Tamara Duisenova was presented with the pilot project "Early intervention" on the basis of the center "Kenes" in Almaty


Today within the framework of the working visit to Almaty, the Minister of Labor and Social Protection Tamara Duissenova met with the labor collective of LLP "Almaty plant of bridge structures", where issues of qualitative implementation of the Labor Code and the collective agreement, development of social dialogue in the trade union movement were discussed.

During the visit to the Employment Center of the city of Almaty, Tamara Duissenova got acquainted with the preparations for the upcoming transformation of the Center.

In the public association of disabled "Kenes" of the Center for Adaptation and Rehabilitation, the Minister of Labor and Social Protection of Population presented a pilot project "Early intervention in disrupted development - a pledge to prevent severe disability and early orphanhood of children".

During the implementation of the project in the pilot mode, 520 families with children with developmental peculiarities have already received counseling from specialists. According to the forecasts of the Center's specialists, after participating in the project, more than 70% of children will almost be ready for inclusion in the environment of kindergartens and secondary schools due to their successful dynamics at an early stage of their development.

Center "Kenes" makes a great contribution to the development of socially significant projects and programs aimed at protecting the rights and interests of children with psycho-neurological pathologies and their families. Tamara Duissenova gave a positive assessment of the results of the work of the center and pointed to the need to open similar centers in other regions of the country.

Also, within the framework of the visit, a meeting was held on issues of the social and labor sphere with the participation of the Almaty akimag.Baibek. In her speech, the Minister described the results of the work of the Ministry in the framework of modernization of the social and labor sphere.

Recall, from January 1, 2018 introduced a set of measures aimed at modernizing the social and labor sphere. They proceed from 100 concrete steps of the Nation Plan and are implemented in fulfillment of the instructions of the Head of State, announced in the Address to the people of Kazakhstan this year.

As a priority task to date, Tamara Kasymovna outlined the introduction of targeted social assistance of a new format, which will be provided to low-income families in two types - unconditional and conditional.

If today TSA is provided as a monetary aid to a person or families whose incomes are below 40% of the subsistence level, then the next year the TSA will be provided subject to the conclusion of a social contract.

At the same time, TSA will be paid as a single benefit instead of the current three types of social benefits - TSA, child benefits, special state benefits. In this case, the size of the new TSA will be greater than the aggregate amount of the above three payments.

"Thus, TSA is not only a cash payment, but an integrated measure of the way out of poverty. To ensure its accessibility and optimization of business processes, it is provided for its provision on the principles of the Single Window. This single window will be the Employment Center, "the Minister noted.

In view of these tasks, Tamara Duissenova recommended strengthening the work centers - if necessary, open additional jobs in the employment and social programs, provide material and technical equipment and training of specialists.

In detail and available, the Minister told about the upcoming increase in the retirement age, accentuating the attention of those gathered on the special sensitivity of this issue. From next year, the mechanism for assigning a basic pension is changing.

If today the basic pension is paid for all persons who have reached the retirement age in the same amount, then a solidarity or labor pension is granted, depending on the length of service accumulated by citizens before January 1, 1998.

A full pension or 60% of wages (47 MCI restrictions) is received by women who are 20 years old, men are 25 years of experience. If the existing length of service is less than this, then the amount of the received labor pension will be correspondingly smaller. And this difference will increase with a decrease in seniority. For people born in the 1960s, he will average 18 years, 1970 - 10 years, 1980 - no work experience at all.

In this regard, in order to compensate for the decreasing part of the women's solidary pension, the Government took the following measures:

(a) The mechanism for the designation of a basic pension will be changed from 1 July 2018.

It assumes the appointment of a basic pension, depending on the length of service accumulated by citizens before January 1, 1998 and the period of their participation in the funded pension system after 1998;

b) to ensure the continuity of pension contributions, since 2014, 10% of the pension contributions of working women who are on parental leave for up to 1 year have been subsidized from the republican budget;

c) to increase the amount of savings, the law stipulated the employer's obligation to transfer an additional 5% at the expense of his own funds in favor of his employees to a new conditional funded pension, introduced from 2020.

The amount of pensions received from these sources will depend on the period of women's participation in the funded pension system and the continuous transfer of pension contributions.

Therefore, the main objective of the gradual increase in the retirement age, implemented from the next year, is to present an opportunity to increase pension savings. It will be carried out for 10 years from 2018 to 2028, that is, every 6 months to ensure a socially acceptable level of pension for women.

At the same time, women will retain the benefits of early retirement. Women who have given birth to five children and have 20 years of service - can retire at 53 years. At the same time, for each child, the state will envisage 3 years of work experience, but not more than 12 years. The possibility to leave a pension of 50 years is for women who have on their individual pension accounts sufficient pension savings, including mandatory pension contributions, mandatory professional pension contributions and voluntary contributions.
