies that focus on three groups: young people, older workers and protection of vulnerable groups will be used in the development of employment policies for these groups and will strengthen the measures taken by the employment centers for the employment of older persons, youth and persons with disabilities. Also, the recommendations will allow developing and applying in Kazakhstan new mechanisms for implementing active measures to promote employment in the labor market, targeted at these population groups.
In accordance with article 3, paragraph 6, of the Agreement between the Government of the Republic of Kazakhstan and the Organization for Economic Cooperation and Development on the project "Review of Policies Focused on Three Groups: Youth, Older Workers and Protection of Vulnerable Populations," OECD, together with the MLSPP, presented the Final Report on July 13 tg in the city of Astana (House of ministries, office 920).
The presentation was held under the chairmanship of the Director of the Directorate for Employment, Labor and Social Affairs, Mr. Stefano Scarpetta, and the co-chairmanship of the Vice-Minister B. Nurymbetov. with the participation of representatives of interested state bodies, international organizations such as the OECD, the World Bank, the International Labor Organization, as well as the National Chamber of Entrepreneurs of the Republic of Kazakhstan, the Federation of Trade Unions of the Republic of Kazakhstan, non-governmental organizations, the Unified Accumulative Pension Fund, the Employment and Social Programs Coordination Office of Astana, the Center employment of Astana, public associations of people with disabilities.
During the presentation, the OECD presented recommendations to Kazakhstan on improving the provision of skills and social support for young people, older workers and disabled workers in Kazakhstan, necessary for their successful and sustainable integration into the labor market.
To implement the recommendations of the OECD, the Government of the Republic of Kazakhstan approved the corresponding Roadmap with specific measures.
Government agencies are faced with the task of entering and raising their status in the relevant OECD committees. At present, the Ministry of Labor and Social Protection of Kazakhstan has the status of “invited” in the OECD Committee on Employment, Labor and Social Issues. Invited status - does not give the right to vote, does not impose financial obligations on the country.
The MLSPP RK in the Action Plan for interaction with the OECD in 2018 has the following points:
1. Ministerial Conference on Social Policy of Joint Prosperity “Accepting the Future”, High-Level Forum on Social Policy of Joint Prosperity “Accepting the Future”
In pursuance of this point, from 12 to 17 May 2018, the Director of the Department of International Cooperation and Integration A. Umerbaev took part in the work of the OECD Ministerial Meeting on the theme: “Social Policy” and the Political Forum of the Highest Level in Montreal (Canada).
2. Eurasia Week in the framework of the OECD 2018, November 19-21, 2018
The Ministry of Labor and Social Welfare of the Republic of Kazakhstan received an invitation from the OECD and the participation of Minister Abylkasymova M.Ye.
Within the framework of the Eurasia Week it is planned to hold the following events under the competence of the MLSPP RK:
- November 19 Thematic Session: Gender Policy as a Factor Determining the Future (speech by the Ministry of Labor and Social Protection of the Republic of Kazakhstan).
- November 20, OECD Round Table on Improving the Competitiveness of Eurasian Countries: Monitoring “Improving the skills of personnel through the introduction of professional standards”.
- November 21 Ministerial meeting.
3. Participation in meetings of the OECD Committee on Employment, Labor and Social Affairs, March 21-22, October 17-18, 2018
March 21-22, 2018, the OECD Minister for OECD Affairs at the Embassy of the Republic of Kazakhstan in France Manasova A. took part in the meeting of the OECD Committee on Employment, Labor and Social Affairs in Paris from the Republic of Kazakhstan. During the meeting drafts of various reports and reviews were discussed on employment, the digital economy, inclusive growth, middle-class income, etc. In addition, in a bilateral meeting with representatives of the Committee, Mr. Golio, the participation of the Kazakh delegation at the Skills Summit was discussed (Portugal, June 28-29).
In this regard, in the period from 27 to 29 June 2018, Vice-Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan, N.N. Mukushev. participated in the OECD Skills Summit in Porto.
September 20, 2018. Vice-Minister Zhakupova S.K. as co-chairman, director of the department of labor and social partnership N. Tleuov, deputy director of the department of international cooperation and integration Mustafina S.Zh. participated in the Seminar on monitoring the process of improving the quality of personnel through the introduction of professional standards in Kazakhstan in the framework of the OECD Project "Increasing Regional Competitiveness in Kazakhstan" phase 2. The results of the monitoring will be presented to the OECD and reviewed during the Round Table on Improving the Competitiveness of Eurasian Countries, to be held in Paris in November 2018 as part of the Eurasia Week.
October 17-18, 2018 President of the Center for Development of Labor Resources of the Ministry of Labor and Social Development of the Republic of Kazakhstan Argandykov D.R. took part in the meeting of the Committee.
In addition, clause 2.2 of the Minutes of the meeting of the Coordination Council for interaction with the OECD, chaired by the Prime Minister of the Republic of Kazakhstan Sagintayev BA dated August 8, 2018, the OECD project “Forming an Effective National Skills Strategy of Kazakhstan” was approved.
In the period from 23 to 25 May 2018, the OECD Mission was adopted in Astana and a meeting was held with members of the Mission of representatives of interested government bodies (MLSPP, MES, MNE) chaired by Minister Abylkasymova M.Ye.
Following the mission, the development and signing of an Agreement between the Government of the Republic of Kazakhstan and the OECD on the implementation of the project "Forming effective national strategies on skills" were approved.
In this regard, the Ministry of Labor and Social Protection of the Republic of Kazakhstan has developed a draft Resolution of the Government of the Republic of Kazakhstan “On the signing of an Agreement between the Government of the Republic of Kazakhstan and the OECD on the implementation of the project“ Forming effective national strategies on skills ”.
Duration of the project - until May 31, 2020.
Considering the above, the work on enhancing cooperation with the OECD in order to raise the status in the relevant Committee, the Ministry of Labor and Social Welfare of Kazakhstan will continue.
