Today, on the eve of Day of protection of children the Ministry of labor and social protection of population of the Republic of Kazakhstan held a press-conference, where information about social security of families with children was made in Kazakhstan, Vice Minister Svetlana Zhakupova, Vice-Director of the social assistance Department Balzhan Baharova and head of the Department of targeted social assistance the social assistance Department Ainur abdyrakhmanova.
Opening the event, Svetlana Zhakupova noted that this holiday is paid special attention in our country. Protection of the rights and legitimate interests of families with children is one of the main directions of the state policy of the Republic of Kazakhstan.
In addition, in order to stimulate the birth rate, increase the prestige and authority of mothers with many children, support for children with disabilities, low-income families, a system of state benefits and payments is provided. This is a benefit for the birth of the child home care allowance for a child up to one year, payments in the event of social risks in case of loss of income in connection with pregnancy and childbirth, subsidies for compulsory pension contributions for working women who are on leave for child care, the monthly benefit paid regardless of income, to mothers of large families awarded with pendants "Altyn Alka", "Kumis Alka" or got before the rank "Mother-heroine", awarded the order "Maternal glory" I or II degree.
"Over the past 10 years, the size of benefits for the birth of a child has increased more than 8 times, from 16 380 tenge to 142,947 tenge. At the end of 2017, the allowance for the birth of a child was received
392.7 thousand people in the amount of 34.7 billion tenge " -said the Vice Minister.
At the same time, the child care benefit up to one year over the past 10 years has increased by 4 times and amounted to 20 195 tenge. Thus, according to the results of 2017, more than 145 thousand people received child care benefits for up to one year in the amount of 32.4 billion tenge. As of May 1, 2018, about 132 thousand people received support for a total of 9.8 billion tenge.
In addition, S. Zhakupova emphasized that since 2008 payments have been introduced in case of social risks in cases of loss of income due to pregnancy and childbirth. In 2017, more than 180 thousand people received this type of payment in the amount of 62.6 billion tenge. As of May 1, 2018, 68.5 thousand people received 22.4 billion tenge.
As for the child care allowance after reaching the age of one year, in 2017, more than 225 thousand people received an allowance in the amount of 74.1 billion tenge at the expense of the SFS. To date, more than 265 thousand people paid the amount of 29.2 billion tenge.
At the same time, there is a positive trend of increasing the number of working women, which shows an increase in the number of recipients of child care benefits up to one year from the funds of the SFS. So, if in 2013 this type of benefits received more than 135 thousand people, in 2017 their total number was about 225 thousand people.
It should be noted that since 2014, subsidies have been introduced to pension contributions of recipients of payments for child care until they reach one year.
"From the national budget in 2017 to individual pension accounts more than 85 thousand recipients of social benefits for child care up to one year from the state pension Fund was transferred 4.4 billion tenge. As of May 1, 2018, more than 80 thousand recipients received 1.4 billion tenge," the Vice Minister said.
At the same time, the speaker stressed that today a large family is an indicator of the effectiveness of the state social policy. The state supports mothers of large families, rewarding them with "Altyn Alka", "Kamsale", provides financial assistance. Thus, the mother-heroine receives life-long assistance in the amount of 6.4 MCI or 15.392 tenge. It should be emphasized that they have a number of tax benefits, such as exemption from tax on vehicles, state duties, etc.
"The number of births in January-March 2018 was 92.6 thousand people, which is 0.3% more than for the corresponding period of 2017. The total fertility rate per 1000 people was 20.57. At the same time, the number of families in Kazakhstan exceeded 4 million, the coefficient of familyhood is 3.5, "said S.Zakupova.
The Vice-Minister also noted that since 2010 a state allowance has been introduced in the amount of 1.05 times the minimum wage for parents, guardians and adoptive parents raising a disabled child until they reach adulthood. So, in 2017, more than 77,000 families received this allowance for more than 24 billion tenge. As of May 1, 2018, more than 79,000 people received a payment of KZT 9.5 billion. At the same time, she stressed that the state cares about its citizens and continues to increase the amount of benefits paid.
Thus, a built national model for the support of motherhood and childhood provides for the stimulation of fertility and the promotion of the upbringing of children in the family.
