On the planned work on the pilot implementation of centers for testing skills, professional certification and the development of assessment tools for the recognition of informal and informational training in the framework of the project "Development of work skills and stimulating jobs"

The rapid development of technology leads to increased competition in the labor market. Knowledge is becoming obsolete and losing its relevance every few years. Maintaining competitiveness in such a dynamic situation requires continuous professional development.

In a situation where the qualifications of specialists cease to meet the emerging requirements, there is an imbalance, as a result of which, the employer experiences a shortage of staff, with a high level of unemployment. In order to remain in demand on the labor market, a working person should periodically increase and confirm his qualifications. The development of technologies not only leads to rapid obsolescence of knowledge, but also creates new opportunities for learning that go beyond the boundaries of formal education. That is why the notion of education, which is carried out by the person himself, when he takes an active position in the learning process and takes responsibility for his own professional and personal development, is brought to the forefront in all developed countries. Here, non-formal and informative training becomes relevant. Informal training is that which is available at various courses, trainings and at the workplace and is confirmed by the availability of an official document (certificate). Informational or spontaneous education, this is unstructured training, it is carried out continuously, day to day, at work, in the family or in leisure. It is a kind of self-education that a person can get from literature, online courses, through communication with colleagues, or a mentor. These types of training are an integral part of the concept of "lifelong learning", which is a guarantee of continuous improvement of knowledge, skills and skills of specialists and improving the quality of human capital in general.

To motivate employees to constantly learn and improve, first of all, mechanisms for formal recognition of learning outcomes, that is certification, are needed, no matter how or where the training took place. If the specialist knows that the skills and knowledge acquired through informal or spontaneous training will be recognized by the employer and lead to progress or raise the level of wages, he will be seriously motivated in his development. For this reason, an important component of any system development of the labor market and education is an independent system of assessment and certification of professional qualifications of specialists.

The question arises: is the diploma of education no longer a proof of the necessary competences? As a rule, the diploma is issued by educational organizations, that is, those who have taught that is not objective. Also, the diploma is issued once, while the profession develops constantly. If the diploma is 10 or 20 years old, then the knowledge and skills received during training, lose their relevance. While in certification, the assessment of the knowledge and skills of a specialist is given by the professional community, or by the employers' association, which are guided by the real needs in the profession.

Thus, the certification system assesses compliance with the requirements of professional standards, not educational ones and gives an appropriate assessment to a specialist. For a specialist who "sells" his skills on the labor market, the availability of an independent certificate is a kind of indicator of quality.

In Kazakhstan, in 2011, the project "Modernization of technical and vocational education" was launched, within the framework of which activities were carried out to improve qualification assessment tools, bringing these tools in line with employers' needs and professional standards. In 2012, an institutional model was developed for independent confirmation of qualifications in a number of specialties of NAO Holding Kasiphor in three spheres: mining and metallurgy, tourism and oil and gas.

The development of an independent certification system continues in the framework of the project "Development of work skills and stimulation of jobs". This project has been implemented since 2016 in accordance with the loan agreement between the Government of the Republic of Kazakhstan and the International Bank for Reconstruction and Development. The project will contribute to improving labor productivity by building key elements of the National Qualifications Framework, which includes the development of an independent certification system.

Creation of an independent institutional structure and practice will be carried out through the pilot implementation of testing centers and professional skills certification on the basis of 9 industry associations: oil and gas, mining, tourism, engineering, construction and rail, light and food, agricultural. The results of the Project "Modernization of Technical and Vocational Education" will be used to develop and implement an institutional model for the functioning of the system of independent qualification confirmation.

Within the framework of the project "Development of work skills and stimulation of workplaces", emphasis will be placed on the formation of national requirements for qualifications and certification of specialists / personnel, a list of areas of activity and regulated professions will be established, where a system of confirmation and assignment of qualifications will be built, a feedback mechanism with certifying individuals, both in industry centers for testing skills so at the end of short-term courses. In all of the above processes, employers will be actively involved.

Also, within the framework of the project "Development of labor skills and stimulation of workplaces", work will be carried out to develop tools for the recognition of informal and informational training. This direction will be innovative, as in Kazakhstan the informal form of training is presented in the form of programs of advanced training, retraining of personnel, course preparation and there are no tools for recognition of informal and informative training.

At the same time, it should be remembered that the system of recognition of non-formal and informal education requires a lot of work to collect the documentation and evidence necessary for the recognition, training of the members of the evaluation commission. This process takes a long time and creates certain conditions. It is not enough just to develop these tools, deep changes are needed, for example, the trust between the labor market and the education and training system is a prerequisite for the successful application of these tools.

 To do this, it will be necessary to study and update the tools for assessing qualifications taking into account the best international experience, to develop recommendations for improving the methodology for developing such tools, including for assessing qualifications for compliance with professional standards. Review evaluation procedures and conduct training for local experts, assess and certify qualifications using new procedures and tools. Conduct an analysis of the results of evaluation and certification and develop recommendations for the policy of the qualification certification system.

Summarizing the above, the development of an independent certification system will have a direct effect on the formation of skills and knowledge among the able-bodied population of the Republic of Kazakhstan.
