Today, under the chairmanship of the Minister of labor and social protection of Kazakhstan Madina Abylkasymova, a Round table on "Formalization of self-employed and informally employed population: the necessary legislative measures"was held.
The event was attended by members of Parliament, representatives of international and non-governmental organizations, public opinion leaders, public figures, business representatives, heads of state bodies and social funds of the country.
The experts discussed the issues of informal employment, the introduction of a single total payment, classification of the employed population, improvement of statistical accounting.
Minister Madina abylkasymova stressed that in the Address "New opportunities for development in the conditions of the fourth industrial revolution" the Head of state noted the importance of ensuring the efficiency of the labor market, creating conditions for everyone to realize their potential.
During the years of independence, the number of employed persons increased from 7.7 million to 8.6 million, of which 84 per cent (7.2 million) are engaged in official business or work. According to the statistics Committee of the MNE of Kazakhstan in 2017, the number of informal workers in the economy amounted to about 1.4 million people.
"To date, specific mechanisms have been developed for the introduction of a new tool through which informally self - employed inform the state about their activities, and can become members of social health insurance, thereby ensuring their social security" - said the Minister of labor Madina abylkasymova.
At present, a draft Law on the formalization of employment has been developed, which provides for a set of tax and administrative legal measures.
"The Draft law provides for the simplification of registration and easing of the tax burden through the introduction of a single total payment (hereinafter – the UCP). ESP will allow individuals engaged in activities for the purpose of earning and (or) income to notify the state about their activities and become members of social and health insurance, thereby ensuring their social protection", Vice - Minister of labor and social protection of population of Kazakhstan Nurzhan Altaev said.
Lower rates of tax and social payments will be determined for the payers of the ESP than in the General regime.
The size of the cap will be fixed, which means that there will be no need to calculate the amount of contributions to various social funds.
At the same time, the Draft law provides for measures to define a clear classification of the employed population in order to timely identify the feasibility and determine the measures of state social support.
