Today, during the meeting of the Government of the Republic of Kazakhstan, the Minister of Labor and Social Protection of the Republic of Kazakhstan, Madina Abylkasymova, told what tasks the department faces in the light of the social initiatives of the President.
The fourth social initiative of the Head of State to expand microcredit is the huge support of the Head of State, which contributes to raising the incomes of the population and improving the quality of life of every Kazakhstani citizen.
Thus, the Head of State was instructed to allocate an additional 20 billion tenge in 2018, bringing the total amount of microcredit to 62 billion tenge.
This initiative simultaneously allows to solve complex tasks on development of business, creation of workplaces, growth of incomes of the least provided category of the population, and also formalization of the self-employed population.
"The development of microcredit is now being implemented in the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021.
In 2017, 41.2 billion tenge was provided for the Microcrediting Program, 7.2 thousand microcredits were granted, including 6.8 thousand microcredits in rural areas. As a result, more than 4,500 additional permanent jobs were created, "the minister said.
In 2018, the program of microcrediting in the approved budget provides 42 billion tenge.
On the instructions of the Head of the state, the financing will be increased by 20 billion tenge. And this year will amount to 62 billion tenge.
"In accordance with your instructions, Bakytzhan Abdirovich, the Ministry of Labor and Social Protection of the population, in conjunction with the Ministries of National Economy, Agriculture, Finance and local executive bodies, worked out in detail the specific mechanisms for implementing this initiative.
The administrator of the microcredit program in rural areas is the Ministry of Agriculture, in cities and monocities - the Ministry of National Economy, "said Minister of Labor and Social Protection of the Republic of Kazakhstan Madina Abylkasymova.
Within the framework of the fourth initiative of the President, the Ministry of Labor and Social Protection of Population proposed the following approaches:
1. Out of an additional 20 billion tenge, it is proposed to channel about 14 billion tenge for lending in villages and small towns. Of this amount, 10 billion tenge - for the implementation of projects of anchor cooperation around large processing agricultural enterprises;
2. There is a need for timely signing of tripartite credit agreements for all allocated funds and to start issuing microcredits;
3. For greater coverage of the population with microcredit, it is proposed to revise the limits for granting loans differentially for the city and the village;
4. To date, the mechanisms have been worked out for bringing microcredits to the final consumer. So, in cities and single-industry towns - microcredits are provided through second-tier banks. In rural areas - through the Fund for Financial Support of Agriculture, as well as microfinance organizations and credit partnerships.
In addition, today, in order to protect business projects and obtain microcredits, unemployed and self-employed citizens must first receive training on the Bastau-Business project. By the way, this year, taking into account the additional funds allocated, it is proposed to provide at least 1.2 billion tenge. For these purposes.
