Vice Minister of Labor and Social Protection of the people of Kazakhstan Nurzhan Altayev told about it during the briefing.
Among the Five Social Initiatives voiced by the President during his appeal of March 5 this year is the expansion of microcredit in the framework of the development of mass entrepreneurship.
In particular, the Head of State was instructed to allocate an additional 20 billion tenge in 2018, bringing the total amount of microcredit to 62 billion tenge.
"The microcredit program is especially important for rural areas, for the development of entrepreneurship in the countryside, where, by opening their own business, citizens will create new jobs. Tools to support entrepreneurship initiatives of citizens are implemented in the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship. In 2017, under the Program, 7,227 microcredits were issued, "said Nurzhan Altayev.
Of the total number of microcredits issued, in rural areas and small towns, microcredits received 6,791 people. At the same time, more than 57% became entrepreneurs (start-up projects), opening their own business.
Within the framework of the Bastau-Biznes project, 15,000 people completed entrepreneurial skills training, 3,314 people received microcredits.
In order to expand the availability of credit, a credit guarantee mechanism has been introduced. In 2017, 420 contracts of guarantee were concluded.
As a result, the implementation of the activities of the Program for the Development of Productive Employment and Mass Entrepreneurship in 2017 made it possible to contribute to the growth of operating SMEs by 3.6%.
In 2018, in total, 87 billion tenge is provided for the financing of the Program.
"Out of 20 billion tenge allocated for microcrediting in addition, 14 billion tenge is planned to be allocated to the villages. In addition, the limits for issuing microcredits will be revised differentially for the city and the village, "the vice minister said.
This means that in cities and for projects of anchor cooperation in rural areas the average size of microcredit will not exceed 6.5 million tenge. And for other projects in rural areas - no more than 3.5 million tenge.
According to Vice Minister of Labor Nurzhan Altayev, the expansion of microcrediting will allow to cover in 2018 more than 14 thousand people with loans, and taking into account the creation of additional new jobs, the total employment coverage will be about 40 thousand people.
