According to the Minister of labor and social protection of population Tamara Duissenova, in countries such as the United States and Canada, the share of self-employed people is less than 10% in Japan, Finland and the UK to 15%. Kazakhstan, along with such countries as Italy and Korea, belongs to the group of countries where self-employed more than a quarter of the workforce.
"From 1991 to 2001 in our country as a result of mass closure of businesses and loss of jobs, the number of self-employed grew by 8.7 times, or 327 million people to 2.8 million people," - said the Minister.
On behalf of the Head of state, the Ministry of labor and social protection of the population in preparation for the introduction of health insurance held, and continues to work on formalizing the self-employed.
Stage 1. So, as part of the reconciliation status of all citizens in the information systems of state bodies, on April 1, 2017, determined by social status 13.2 million people and 5.7 million persons status was not identified. This means that officially, they live in Kazakhstan, but there aren't any among the employees of revenue-generating mandatory pension contributions, either among students or recipients of social benefits.
Stage 2. From April to August last year, the local Executive bodies were held podvorovoy bypass. The result is the updated statuses of 1.5 million people. The remaining were:
- to update the information about 943 thousand citizens in databases of government agencies identified as emigrants and deceased citizens or have declared themselves students;
- to formalize the practical employment of 1.7 million people, of which 1.5 million declared themselves to be employees and 233 thousand - individual entrepreneurs;
- to engage in productive employment 1.6 million unproductive employees and the unemployed.
Stage 3. Joint efforts updated the statuses yet 438 thousand people from among the emigrants, the dead citizens and students.
The remaining citizens in the process of updating will be completed in the first quarter of this year.
In the course of work on formalization for 2017 was was 54 thousand individual entrepreneurs and formalized labor relations 560 thousand employees.
To further formalize 1 mln people it is necessary to introduce legislative amendments on the legal status of self-employed.
According to the Minister with a view to "removing the shadow" informally employed citizens, with national experts, prepared a set of measures.
"First and foremost, this is a simplification of registration of labor relations and the introduction of a unified mechanism for their statistical reporting. Secondly, it is fiscal measures. Changing tax regimes in sectors with high informal employment, the holding of "Amnesty" assessed penalties for late payment of pension contributions and social deductions. Thirdly, it is an economic action, that is, the extension of micro-credit tools and the creation of a system of grant support – concluded the Minister T. Duissenova.
An important area of work will also be a digitization of the employment and social protection taking into account the stimulation of labor activity. The state extends social guarantees in the unregistered unemployed, identified through Podoroga bypass. Thus, in the presence of social payments and the appeal to the employment centers they are entitled to social benefits for loss of employment from the state.
According to the results above, the labor Minister T. Duissenova noted that in the framework of formalization of self-employed work will continue in terms of legalization of informal workers, and promote labor activity.
However, a Central challenge will be the scope of active employment measures 1.5 million.
